    Gas prices hit $4.06 a gallon before Trump’s prime-time address

    U.S. gasoline prices continue to inch higher, hitting $4.06 a gallon after crossing $4 on Tuesday, as the Iran war continues to drive up costs for American drivers.

    The average cost of a gallon of gas has jumped 36% since the war started, according to AAA. Gas climbed above $4 yesterday for the first time since August 2022.

    The war in Iran is disrupting the world’s oil supply, pushing up prices at the pump. Brent crude accounts for 51% of the cost of a gallon of gas, according to the U.S. Energy Information Administration.

    The Strait of Hormuz, through which one-fifth of the global oil supply flows, remains effectively closed, with a new analysis from Lloyd’s List Intelligence showing that most of the ships transiting the waterway are linked to Iran.

    Trump prime-time address

    President Trump told CBS News Tuesday that gas prices will drop “when we leave, when it’s over.”

    The president is planning to deliver a prime-time address Wednesday night to “provide an important update on Iran,” White House press secretary Karoline Leavitt announced on X. The president has signaled that he is aiming to strike deal with Iran and wrap the war up in a matter of weeks.

    Leavitt has also addressed rising fuel prices, telling CBS News in a Tuesday email, “When Operation Epic Fury is complete, gas prices will plummet back to the multi-year lows American drivers enjoyed before these short-term disruptions.”

    Slashing energy prices was one of the main promises Mr. Trump made on the campaign trail.

    Even with hopes for a potential resolution to the conflict, Patrick De Haan, a petroleum expert at GasBuddy, thinks gas prices could continue to float higher in the short term. He said on X Wednesday that he expects several states, including Michigan, Indiana and Ohio, could see their gas prices rose today. De Haan also predicts the national average will reach $4.10 a gallon this week.

    “The next chapter may be written tonight when Trump addresses the nation,” he said.

    Former Virginia governor challenges Spanberger to debate her redistricting flip-flop

    A top Republican predecessor of Gov. Abigail Spanberger challenged her to publicly debate the merits of the redistricting referendum she and Virginia Democrats so fervently support, as an anti-gerrymandering group he works with also fired off a letter to her in his stead.

    Spanberger, along with Senate and House leadership in Richmond, is squarely in the “Vote YES” camp when it comes to the April 21 public referendum to redraw the Old Dominion’s congressional districts in a way that would likely remove all but one GOP congressman from office.

    Gov. George Allen, a Republican who served as governor from 1994 to 1998 between tenures in the U.S. House and U.S. Senate, said in a statement that if the incumbent’s ideas are right, she should publicly defend them.

    “Virginia voters expect a robust and transparent discussion of the issues. So, I am inviting Governor Spanberger to join me in a series of public debates to look Virginians in the eye and explain each side of this referendum vote,” Allen said.

    “I am prepared to discuss why I oppose gerrymandering in Virginia and anywhere else in our nation.”

    Allen, whose father was one of the then-Washington Redskins’ most successful coaches, said that people in Virginia are being “barraged” by political ads and that $28 million has been spent on commercials that “are at best misleading and designed to confused voters.”

    “Let’s give Virginians the honest and transparent discussion of gerrymandering that they deserve,” he said.

    In that regard, the group No Gerrymandering Virginia, which is being spearheaded by a bipartisan group of former Virginia lawmakers and officials including Allen, sent a letter requesting such to Spanberger’s office at the Capitol.

    “If you’re confident that your ideas and your candidates are so great, then you ought not fear the people,” Allen told Richmond’s NBC affiliate.

    He added that gerrymandering is a personal subject, as part of his impetus to run for governor came when Albemarle County — where he owned a “log house on a gravel road” — was split into several pieces during one such redrawing.

    No Gerrymandering Virginia’s letter called the April 21 vote a “consequential moment for Virginia.”

    “At its core, the referendum asks whether the commonwealth will maintain its commitment to fair representation or move toward a mid-decade gerrymandering approach that has already taken hold in other states,” the letter said.

    “Virginians deserve the opportunity to hear a clear and direct debate on this question before they vote.”

    “To that end, I would like to invite you to participate in a televised, live-streamed debate on the referendum. Former Governor George Allen has agreed to participate and would present the case against adopting the proposed maps. As you know, Governor Allen has long opposed gerrymandering, shaped in part by his experience being drawn out of his congressional district in the early 1990s, and he supported the 2020 constitutional amendment establishing Virginia’s current fair redistricting process.”

    In a prior statement in February, Allen said mid-decade “gerrymandering” is wrong, no matter who does it.

    “Texas was wrong. California was wrong. North Carolina was wrong. Virginians should stand up for principle like those in Indiana and South Carolina who said ‘No’ to this egregious gerrymandering their states,” he said, adding that the 2020 referendum that took power away from the assembly shows Virginia has “much better standards of fairness than this.”

    Allen is joined on No Gerrymandering Virginia’s advisory council by former Virginia House Speaker William Howell, R-Stafford, former State Sen. Chap Peterson, D-Fairfax, and ex-Del. William Fralin, R-Roanoke.

    Other recent Virginia officials have also lambasted the redistricting push, including ex-Gov. Glenn Youngkin and ex-Attorney General Jason Miyares.

    April 1 (Reuters) – A rare disease advocacy coalition on Wednesday urged the ‌Trump administration to restore regulatory clarity as it considers new leadership at the U.S. Food and Drug Administration’s Center for Biologics Evaluation and Research.

    Dr. Vinay Prasad, the center’s current incumbent, is set to ​leave the FDA at the end of April after a tenure marked ​by high-profile disputes over reviews for vaccines, including Moderna’s COVID shot, gene ⁠therapies such as uniQure’s therapy for Huntington’s disease and other rare disease drugs.

    The Rare ​Disease Advocacy, Biotechnology, and Investor Coalition sent the letter to President Donald Trump, U.S. ​Health Secretary Robert F. Kennedy Jr, Mehmet Oz, head of the U.S. Medicare agency and FDA Commissioner Marty Makary.

    The coalition, which includes nearly 100 rare disease patient advocacy groups, biotech executives and investors, said ​CBER has become less flexible in overseeing rare disease clinical trials.

    The group said 84% ​of biotech investors surveyed by RDBI had reduced, paused or exited rare disease investments because of ‌recent FDA ⁠uncertainty. About two-thirds of biotech companies surveyed said the uncertainty had made it harder to raise capital over the past 12 months.

    “We believe it is of the utmost importance that the FDA chooses a leader who understands the unique challenges of rare disease ​development and respects and ​values the views ⁠of patients and physicians,” the coalition said in the letter.

    CBER approved five orphan drugs in 2025 while issuing four Complete Response Letters ​and one comparable setback at the pre-marketing application stage, rejecting about ​half of ⁠late-stage programs, compared with one CRL among 20 programs over the prior two years.

    In the first quarter of 2026, CBER approved one orphan drug and issued two CRLs, compared with ⁠eight ​approvals and two CRLs at the FDA’s drug evaluation ​center over the same period.

    CRLs are sent by the FDA if the agency determines it will not approve ​the application in its current form.

    A majority of the vessels that have passed through the Strait of Hormuz during the U.S.-Israeli war on Iran have ties to the Iranian regime, according to a new analysis from Lloyd’s List Intelligence. The information comes after President Trump’s assertion last week that Tehran gave him the “present” of allowing eight oil tankers through the key waterway.

    Since March 1, a day after the U.S. and Israel launched their joint attacks on Iran, 71% of all ships that have managed to transit the strait are either owned by Iran, coming or going from Iranian ports, or part of the so-called shadow fleet linked to Iranian oil shipments, the maritime data company said Wednesday.

    Even among ships that are compliant with sanctions, such as Greek bulk carrier cargo ships that have transited the strait, most have some ties to Iran.

    Shadow fleet vessels have accounted for 88% of all transits over the last week, an increase from 83% the week before, the Lloyd’s data show.

    Just 11 oil tankers have transited the strait in either direction over the last week, according to tracking data from the Joint Maritime Information Center, an international military partnership among 47 nations, including the U.S.

    Chinese ships have accounted for only 10% of transits despite seemingly warmer relations between Tehran and Beijing throughout the war. On Monday, two ultra-large container ships owned by China’s largest shipping company, COSCO, managed to cross the strait after initially being turned back by Iranian forces. A third Chinese ship, the bulk carrier Lotus Rising, which was also turned back from the strait last week, appeared to pass close to Iran’s Larak Island on Wednesday.

    Lloyd’s analysts have said the regime is using the island, right in the center of the Strait of Hormuz, like a “toll booth” to collect fees from passing vessels.

    Despite Mr. Trump’s assertion that Iran was allowing Pakistan-flagged oil tankers to sail through the strait as a “present” to the U.S., and Pakistan’s separate announcement that it concluded a bilateral deal with Tehran to allow two ships to pass per day for 10 days, there has been no increase in Pakistan-flagged ships through the strait, according to data from the MarineTraffic website.

    Iran has said repeatedly that the Strait of Hormuz is closed only to vessels belonging to or linked to the U.S. and Israel.

    The Supreme Court on Wednesday will weigh the legality of President Donald Trump’s executive order seeking to end birthright citizenship in the U.S. — a landmark court fight that could profoundly impact the lives of millions of Americans and lawful U.S. residents.

    Trump himself is attending the Supreme Court oral arguments, as is Attorney General Pam Bondi. The president’s attendance marks the first time in U.S. history that a sitting president has attended oral arguments and underscores Trump’s interest in this case.

    At issue in the case, Trump v. Barbara, is an executive order Trump signed on his first day back in office. The order in question seeks to end automatic citizenship — or “birthright citizenship” — for nearly all persons born in the U.S. to undocumented parents, or to parents with temporary non-immigrant visas in the U.S.

    Opponents argue the effort is unconstitutional and unprecedented, and could impact an estimated 150,000 children born in the U.S. annually to noncitizens.

    A ruling in Trump’s favor would represent a seismic shift for immigration policy in the U.S., and would upend long-held notions of citizenship that Trump and his allies argue are misguided. It would also yield immediate, operational consequences for infants born in the U.S., putting the impetus on Congress and the Trump administration to immediately act to clarify their status.

    Here’s what to expect ahead of today’s oral arguments:

    What’s at stake?

    Justices will weigh Trump’s executive order 14160, or “Protecting the Meaning and Value of American Citizenship.” The order directs all U.S. government agencies to refuse to issue citizenship documents to children born in the U.S. to illegal immigrants, or children born to parents who are in the U.S. legally but with temporary, non-immigrant visas.

    The order would apply retroactively to all newborns born in the U.S. after Feb. 19, 2025.

    Trump’s executive order prompted a flurry of lawsuits in the days after its signing. Critics argued that, among other things, the order violated the Citizenship Clause of the 14th Amendment, which grants citizenship to “all persons born … in the United States, and subject to the jurisdiction thereof, are citizens of the United States.”

    Lawyers for the Trump administration, meanwhile, centered their case on the “subject to jurisdiction thereof” phrase, which they argue was intended at the time of its passage to narrowly “grant citizenship to newly freed slaves and their children” after the Civil War, and has been misinterpreted in the many years since.

    U.S. Solicitor General D. Sauer urged the high court to take up the case last October, arguing that a pair of lower court rulings were overly broad and relied on the “mistaken view” that “birth on U.S. territory confers citizenship on anyone subject to the regulatory reach of U.S. law became pervasive, with destructive consequences.”

    “Those decisions confer, without lawful justification, the privilege of American citizenship on hundreds of thousands of unqualified people,” he said.

    He also argued that the lower court rulings overstepped, and “invalidated a policy of prime importance to the president and his administration in a manner that undermines our border security.”

    Justices on the high court will have no shortage of strings to pull on in considering the executive order or questioning lawyers during oral arguments.

    What’s changed?

    The Supreme Court will use Wednesday’s arguments to weigh — to varying degrees — the text of the 14th Amendment, legal precedent, and text of the 1952 Immigration and Nationality Act, among other issues cited by Sauer, the ACLU, and authors of the dozens of amicus briefs filed to the court since it agreed to review the case last fall.

    Legal experts told Fox News Digital that they expect Sauer could be in for an uphill battle in convincing a five-justice majority to unwind more than 125 years of precedent and text at issue in the case.

    Despite their consensus, however, the court’s conservative bloc will still face thorny issues in reconciling more than a century of court precedent with the narrower reading of the 14th Amendment embraced by the Trump administration.

    Justices are likely to focus closely on precedent in the Supreme Court case, United States v. Wong Kim Ark — a 1898 ruling in which the Supreme Court ruled that the son of two Chinese immigrants born in the U.S. was indeed a U.S. citizen.

    The case is widely considered to be the modern precedent for birthright citizenship, including related cases heard by the high court in the decades since.

    Others cited the text of the 1952 Immigration and Nationality Act statute passed by Congress, which essentially mirrors the text of the 14th Amendment in conferring legal status to persons born in the U.S., as yet another argument that could tip the scales in the migrants’ favor.

    “I can think of at least five reasons off the top of my head why the Supreme Court should say that the citizenship clause means today what it has always meant,” Amanda Frost, a professor at the University of Virginia School of Law who specializes in immigration and citizenship issues, told Fox News Digital.

    “There is text. There is original public understanding, which certainly includes Wong Kim Ark, but also five or six Supreme Court cases after that,” Frost said.

    “There is executive branch practice for the last century,” she added, “which is relevant as well when you’re interpreting the Constitution, and weighing [the question of], ‘What is the longstanding understanding of a constitutional provision by every other actor?’”

    “I don’t see how they could easily count to five,” Akhil Amar, a professor at Yale Law School, told Fox News Digital in an interview, speaking of the majority votes needed.

    “Even if I lose on one issue, I win on [many others],” Amar said, before ticking through a list of reasons why the Supreme Court, in his view, might swing in favor of the migrant class in question, and ACLU legal director Cecillia Wang, who is arguing the case Wednesday on behalf of the migrants.

    Others agreed, albeit with a bit more reservation.

    “I don’t think history supports the Trump administration’s view,” John Yoo, a law professor at the University of California Berkeley and former lawyer during the Bush administration, told Fox News Digital on the strength of the administration’s case.

    Stateless newborns, enforcement issues

    Another question will be one of enforcement. Trump’s executive order does not codify the legal status that should be conferred to children who are born in the U.S. to holders of temporary, long-term visas — including student visas and H1B visas, legal experts told Fox News Digital.

    Frost, the University of Virginia Law professor, noted that Congress has not provided a pathway to legal status for the class of children who would be born in the U.S. and not granted citizenship. This means that the government would essentially need to act at lightning speed to confer some sort of status — be it temporary or longer-term — to newborns, should the justices side with Trump.

    “The parents may have applied for a green card,” Frost said of newborns born to illegal immigrants, should the court allow Trump’s order to take force. “They might get the green card the next day.”

    “It would not matter,” she said. “The child would not be a citizen.”

    Yoo, Amar, and others cited similar concerns voiced by justices briefly during oral arguments in another birthright citizenship case,Trump v. CASA, last year. The administration asked the court to review the case not on the merits of the order, but as a means of challenging so-called “universal,” or nationwide injunctions issued by federal court judges.

    Despite the focus on the lower court powers, some justices still used their time to question Sauer about the birthright citizenship order and its implementation.

    Justice Brett Kavanaugh, for his part, pressed Sauer for details on what documentation newborns might need at birth should Trump’s executive order take force.

    “On the day after it goes into effect — it’s just a very practical question of how it’s going to work,” Kavanaugh noted, before asking Sauer: “What do hospitals do with a newborn? What do states do with a newborn?” he asked, in order to determine their citizenship on a birth certificate.

    “I don’t think they do anything different,” Sauer said in response. “What the executive order says in Section Two is that federal officials do not accept documents that have the wrong designation of citizenship from people who are subject to the executive order.”

    “How are they going to know that?” Kavanaugh pressed, shaking his head.

    The government’s position “makes no sense whatsoever,” Justice Sonia Sotomayor said at the time, before noting that it appeared to violate “four Supreme Court precedents,” and risked leaving some children stateless.

    Justices to watch

    While it’s difficult to speculate how justices on the high court might position themselves in considering a case, there are some conservative justices that have signaled early skepticism about the Trump administration’s arguments. Their votes could prove to be decisive, experts said.

    “In terms of oral arguments, I think what you’re going to see is a lot of attention paid to how Chief Justice Roberts and Justice Kavanaugh view the issue in particular,” Yoo said. “I think it will be up to them” to determine the majority ruling, he said.

    Roberts, in particular, often relies heavily on Supreme Court precedent, Yoo noted, and has been wary of overturning decisions made under previous courts — pointing to the “sort of anguished dissent” he authored in Roe v. Wade.

    “I think that’s really the question: whether there’s going to be enough historical evidence to change Robert’s mind about how to treat precedent,” he said, noting the chief justice tends to view questions of institutional importance and consistency as top-of-mind.

    When it comes to birthright citizenship, Yoo said, there is a much longer history and court precedent that is older and “more well-followed” than Roe ever was, he noted, which could swing the conservatives in the ACLU’s favor.

    “We never know why the Supreme Court decides to hear a case,” Amar told Fox News Digital. “But I’m hoping that they heard the case because America deserves an answer.”

    伊朗在这次对上美以联军的战争中,突破以色列“铁穹”系统(Iron Dome)多层防空网,昭示再先进的防空网,都必须有能扛过饱和攻击、弹药消耗的系统整合。对正试图打造“台湾之盾”(T-Dome)的赖清德政府而言,无非是一大冲击。

    美国和以色列联军对伊朗发动军事行动进入第四周,至今尚未出现停火迹象。尽管美以猛烈炮火对伊朗造成严重死伤,但伊朗“见证者”无人机、各式弹道导弹接续大量攻击,同样让美国和以色列重层构筑的防御手段显得徒劳无功。

    据《华盛顿邮报》报道,伊朗3月21日晚间的弹道导弹曾直接命中以色列阿拉德与迪莫纳两处平民社区,造成逾115人受伤。以军虽称战事前23天拦截成功率约92%,但也坦言“没有任何系统能达到百分之百”;以国前资深官员更直言,防空体系“无法承受3000至5000枚导弹的饱和攻击”。

    这意味着即使以色列拥有全球最成熟的多层拦截系统,也仍会在饱和攻击、弹药消耗与成本压力下出现穿透。

    就在伊朗战火持续胶着之际,台湾赖清德政府也正推动八年期、总额1.25万亿元(新台币,下同,532亿新元)的军购特别预算,核心之一就是参考以色列铁穹系统,建构涵盖高、中、低层的台湾之盾防空网。

    因此,台湾朝野过去一个星期针对军购特别预算陷入激烈攻防时,有不少观点质疑,台湾之盾策略是否有效。

    例如,台湾国防部前官员卢德允就在网络节目中质疑,军购预算计划购买爱国者、“国家先进地对空防空导弹系统”(NASAMS),甚至未来可能购买以色列铁穹或铁光束雷射导弹防御系统(Iron Beam)等武器;但在波斯湾战争中已证明效用非常低微,是错误的军事投资方向,无法增强台湾的防御力量,反而浪费了台湾有限的资源。

    但台湾国防安全研究院国家安全研究所研究员沈明室接受《联合早报》访问时强调,防空系统会被突破,不等于无效。“你不可能建构一个百分之百完全没有任何的空隙,或者是没有疏漏的防空系统”,但有系统与没系统,“是完全不一样的”。

    他认为,伊朗战争对台湾的启示,不是放弃分层防空,而是认清分层防空从来只能降低损害、争取生存,而不是保证零穿透。

    资深军事评论员亓乐义长期担任台湾国防部年度《国防报告书》编纂咨询委员,目前也是国防安全研究院的特约研究员。

    他接受本报采访时进一步指出,伊朗战争最直接暴露的,其实是高端防空系统的“库存深度”问题:当对手攻击量够大,再好的系统都可能很快面临拦截弹不足。因此,台湾不能再用“全面防御”的想象来思考台海防空,而必须先厘清哪些目标非守不可。更关键的是,台方不能只靠拦截。

    亓乐义直言:“台湾绝对要以攻带防了。你不能够靠纯防御,纯防御的话,人家的(火力投放)量一大你就完蛋了。”因此,只有确保最低限度的远距反制能力,才能压缩对方攻势,而不是被动承受消耗。

    美国米切尔航空航天研究所(The Mitchell Institute for Aerospace Studies)3月公布的最新报告也显示,解放军已在邻近台湾海峡的六座空军基地部署逾200架由老旧歼-6改装的攻击无人机。

    这意味着,解放军能在开战初期,快速出动大量廉价、酬载量大的无人机,压缩台湾的拦截窗口,并迫使台湾动用昂贵导弹应对。

    沈明室也认为,解放军会在对台第一轮攻击时,采用这种大型无人机,搭配近年演习中频繁出现的PHL-191远程箱式火箭炮,消耗台湾的防空导弹。待拦截弹药耗损到一定程度后,再投入真正的战机或弹道导弹,进行精准打击。

    事实上,台湾国防部3月中旬提交立法院的报告也曾提到,未来战场威胁已朝弹道导弹、巡弋导弹、远程火箭及各型有人、无人机同步运用的方向发展,台湾必须结合低成本拦截手段与反无人机能力,补强整体防空韧性。

    美国跨党派参议员访问团本周访台,也特别前往台湾中山科学研究院参访,除见证美台合作研发“劲蜂四型”无人机实弹穿甲成果,也听取台湾自制的“天弓四型”中远程防空导弹等防空系统简报。

    这显示美国同样关注台湾能否把高、中、低空防空、无人机与战场管理系统接成一张更有韧性的网。

    对于台湾要如何面对如此快速变化的现代化战争,沈明室认为,台湾不只要持续强化对美采购NASAMS、爱国者、MQ-9B高空无人侦察机等装备,更重要的是把既有系统整合起来,并建立自己的国防产业与非红供应链,降低战时对外依赖。

    亓乐义则认为,建构“台湾之盾”这张防护网,至少还缺两块拼图。首先,是电子战与“软杀”。他指出,美军对伊朗的第一波行动就是电子干扰、电子压制等手段;而台湾却长年忽视这方面的重要性。

    第二是无人机建军观念的转变。他认为,大型MQ-9这类高价值、耐久型平台当然需要,但真正能支撑消耗战的,是大量、小型、低成本、可快速替补的自制无人机以及耗材弹药,重点是能在战时迅速补上火力缺口。

    亓乐义强调,伊朗战场已显示,让美以真正头痛的不是还有多少目标没被打掉,而是伊朗被大规模压制后,“还剩多少战力”。对台湾而言,能不能把这“剩下的战力”保住,才是“台湾之盾”能否成立的真正考题。

    换言之,铁穹系统面对伊朗攻击时暴露的漏洞,对台湾的启示是面对复合型攻击可能带来的消耗战风险。“台湾之盾”不只要可整合、可补充、可持续,还必须同时具备重点防御、电子干扰、低成本拦截、战时生产与反制打击能力。
