A list of addresses thought to belong to immigrants and their families was shared online during violent anti-immigration protests that descended into rioting in and around Northern Ireland’s capital Belfast this week.

The unrest was sparked by a brutal knife attack on Monday. That attack, a horrific video of which has been shared widely online, sparked two nights of unrest on the streets of Belfast, with groups of often-masked rioters setting fire to homes, a bus and trash cans, and throwing rocks at police and blocking roads.

CBS News learned Thursday that a list of addresses believed to be the homes of immigrants, including families, was circulated online among people calling for mass protests. A copy of the list found online by CBS News, circulated on closed social media networks such as WhatsApp, includes more than two dozen addresses in Belfast.

In another example, an account on X shared a list early Wednesday morning of seven names and addresses of what it claimed were immigration lawyers and law firms in Northern Ireland, urging “patriots” to “do with that what you will.”

After her labor union reported that a nurse going to work at the Ulster Hospital had been chased by masked men, the chief executives of Northern Ireland’s Health and Social Care service said in a joint statement Wednesday that some international staff felt intimidated and “too frightened to come to work.”

Due to the privacy lent by the closed social media platforms used to circulate the lists, CBS News could not determine how many people shared the information, or who originated it.

The Police Service of Northern Ireland (PSNI) said in a statement Wednesday that it was aware of some social media users sharing addresses online amid the protests.

“Highlighting properties in this way is totally unacceptable,” the PSNI said, adding that it had received calls from families, homeowners and neighbors who were “extremely distressed as a result of this reckless activity.”

On Monday, a member of the U.K. Parliament from Belfast condemned the unrest in her city as “a race-based pogrom”.

Claire Hanna, a member of the Social Democratic & Labour Party, told BBC’s “Newsnight” program that protesters had gone door to door looking for immigrants.

“Groups of masked men burning families out of their homes is nothing less than disgusting cowardice,” she said.

Firefighters attend a house which caught fire on Ligoniel Road, Belfast, as disorder flared during an anti-immigration demonstration organized in response to a stabbing attack in the city, June 9, 2026. PA/PA Images/Getty

The suspect in the stabbing attack is a 30-year-old Sudanese man who had claimed asylum in the United Kingdom. He has been charged with attempted murder, threatening to kill, and carrying a knife. The man entered Northern Ireland after applying for asylum and, in 2023, he was granted a five-year visa to remain in the U.K.

Graphic video of the incident shows an attacker straddling the victim on the ground while slashing at his head and neck with a knife, in what has widely been described as an attempted beheading. Civilians intervened before police arrived shortly after, and they have been credited with saving the man’s life.

The video spread quickly online and prominent figures — including Elon Musk and British politician Nigel Farage, an ally of President Trump — were among those to share it and call for mass protests.

Hanna, the Belfast lawmaker, called out Musk, Farage and British far-right activist Tommy Robinson, whose real name is Stephen Yaxley-Lennon, as some of the “negative actors online and politicians locally who don’t really care what communities in north Belfast have been through,” whom she said were fomenting the unrest online.

CBS News has not seen any indication of those prominent public figures sharing address lists online.

Police said the suspect used a kitchen knife in the attack and the victim was blinded in the left eye and left with deep wounds in his head, face and back. The PSNI said no motive has been determined for the knife attack. An investigation is ongoing, but they said it was not believed to be terrorism.

The Belfast unrest came just a week after separate anti-immigration protests in Southampton, southern England, over the killing of college student Henry Nowak.

Protesters stand facing police officers during a demonstration following the conviction of Vikrum Digwa for the murder of student Henry Nowak, in Southampton, Britain, June 2, 2026. Isabel Infantes/REUTERS

Nowak, who was white, was killed in December by Vickrum Digwa, a British-born Sikh, who falsely claimed to police that he had been the victim of a racist assault by Nowak.

When police officers arrived, they initially treated the wounded Nowak as a suspect before noticing his injury and trying to resuscitate him. He died of his injuries, and despite Digwa’s British nationality, far-right activists and some politicians cited the case as an example of “two-tier” policing, implying that White Britons are treated differently.

The police department involved in the incident firmly denied that accusation, but violent protests erupted, fueled by calls online for anti-immigration demonstrations.

Trump says he will nominate Jay Clayton to top intelligence post

    Updated Jun 11, 2026, 3:16 PM ET / CNN

    By Adam Cancryn

Jay Clayton, the US Attorney for the Southern District of New York, speaks during a press conference in New York, on December 10, 2025.

    Jeenah Moon/Reuters/File

President Donald Trump announced Thursday that he’s nominating Jay Clayton, the US attorney for the Southern District of New York, to be his next director of national intelligence.

“Few people anywhere in the Legal Community are respected at the level of Jay,” Trump wrote in a post on Truth Social. “I encourage the United States Senate to confirm Jay as soon as possible.”

The selection of Clayton — who served as head of the Securities and Exchange Commission during Trump’s first term — comes amid a firestorm over Trump’s earlier decision to make top housing official Bill Pulte the acting national intelligence chief following the planned departure of Tulsi Gabbard.

The elevation of Pulte, who has no demonstrated national security background, prompted pushback from both Democratic and Republican lawmakers and has endangered the renewal of critical government surveillance powers.

Since Pulte’s selection, Republican lawmakers had urged Trump to quickly name a more qualified permanent nominee.

But Trump’s announcement is unlikely to save the key spy powers authority from its expiration Friday, as Democrats remained largely unmoved following the president’s Truth Social post. Pulte, they said, would still need to be replaced as the acting spy chief to earn their votes in support of a FISA extension.

Pulte — a wealthy businessman who was confirmed as head of the Federal Housing Finance Agency last year — has been a Trump loyalist with a record of going after many of the president’s biggest perceived political enemies through criminal referrals.

Related article A visitor captures a cell phone image of the Washington Monument, near the US Capitol on September 29, 2021. Tom Brenner/Reuters/File FISA: What to know about the government’s key spy powers that are on the verge of expiration 5 min read

The president indicated to House Speaker Mike Johnson earlier this week that he wouldn’t back down away from Pulte, despite threats from Democrats to let the key surveillance power lapse over the appointment, two sources briefed on the meeting told CNN.

Trump stunned intelligence staffers and lawmakers on Tuesday by announcing Pulte would start his role as acting DNI on June 19 — before Gabbard’s anticipated departure on June 30.

His announcement about Clayton comes after Manhattan’s top federal prosecutor appeared on CNBC earlier this week, where he was grilled about the distinction between state laws that make California’s vote tabulation a slow process and actual evidence of fraud.

“There’s a great phrase, ‘opportunity for fraud,’” Clayton said.

A longtime corporate attorney, Clayton is well known within Republican circles. He has served as the top US attorney in the Southern District of New York since last year, where he was one of the signatories on the indictment against then-Venezuelan President Nicolás Maduro that was unsealed in coordination with his capture in a US raid.

    Turnover at DNI

If confirmed, Clayton would become Trump’s second permanent chief of national intelligence after Gabbard, who announced her resignation last month, citing her husband’s diagnosis of a rare form of bone cancer.

Yet the office he’s now poised to inherit has faced a tumultuous several months rife with internal turf wars, high-profile resignations and the prospect of severe downsizing.

Trump originally selected Gabbard, a former Democratic congresswoman, as his top intelligence official thanks to her non-interventionist, “America First” ideology that had pushed her away from the Democratic Party and into the MAGA fold.

But her isolationist tendencies quickly put her at odds with Trump’s military actions against Iran and Venezuela. She came under additional scrutiny following the abrupt resignation of Joe Kent, who headed the National Counterterrorism Center under her command, over his objections to the war with Iran.

Months before announcing her resignation, Gabbard was routinely sidelined from some of the biggest foreign policy decisions of Trump’s second term.

Instead, much of her focus revolved around rooting out actors she thought were part of the so-called deep state — people in the intelligence community who the president suspected were working against his interests.

The DNI role, created after 9/11, oversees the 18 agencies that make up the intelligence community and was designed to avoid another catastrophic intelligence failure in which spy agencies don’t share information with each other.

A swing-district Democrat disparaged Trump’s landmark overtime tax break despite his national firefighters union’s support, prompting his GOP opponent to accuse him of a “flip flop.”

Nazareth, Pennsylvania’s Bob Brooks — running against Rep. Ryan Mackenzie, R-Pa., in a toss-up seat — is the president of the commonwealth’s firefighters union, setting up an apparent discrepancy with the national council, though the Democrat’s campaign says his concerns about the cuts are more nuanced and that it is the Republican who is harming first responders on the issue.

The One Big Beautiful Bill Act (OBBB) provides a maximum annual deduction of $12,500 on qualified overtime compensation, phasing out after $150,000 of gross income or $300,000 for joint filers, according to the Internal Revenue Service.

Brooks, president of the Pennsylvania Professional Firefighters Association — which is a subsidiary of the International Association of Firefighters (IAFF) — criticized the OBBB’s provisions during an appearance on the progressive “Meidas Touch” podcast in May.

Donald Trump just did it here [in Pennsylvania]. He was up at the Mount Airy casino. But literally, he brought a guy up on stage and claimed he was a fireman and profiting from the no-tax-on-overtime, which 90 percent of our guys didn’t get the benefit from anyways, but the guy wasn’t a paid fireman,” Brooks said, referring to a Stroudsburg-area first responder whom Trump introduced at a Mount Pocono rally in December.

World Cup opening ceremony kicks off in Mexico with Shakira

    By Jordan Freiman News Editor

The 2026 FIFA Men’s World Cup got underway with the first of three opening ceremonies in Mexico on Thursday, with a tribute to the co-host nation’s Indigenous cultures and pop performances to help launch the biggest World Cup ever.

The festivities got underway a little over an hour before the first kickoff in Mexico City’s Estadio Azteca. Fittingly, it began with a dance routine highlighting Aztec culture. Mexican rock band Maná then took the stage to perform “Oye Mi Amor,” followed by performances from Danny Ocean, Los Ángeles Azules, J Balvin and more.

Then it was time for Colombian superstar Shakira and Nigerian singer Burna Boy to perform “Dai Dai,” the official anthem of this year’s tournament, which they also co-wrote.

The first match of the tournament is set to begin at 3 p.m. ET, with Mexico taking on South Africa in the first Group A matchup.

Two more opening ceremonies are scheduled in the two other host countries: Canada and the United States.

Canada’s ceremony is set for Friday in Toronto, prior to the match between Canada and Bosnia and Herzegovina at BMO Field. That ceremony will include performances from Canadian icons like Alanis Morissette and Michael Bublé.

The United States gets the third opening ceremony, also scheduled for Friday at 7:30 p.m. ET — about 90 minutes before the U.S. Men’s National Team plays Paraguay in their opening match of the 2026 World Cup. That show will feature performances from Katy Perry, Future, Anitta and more in Los Angeles.

Democrats ask Goldman Sachs CEO why he’s keeping lawyer who said she’d resign over ties to Epstein

    2026-06-11T17:22:37.113Z / https://www.cnn.com/2026/06/11/politics/kfile-goldman-sachs-letter-kathy-ruemmler

    • Congressional Democrats are asking Goldman Sachs CEO David Solomon about his reported decision to retain the bank’s top lawyer as an adviser.
    • Kathy Ruemmler had announced her resignation in February amid revelations about her extensive ties to convicted sex offender Jeffrey Epstein.
    • Lawmakers question Solomon’s judgment and want details about her compensation and new role by June 26.

AI-generated summary was reviewed by a CNN editor.

Goldman Sachs CEO David Solomon is facing new scrutiny from congressional Democrats over his reported effort to retain the bank’s top lawyer months after she said she would resign over revelations about her ties to convicted sex offender Jeffrey Epstein.

In a letter sent Wednesday, Sen. Elizabeth Warren and Rep. Raja Krishnamoorthi said Solomon’s decision to retain Kathy Ruemmler as an adviser after her planned departure in late June raises questions about his “professional judgement and fitness” to continue leading one of Wall Street’s most powerful firms.

Ruemmler announced in February she would resign from Goldman Sachs after a series of reports, including a number of stories from CNN’s KFile team, chronicled her extensive ties to Epstein.

In their letter, the Democratic lawmakers have argued that Solomon’s handling of a controversy that engulfed Ruemmler and led to her resignation announcement earlier this year calls into question both his leadership and Goldman Sachs’s oversight of the matter.

“The information uncovered in recent months not only raises serious questions as to whether Goldman Sachs either failed to conduct proper due diligence or viewed Ruemmler’s relationship with Epstein as appropriate when appointing her as the firm’s top lawyer, but now calls into question your professional judgement and fitness to continue leading one of the largest banks in the United States,” the pair wrote.

Warren, the ranking member on the Senate Banking Committee, and Krishnamoorthi asked Goldman Sachs to explain what Ruemmler disclosed about Epstein before joining the firm, whether the bank was aware that she had advised him on legal and public-relations matters, and what additional due diligence it conducted before elevating her to one of the most powerful legal positions on Wall Street.

They also sought details about her reported transition to a Goldman advisory role, compensation and whether regulators were informed of her ties to Epstein. They asked for written answers from the firm by June 26, though the bank is under no legal obligation to respond.

Ruemmler announced in February that she would resign from her role as chief legal officer at the firm effective June 30. The Financial Times and Bloomberg reported on Friday that Solomon asked her to stay on as an advisor. CNN has not verified the reports.

CNN reached out to Goldman Sachs and Ruemmler. Both declined to comment.

In an interview published Thursday by The New York Times opinion section as part of a guest essay, Ruemmler said she maintained contact with Epstein because of the business and networking demands of her work as a corporate lawyer and that she did not fully understand the extent of his crimes at the time.

“If I had seen or heard anything to suggest that Epstein was harming women or girls, I would have taken action to stop it,” she said in the guest essay interview.

The letter follows months of scrutiny over Ruemmler’s ties to Epstein after a trove of files released by the Justice Department revealed her extensive ties to the disgraced financier. A former Obama White House counsel, Ruemmler exchanged hundreds of messages with Epstein in the years after she left the White House in 2014, and before she joined Goldman.

The messages show that Ruemmler accepted gifts from Epstein and that she appeared to advise him on legal and reputational matters years after his 2008 conviction.

The files also show that Ruemmler discussed legal and media strategies related to allegations against Epstein, thanked him for expensive gifts and, at one point, explored taking a trip to his private island that ultimately did not occur.

Other records show Ruemmler advised Epstein on litigation brought by his accusers and helped coordinate responses to journalists examining allegations that he sexually abused underage girls. In one 2015 email, she wrote that “friendships goes two ways – getti=g you some peace with respect to all of this legal shit is important to me.”

In another exchange, she described a news article about Epstein as “a novella of rehashed crap.” Ruemmler told CNN in December that she was referring to the article as crap but not the allegations. “I have deep sympathy for anyone victimized by Epstein, and as I have said many times, I regret ever knowing him,” she said.

Ruemmler has said since the release of the files she knew Epstein through her work as a white-collar defense attorney and did not formally represent him, nor was she compensated by him, and had no knowledge of any ongoing criminal conduct on his part.

Goldman Sachs has also maintained that her relationship with Epstein was professional in nature.

Ruemmler had previously said she knew Epstein as a “business referral source.”

The lawmakers Warren and Krishnamoorthi also questioned Goldman Sachs’s compensation of Ruemmler despite the growing controversy surrounding her ties to Epstein.

“The firm has also been extremely generous in its financial support of Ruemmler. It was revealed in March that Ruemmler received an 11 percent raise, bringing her total compensation for 2025 to an astounding $25 million. Ruemmler’s company stock options, which are valued at about $80 million, are expected to vest over the next two years,” they wrote.

“If Ruemmler is no longer departing the bank, please provide the reasoning, her new title, duties associated with her new role, and details regarding her compensation package,” they asked.

They are not the only lawmakers interested in hearing about Ruemmler’s ties to Epstein. The House Oversight Committee is scheduled to interview Ruemmler behind closed doors on July 15 as part of its investigation into Epstein.

US authorities investigate huge ‘8647’ marking on grounds of National Mall in Washington

    2026-06-11T16:25:08.262Z / Reuters

WASHINGTON, June 11 (Reuters) – The U.S. Department of the Interior said on Thursday it is investigating what appeared to be a large tracing of “8647” into the grounds of the National Mall in Washington, D.C.

A Reuters photographer atop the Washington Monument saw the apparent marking in the grass near the World War Two Memorial shortly before authorities arrived at the scene. It shows the numbers eight, six and seven, but a four is not clearly defined.

U.S. Park Police and members of the National Guard responded to the scene.

The term “8647” has been adopted by opponents of President Donald Trump as a protest against his administration. Trump allies and the U.S. Department of Justice have said it could be interpreted as a call to violence. It references the slang term “86,” originating in the restaurant industry, meaning to expel or get rid of something, and Trump as the 47th U.S. president.

An Interior Department spokesperson referred to the incident as “deranged vandalism.”

“Any threat against the president is taken very seriously by the Department, and our U.S. Park Police will investigate this incident and hold those responsible accountable,” the spokesperson said in a statement.

It was unclear how the markings in the grass were made. In areas, the grass turned brown to form the shape of numbers in contrast to the surrounding green.

The U.S. Park Police said the cause of the “discoloration” has not yet been determined. A spokesperson said grass samples have been collected for testing and an investigation is ongoing.

The White House referred questions about the incident to the Department of the Interior.

The incident comes as the National Mall is set to be the scene for events celebrating the 250th anniversary of U.S. independence in the coming weeks. Trump has devoted personal attention to refurbishing the space, including

painting the Reflecting Pool near the Lincoln Memorial. A 16-day “Great American State Fair” is set to take place on the National Mall beginning June 25.

The term “8647” is at the center of at least one high-profile criminal case. Federal prosecutors charged former FBI Director James Comey with threatening Trump based on a photo he posted on social media in 2025 showing seashells on a beach arranged to form the numbers “8647.”

Comey took down the post and said he was not aware it could be interpreted as a call to violence. He has vowed to fight the charges, including on free speech grounds.

A federal judge ruled earlier this month that the National Park Service could not prevent an anti-Trump protest group from displaying an “8647” flag near the National Mall.

WASHINGTON, June 11 (Reuters) – Dozens of U.S. lawmakers urged President Donald Trump’s administration on Thursday to roll back any plans to ship to unsafe third countries Afghan nationals who worked ‌with U.S. forces during the war in their homeland.

In a letter seen by Reuters, more than 80 House of Representatives members, including at least three Republicans as well as Democrats, appealed to Secretary of State Marco Rubio to reconsider plans for 1,100 Afghans who have been stranded in Qatar awaiting relocation.

“It’s both a moral and a national security imperative that our country live up to its promise and watch out for those who put themselves in harm’s way to help keep us safe,” Democratic Representative Jason Crow of Colorado, a former Army Ranger who led the letter, said in a statement.

Earlier this year, the Trump administration was in talks to send the Afghans to the Democratic Republic of Congo, as they remained in limbo more than four years after the U.S. withdrawal from Kabul.

The situation for Afghans in particular has been more difficult since late 2025, after an Afghan immigrant was accused of an attack in Washington that killed one National Guard member and wounded another.

Trump signed an executive order preventing Afghan refugees, including those who worked with the military, from entering the U.S.

Many ‌of Trump’s fellow Republicans in Congress have stepped back from what was once bipartisan support for efforts like the Special Immigrant Visa program to clear Afghans who had worked with American forces to come to the United States.

Rubio was queried at congressional hearings last week about whether the administration still planned to send the Afghans to the DRC, despite an Ebola outbreak in the war-torn African nation. Rubio responded that the U.S. was talking with “multiple countries

    2026-06-11T16:18:50.830Z / https://www.cnn.com/2026/06/11/politics/fact-check-trump-california-conspiracy-steve-hilton

The facts didn’t fit Trump’s California conspiracy theory. So he adjusted the conspiracy theory

    2026-06-11T16:18:50.830Z / https://www.cnn.com/2026/06/11/politics/fact-check-trump-california-conspiracy-steve-hilton

    • President Donald Trump claimed his public pressure forced California officials to approve Republican gubernatorial candidate Steve Hilton’s qualification for the November runoffs rather than proceed with a plan to rig the results of the primary.
    • California counties were simply counting votes as usual, and Hilton advanced because he earned enough votes.
    • Hilton hasn’t endorsed Trump’s claims about fraud in the California primaries.

AI-generated summary was reviewed by a CNN editor.

If you’re pushing the baseless conspiracy theory that the results of last week’s California primary elections were rigged against Republicans like gubernatorial candidate Steve Hilton, it would seem highly inconvenient that Hilton has succeeded in qualifying for the November runoffs.

But if you’re a seasoned conspiracy theorist, as President Donald Trump is, you don’t just stop telling a fantastical tale when it is contradicted by new facts. Rather, you simply adjust the conspiracy theory so that the new facts now fit within it.

Trump has years of experience with this kind of dishonest narrative flexibility. It’s what he employed, for example, after former President Barack Obama released his long-form Hawaii birth certificate in 2011, conclusively disproving Trump’s conspiracy theory that Obama wasn’t actually born in the US. Rather than immediately abandon his nonsense, Trump soon began suggesting the birth certificate was a phony.

This time, rather than conceding that it’s obviously time to abandon his “rigged election” declarations about California, Trump has begun claiming that he had jawboned the riggers into submission … but only in Hilton’s case, not the case of unsuccessful Republican Los Angeles mayoral candidate Spencer Pratt.

    Try to follow along here.

Hilton hasn’t endorsed Trump’s fraud claims; he has said he has “seen nothing” to justify any legal intervention. But Trump told reporters at the White House on Wednesday that Hilton’s qualification for the runoff, as projected by CNN and others, happened because Trump had publicly warned that Democrats were about to rig the results to prevent Hilton from qualifying for the runoff. It was because of this Trump “heat,” Trump said, that unnamed Democrats felt compelled to surrender their plan to cheat Hilton like they, according to Trump, cheated Pratt.

Trump’s story: “And then I hit them hard on that (Pratt’s defeat), but I started talking about Steve Hilton, who’s a fantastic guy. And I saw them say it was going to be two weeks before they knew, and I started hitting them. ‘It’s going to happen to Steve Hilton, too.’ It’s – ‘Watch, you gotta watch’ – and they approved Steve Hilton very quickly. They didn’t want, there was too much heat on them. The only reason he got approved – he had all the votes he needed, probably to be first place – but the only reason they approved Steve Hilton, it was going to be two weeks, they said, and then they approved him that night. Because the heat was on them, because they’re cheatin’ dogs.”

He repeated the story Thursday morning on Fox News, saying that a rigged defeat “was happening to Steve Hilton” but then “I went on such a tear that they approved it immediately; they approved Steve. It’s such a rigged deal, it’s so crazy. They were, they approved him so fast because everybody was watching.”

This is, of course, complete hogwash.

All that has happened in California, as far as all available evidence shows, is that counties are counting votes – slowly, as usual, but legitimately. In the case of the Los Angeles mayoral primary, counting votes has meant that it has become clear that Pratt will not achieve the top-two finish needed to qualify for the runoff. In the case of the state primary for governor, counting votes has meant that it has become clear that Hilton will achieve a top-two finish.

No California authority “approved him,” whether because of Trump or because of anybody else; there was no behind-the-scenes decision to grant Hilton his wish. The reality is boring: California voters voted; counties counted; media outlets eventually projected, unofficially, that Hilton would earn enough votes to advance in a state in which about 45% of registered voters were Democratic and about 25% were Republican; separately, media outlets unofficially projected that Pratt wouldn’t earn enough votes to advance in a city in which Democrats outnumbered Republicans much more significantly, about 55% to 15%.

The end. Except, as usual with Trump, not the end.

A mountainous supply of evidence, over the course of more than five years, has never been sufficient to get Trump to drop his conspiratorial lying about the 2020 presidential election he lost. It’s no surprise that one very strong piece of contradicting evidence hasn’t been sufficient to get him to dump this new round of foolishness.

U.S. monitoring Chinese activity in South China Sea around disputed shoal

Washington — U.S. intelligence agencies are closely monitoring activity at a disputed shoal in the South China Sea amid growing concerns that China may be laying the groundwork for a more permanent presence at one of the region’s most volatile maritime flash points, a move that could further inflame tensions with the Philippines and test Washington’s commitment to a treaty ally.

Analysts are scrutinizing a series of recent Chinese maritime operations near Scarborough Shoal, an uninhabited but strategically located atoll roughly 140 miles west of the Philippine island of Luzon, according to U.S. officials familiar with the intelligence who spoke to CBS News under condition of anonymity to discuss national security issues. The officials said the Chinese government installed what Beijing has called a “scientific structure” in the middle of the reef, which has angered the Philippines in the disputed atoll.

The U.S. engaged the Chinese government over the structure. The People’s Liberation Army, the military wing of the Chinese Communist Party, claimed the structure was not military, but Chinese officials also did not fully disavow that some element within the structure could be used by the PLA, according to the officials.

The Office of the Director of National Intelligence has not responded to a request for comment.

The Scarborough Shoal, known in the Philippines as Bajo de Masinloc and in China as Huangyan Dao, sits within Manila’s exclusive economic zone in the South China Sea, but Beijing has maintained a near-constant presence around the shoal after seizing de facto control in a tense 2012 standoff.

Some U.S. officials worry that recent activity could represent another incremental step in China’s long-running effort to consolidate control over disputed features across the South China Sea — a view shared by Philippine officials.

Philippine authorities disclosed the presence of a floating structure inside Scarborough Shoal earlier this week. In a statement released Tuesday, the Philippine government’s National Task Force for the West Philippine Sea said aerial surveillance had identified a 6-by-6-meter floating platform equipped with what appeared to be an antenna. Recent imagery also shows personnel standing atop the structure, while monitoring by the Philippine Coast Guard indicated the platform was operating inside the shoal.

“The Department of Foreign Affairs has already undertaken appropriate diplomatic action with the government of the People’s Republic of China in connection with the illegal presence of this floating structure,” the task force said, adding that Philippine agencies were assessing the “nature, purpose, and implications” of the installation.

China rejected Philippine objections, maintaining that the platform is located in an area under its control, not the Philippines’.

“Huangyan Dao has always been China’s territory. China has indisputable sovereignty over it and its adjacent waters,” Liu Pengyu, an embassy spokesperson for China, told CBS News. “It is fully within China’s sovereign rights to carry out activities including scientific research at Huangyan Dao.”

“China urges the Philippines to stop all infringement activities, provocations and false accusations at sea,” Liu continued. “China urges the U.S. to stop sowing discord and stoking confrontation.”

The development has drawn the attention of U.S. intelligence analysts and military planners because of China’s history of gradually establishing physical control over disputed maritime features before expanding its presence. Over the past decade, Beijing transformed several reefs and outcroppings in the Spratly Islands into fortified artificial islands equipped with airfields, deep-water ports, radar systems and missile sites.

“Over the past 20 years we’ve witnessed the largest military buildup since World War II by the PRC,” said retired Navy Adm. John Aquilino in 2022 during an interview with the Associated Press and the U.S. Indo-Pacific commander. “They have advanced all their capabilities and that buildup of weaponization is destabilizing to the region.”

Concerns about Chinese activity in the area have been a recurring feature of U.S. military planning. Last year, CBS News reported that the U.S. military had drawn up plans to stage a “show of force” against recent Chinese aggression near the Scarborough Shoal that was intended to signal Washington’s intent to push back against Beijing’s expanding presence and defend Philippine sovereignty and long-standing fishing rights.

Last year, Beijing announced a plan to create a “national nature reserve” in the area that drew condemnation from Secretary of State Marco Rubio and was viewed by officials in Manila as another step toward solidifying Chinese control.

“Beijing claiming Scarborough Reef as a nature preserve is yet another coercive attempt to advance sweeping territorial and maritime claims in the South China Sea at the expense of its neighbors, including by preventing Filipino fishermen from accessing these traditional fishing grounds,” Rubio said in a statement. “China’s actions at Scarborough Reef continue to undermine regional stability.”
