Navy scraps Biden-era submarine contract as overhaul costs surge toward $3B

The Navy plans to redirect funding and labor toward building newer Virginia- and Columbia-class submarines

The Navy is canceling a long-delayed overhaul of the USS Boise after costs ballooned to nearly $3 billion, with Secretary of the Navy John Phelan saying the submarine no longer made financial or strategic sense to repair.

In an exclusive interview with Fox News Digital, Phelan said the Los Angeles-class attack submarine had already consumed roughly $800 million and would require another $1.9 billion to complete — despite offering only about 20% of its remaining service life. Instead, the Navy plans to redirect funding and skilled labor toward building and delivering newer Virginia- and Columbia-class submarines, part of a broader push to accelerate ship production and overhaul troubled acquisition programs.

“At some point, you just cut your losses and move on,” Phelan said.

The Navy originally awarded a roughly $1.2 billion contract in 2024 under the Biden administration to overhaul the submarine, nearly a decade after it was first slated for repairs, but updated estimates later showed the total cost to complete the work had surged far beyond initial projections.

“The Boise has been pier-side since 2015, cost nearly $800 million already, and it’s only 22% complete — the math really does not work,” he added.

The decision comes as the Navy faces mounting pressure to expand and maintain its fleet amid growing competition with China, which has built the world’s largest navy by number of ships. U.S. officials have increasingly emphasized the need to speed up shipbuilding and submarine production to keep pace with rising global demands.

Boise’s problems long predate the canceled contract.

The submarine last deployed in 2015 and was slated to begin a routine overhaul the following year, but delays at Navy shipyards left it waiting years for an available dry dock.

As maintenance was pushed back, the situation worsened. The submarine lost its full operational certification in 2016 and its ability to dive in 2017, effectively sidelining it from combat operations.

Despite being a frontline attack submarine, Boise remained tied up at port for years as the Navy struggled with a growing backlog of repairs across its fleet, driven by limited dry dock space, workforce shortages and competing maintenance priorities.

The overhaul originally was planned to begin in 2016 but was repeatedly delayed for nearly a decade before the Navy finally awarded a contract in 2024 — by which point the submarine had already spent years out of service.

Even after work began, the timeline stretched further, with repairs not expected to be completed until 2029 — meaning the submarine would have spent roughly 15 years inactive by the time it returned to sea.

Over time, Boise became one of the clearest examples of the Navy’s broader maintenance and shipyard challenges, frequently cited by lawmakers and defense analysts as a case study in delays, rising costs and declining readiness.

Phelan said a key factor in the decision was freeing up scarce shipyard labor and engineering talent currently tied up in the Boise overhaul, which he said could be better used to accelerate construction of newer submarines.

“One of our big constraints in our shipyards, particularly in submarine building, is labor and engineering talent,” Phelan said. “We have a lot of that dedicated to this, which we could free up and put onto the Virginia-class submarine or Columbia and try to shift the schedule left on those.”

He argued the overhaul no longer made sense from a return-on-investment perspective, comparing the cost of repairing the aging submarine to building a new one.

“The Boise represents 65% of the cost of a new Virginia-class submarine, yet it only delivers 20% of the remaining service life,” Phelan said, adding that equates to roughly three deployments.

The Boise, commissioned in 1992, is a Cold War-era attack submarine designed primarily for open-ocean combat, while newer Virginia-class submarines are quieter, more versatile and better suited for modern missions, including intelligence gathering, special operations and operating in contested coastal environments.

“Is it time we just simply pull the plug on that one?” Sen. Mike Rounds, R-N.D., asked during a confirmation hearing in June 2025.

Chief of Naval Operations Adm. Daryl Caudle called the situation “an unacceptable story” and “like a dagger in the heart” for the submarine force.

No public criticism immediately surfaced after the decision was announced Friday.

Phelan described the program’s failure as the result of multiple factors over more than a decade, including engineering challenges, shifting priorities and strain on the Navy’s industrial base.

“I can’t point to one thing that killed it,” he said. “I think it was a combination … the complexity of the engineering, COVID impacts, and pressure on the industrial base.”

The cancellation is part of a broader effort by Navy leadership to reevaluate underperforming programs and change how the service approaches acquisitions, Phelan said.

“We’re reviewing every program,” he said, adding the Navy is pushing for “radical transparency” and a shift away from what he described as a culture of accepting delays and rising costs.

“We need to be more disciplined and move out faster,” he said. “The president wants things yesterday.”

Afrika Bambaataa, hip-hop pioneer and founder of Universal Zulu Nation, dies at 68

Afrika Bambaataa, a man widely considered one of the main pioneers of hip-hop, died in Pennsylvania of prostate cancer on Thursday, according to his lawyer. He was 68.

Bambaataa’s sudden death was met with an outpouring of condolences from friends, family and fans across the world, who paid tribute to his profound and unmistakable impact on one of the world’s most popular and politically influential music genres. But others have said that his impact was overshadowed in recent years after numerous men who knew Bambaataa when they were boys accused him of sexual abuse.

The rapper and producer is best known for breakthrough tracks like 1982’s “Planet Rock” and for founding the Universal Zulu Nation art collective.

“Hip Hop will never be the same without him — but everything hip hop is today, it is because of him. His spirit lives in every beat, every cypher and every corner of this globe he touched,” his talent agency, Naf Management Entertainment, wrote in an emailed statement on Tuesday.

Bambaataa was born Lance Taylor in 1957 in the South Bronx, and he came of age at a time when the New York City neighborhood was rapidly deteriorating after intensifying segregation and years of economic neglect. By the 1970s and 1980s, landlords were burning apartment buildings to collect insurance money instead of investing in repairs, leaving low-income, mostly Puerto Rican and Black families without socioeconomic opportunity.

Bambaataa had Jamaican and Barbadian heritage, and he was raised in a low-income public housing complex by his mother, according to an interview he gave Frank Broughton in 1998. He was exposed to music at an early age through his mother’s vinyl record collection.

The ability to repurpose and mix old hits became one of his signatures at the parties he began to throw in community centers across the neighborhood in the early 1970s, Bambaataa said in the interview. He was deeply inspired by the work of Kool Herc, who is often deemed the father of hip-hop.

Bambaataa and the parties where he DJ’ed swelled in popularity throughout the decade and well into the 1980s, when he released a series of electro tracks that helped shape the burgeoning hip-hop and electro-funk music movements. He was also one of the first DJs to use beat breaks, incorporating the iconic Roland TR-808 drum machine.

“We was playin’ everything, everything that was funky,” he said. He later added that what set his parties apart was that “other DJs would play they great records for fifteen, twenty minutes. We was changing ours every minute or two. I couldn’t have no breakbeat go longer than a minute or two.”

At that time, Bambaataa said in previous interviews that he was able to leverage his affiliation with the local street gang the Black Spades to form a group he called the Zulu Nation, a nod to a South African ethnic group that he drew inspiration from. His slogan eventually became known as “peace, love, unity and having fun,” and he said that he sought to use hip-hop’s ballooning popularity to resolve local gang conflicts.

Later, Bambaataa changed the name to the Universal Zulu Nation to signal the inclusion of “all people from the planet earth.”

“At the core our music made people feel like they belong to a movement and not a moment, our music offered Hope something positive to believe in, it gave people identity, unity, and a way out,” Ellis Williams, a producer known as Mr. Biggs, wrote in an email to the AP. Mr. Biggs was a member of the group Afrika Bambaataa and Soulsonic Force that included Bambaataa.

In recent years, numerous people have accused Bambaataa of sexual abuse.

In 2016, Bronx political activist and former music industry executive Ronald Savage accused Bambaataa of abusing him in 1980, when he was Savage was a young teen.

“I was scared, but at the same time I was like, ‘This is Afrika Bambaataa,’” Savage told the AP in 2016. At the time he recalled, in detail, that encounter and four others that he said followed.

Bambaataa has vehemently denied those allegations.

After Savage went public with his claims, numerous other men came forward to share similar experiences about Bambaataa. In June 2016, the Universal Zulu Nation released a public letter apologizing to “the survivors of apparent sexual molestation by Bambaataa,” saying that some members of the group knew about the abuse but “chose not to disclose” it.

“We extend our deepest and most sincere apologies to the many people who have been hurt,” the organization wrote.

特朗普星期四（4月9日）接受美国全国广播公司（NBC）新闻访问，形容伊朗领导人私下讲话比公开发言“远远来得更明理”；对美伊达成和平协议他“非常乐观”，并指以色列总理内坦亚胡与他通话后，以军对黎巴嫩真主党的空袭“会变得低调”。

但是到了傍晚，特朗普口气却转硬，在自家社媒接连发文痛骂伊朗，让外界对脆弱的停火协议更感忧虑。

停火首两日仅10船穿过海峡

法新社引用航运追踪机构Kpler的数据报道，美伊停火后首两天，只有四艘油轮和六艘散货船通过海峡，而且油轮当中只有一艘不是伊朗注册。其他10多艘正要通过海峡的船只，也都是从伊朗出发或开往伊朗，且未悬挂伊朗敌国的旗帜。

另据彭博社报道，三艘载满沙特阿拉伯和伊拉克原油的中国油轮，星期四开向霍尔木兹海峡。截至目前，所有数据都显示，停火并未使海峡通行更顺畅，与冲突爆发前每天约135艘轮船穿过海峡的情况差得远。

英国权威航运媒体《劳埃德船舶日报》（Lloyd’s List）旗下的航运保险情报显示，伊朗对海峡通行的批准机制仍在运作，一些船只正面对“缓慢不透明的查证程序，许多船只都被要求支付数百万美元的过路费”。

（华盛顿／伦敦／开罗综合电）美国与伊朗将在巴基斯坦首都伊斯兰堡举行直接谈判寻求停战，美国总统特朗普先是对谈判结局满怀乐观，过后连番狠批伊朗在霍尔木兹海峡收取“通行费”违背了协议，愈发凸显美伊停战最棘手的阻力点就在这条掌控全球20%原油供应的战略航道。

特朗普星期四（4月9日）接受美国全国广播公司（NBC）新闻访问，形容伊朗领导人私下讲话比公开发言“远远来得更明理”；对美伊达成和平协议他“非常乐观”，并指以色列总理内坦亚胡与他通话后，以军对黎巴嫩真主党的空袭“会变得低调”。

但是到了傍晚，特朗普口气却转硬，在自家社媒接连发文痛骂伊朗，让外界对脆弱的停火协议更感忧虑。

特朗普先是警告伊朗不可对通过霍尔木兹海峡的油轮收费，接着痛骂《华尔街日报》指他“宣告胜利还太早”，说“不管有没有伊朗帮助，油轮很快就能恢复运行”；过后再指责伊朗“在允许油轮通过霍尔木兹海峡方面做得很糟，完全不符合双方的协议”。

同天，伊朗新任最高领袖穆杰塔巴通过国营电视台发表书面声明提出三点主张，除了表明侵略者必须赔偿损失，以及伊朗绝不放弃正当权利，还宣称霍尔木兹海峡的管理将进入新的阶段。

美国副总统万斯星期五（10日）在脆弱的谈判基础中启程前往巴基斯坦。他出发前对记者说：“我们期待与伊朗谈判，我相信它会有正面结果。”

万斯也引述特朗普称，如果伊朗愿意坦诚谈判，美国也愿意敞开心胸，“如果他们试图操弄我们，会发现我们的谈判团队也不好相与”。

停火首两日仅10船穿过海峡

法新社引用航运追踪机构Kpler的数据报道，美伊停火后首两天，只有四艘油轮和六艘散货船通过海峡，而且油轮当中只有一艘不是伊朗注册。其他10多艘正要通过海峡的船只，也都是从伊朗出发或开往伊朗，且未悬挂伊朗敌国的旗帜。

另据彭博社报道，三艘载满沙特阿拉伯和伊拉克原油的中国油轮，星期四开向霍尔木兹海峡。截至目前，所有数据都显示，停火并未使海峡通行更顺畅，与冲突爆发前每天约135艘轮船穿过海峡的情况差得远。

英国权威航运媒体《劳埃德船舶日报》（Lloyd’s List）旗下的航运保险情报显示，伊朗对海峡通行的批准机制仍在运作，一些船只正面对“缓慢不透明的查证程序，许多船只都被要求支付数百万美元的过路费”。

Fed Chair Jerome Powell, Treasury’s Bessent and top bank CEOs met over Anthropic’s Mythos model

Federal Reserve Chair Jerome Powell and Treasury Secretary Scott Bessent met with top bank CEOs in a closed-door meeting this week to discuss the cybersecurity risks posed by Anthropic’s latest AI model, Mythos, sources told CBS News.

JPMorgan Chase chief executive Jamie Dimon was invited but was unable to attend, according to the sources. The meeting was earlier reported by Bloomberg News, which said Powell and Bessent summoned the financial executives to the Treasury Department’s Washington, D.C., headquarters to discuss the potential risks from Mythos and other AI models.

Anthropic, the developer of generative AI chatbot Claude, on Tuesday said it was forming a project with several major tech companies, including Amazon, Apple and Nvidia, to use Mythos to strengthen cybersecurity defenses.

Anthropic added that it will not widely release Mythos because of its advanced capabilities, which have uncovered vulnerabilities in major operating systems and web browsers.

“Given the rate of AI progress, it will not be long before such capabilities proliferate, potentially beyond actors who are committed to deploying them safely,” Anthropic said in a post about the new project. “The fallout—for economies, public safety, and national security—could be severe.”

The effort, called Project Glasswing, “is an urgent attempt to put these capabilities to work for defensive purposes,” Anthropic said on Tuesday.

In 2023, the Biden Administration identified AI as a potential risk to financial stability. It was the first time that designation had been made, CBS News reported at the time.
