    《纽约时报》报道,慕尼黑安全会议(简称慕安会)主办方星期一(2月9日)在德国柏林发布的《2026年慕尼黑安全报告》认为,世界已步入“破坏性政治”时代,彻底的破坏已成为主流,国际秩序正遭到摧毁。

    慕安会主席伊申格尔(Wolfgang Ischinger)在报告前言中说,今年慕安会受到关注,不仅反映了诸多冲突与危机主导着全球议程,也源于美国在国际体系中角色的变化。

    报告说,“在许多西方社会,倾向破坏而非改革的政治力量正在壮大”。其破坏性议程建立在民众对西方民主机制表现普遍失望、对实质性改革和政治路线修正丧失信任的基础上。

    The House of Representatives passed a bill aimed at making it easier for everyday Americans to purchase a home, an issue that’s become a cornerstone of the affordability crisis plaguing much of the United States.

    The legislation, which passed with a 390-9 vote, is a rare show of bipartisanship in an increasingly polarized Congress, having gotten a significant amount of support from both Republicans and Democrats.

    Housing affordability is also an issue that President Donald Trump has promised to tackle during his second term in office.

    Last month, he signed an executive order making it harder for large investment firms to buy single-family homes that could otherwise be purchased by American families, and his One Big Beautiful Bill Act also included tax incentives aimed at development in economically distressed communities.

    The legislation that passed on Monday is a wide-ranging bill with various measures aimed at growing the supply of affordable housing in the U.S., including incentivizing the construction of multifamily homes, taller buildings on smaller lots, and less restrictive permitting processes in state and local jurisdictions.

    The streamlining would include establishing a new pilot program under the Department of Housing and Urban Development (HUD) to award grants for creating “pattern books” of pre-approved housing designs that are already compliant with local building codes.

    Parts of the bill are chiefly aimed at expanding “missing middle” housing, which is the range between single-family homes and larger apartment buildings.

    The measures are primarily aiding first-time home buyers as well as lower-income Americans, and housing developers focused on small and mid-sized housing rather than larger luxury construction.

    Multiple public surveys released in recent months have found that Americans have a strong desire for more affordable housing. One poll shared by the site Affordable Housing Finance found that more than 60% of people surveyed supported increasing missing middle housing.

    The bill was also pushed by lawmakers across the political spectrum. Its two main leaders in the House were House Financial Services Committee Chairman French Hill, R-Ark., a longtime Republican congressman, and progressive stalwart Rep. Maxine Waters, D-Calif., the top Democrat on the committee.

    Another proponent of the bill, Main Street Caucus Chairman Brian Flood, R-Neb., hailed it as “landmark legislation.”

    “It doesn’t matter if you’re in a blue city or a red city, whether you’re a Habitat for Humanity in Omaha or, you know, a housing developer in Birmingham, Alabama, these issues aren’t partisan,” Flood told reporters on Monday. “In order to solve the housing crisis, we have to be able to remove a lot of the barriers.”

    Hill told reporters that the legislation did not get in the way of areas that had an oversupply of housing, either.

    “If there’s not a demand for housing, this doesn’t get in the way of that. I mean, this requires a bank to be willing to lend a community development program to say that we should spend these dollars to build housing. And if there is a surplus of housing and pricing is affordable, then there wouldn’t be that market signal that says we need new housing,” Hill said.

    It comes as affordability appears to be an increasingly important topic in the coming November midterm elections.

    Other supporters of the legislation include Rep. Emmanuel Cleaver, D-Mo., and Rep. Marlin Stutzman, R-Ind., the latter of which championed a bill whose core tenets got folded into the final piece.

    “If House Republicans and Democrats can agree on this package to increase housing supply and lower prices across the nation, the Senate should be able to swiftly send it to the president’s desk,” Stutzman told Fox News Digital. “Our constituents need the relief this bill offers.”

    Stutzman introduced a bill in September of last year aimed at streamlining the environmental review process for new rural housing projects.

    The bill now heads to the Senate, where it must pass with bipartisan support before getting to Trump’s desk for his signature.

    U.S. military strikes another alleged drug vessel; search launched for 1 survivor

    The U.S. military struck its 39th alleged drug-carrying boat on Monday, killing two people and leaving one survivor who is now the focus of a search-and-rescue effort.

    The military’s Southern Command said in a post on X it struck a vessel that was “operated by Designated Terrorist Organizations” and “engaged in narco-trafficking operations.” It did not name the group that allegedly operated the boat, but the Trump administration has listed several Latin American drug cartels as foreign terrorist groups.

    A U.S. Coast Guard spokesperson told CBS News that Southern Command notified it on Monday about a “person in distress,” and the Maritime Rescue Coordination Center Ecuador is organizing a search-and-rescue effort for the person.

    Some 130 people have been killed since the U.S. military began striking alleged drug boats in the Caribbean Sea and Eastern Pacific Ocean last September. The pace of the strikes slowed somewhat after Jan. 3, when U.S. forces captured Venezuelan President Nicolás Maduro. Monday’s boat strike is the third known strike since then.

    In at least five instances, people have survived the operations, spurring efforts to find and rescue them in most cases. Authorities have called off several of those searches, though in one October operation, two survivors were picked up by a Navy helicopter and repatriated to their home countries of Ecuador and Colombia.

    The military’s handling of survivors has drawn intense scrutiny. During the first boat strike on Sept. 2, two people survived an initial strike but were killed in a follow-on attack, prompting accusations the second strike may have constituted a war crime. Democratic lawmakers who watched a video of the Sept. 2 operation were hightly critical of the strike. The Defense Department and several congressional Republicans have insisted the survivors may have still been in the fight, warranting the follow-on strike.

    The Trump administration has said the strikes are necessary to combat narcotics trafficking. It has labeled the alleged seaborne drug smugglers as “unlawful combatants,” and told Congress the U.S. is embroiled in a “non-international armed conflict” with cartels.

    Most Democratic lawmakers have criticized the strikes, arguing the administration hasn’t provided enough evidence that the boats were trafficking drugs to the U.S. and has failed to get authorization from Congress for the military campaign. Several efforts by congressional Democrats to restrict the boat strikes have fallen short in the House and Senate.

    欧洲主要防务论坛——慕尼黑安全会议的主办方发布一份报告,直指美国总统特朗普“破坏式政治”助长战后国际秩序瓦解。

    The US military conducted a strike against another alleged drug-trafficking boat in the eastern Pacific Ocean on Monday, killing two people with one survivor, according to US Southern Command.

    “On Feb. 9, at the direction of #SOUTHCOM commander Gen. Francis L. Donovan, Joint Task Force Southern Spear conducted a lethal kinetic strike on a vessel operated by Designated Terrorist Organizations,” SOUTHCOM said on X, noting the US Coast Guard had been notified to activate a search and rescue mission for the survivor.

    A Coast Guard spokesperson told CNN in a statement that “Maritime Rescue Coordination Center Ecuador has assumed coordination of search and rescue operations,” and that USCG would provide technical support.

    At least 121 people have now been killed in strikes on suspected drug boats as part of Operation Southern Spear, a campaign the Trump administration says is aimed at curtailing narcotics trafficking.

    The administration has labeled those killed as “unlawful combatants” and claimed the ability to engage in lethal strikes without judicial review due to a classified Justice Department finding.

    Monday’s boat strike is the third publicly known attack of the year, and the second to leave a survivor. A strike in January killed two people and left one survivor.

    The administration has publicly presented little evidence that those killed in Operation Southern Spear are affiliated with drug cartels, or that each of the vessels had drugs on them.

    The legality of the strikes has also come under intense scrutiny in Congress since the operations began in September. There is including particular interest in the first attack on September 2, which included a follow-up strike that killed two crew members who had initially survived. Multiple current and former military lawyers previously told CNN the strikes do not appear lawful.

    U.S. reaches finals in Olympic curling mixed doubles, will face Swedish siblings for gold

    Korey Dropkin and Cory Thiesse guaranteed the United States its first Olympic medal in mixed doubles curling, reaching the final Monday with a 9-8 victory over Italy at the Milano Cortina Games.

    Dropkin, of Massachusetts, and Thiesse, of Minnesota, whooped and hollered after edging the hosts, hugging tightly. Thiesse made her first Winter Olympics appearance at the 2018 PyeongChang Games, placing 8th with the women’s curling team; it is Dropkin’s first Olympics Games.

    The duo gave the U.S. its first world title in mixed doubles curling in 2023, a year after they teamed up.

    Curling runs in both of their families, and Dropkin says it’s “like religion” to him.

    “I grew up at the curling club,” the 30-year-old told CBS News. “My parents were super involved with a junior program at our curling club. My brother was five years older. He was already curling. I followed in his footsteps. I was like his shadow.”

    Thiesse is the daughter of Linda Christensen, who also competed for Team USA and is a two-time U.S. senior national champion and one-time world senior champion.

    When is Team USA curling mixed double gold medal match?

    Dropkin and Thiesse’s mixed doubles curling gold medal match against Sweden is slated for Tuesday, Feb. 10, at 12:05 p.m. ET.

    The Americans will play Swedish siblings Isabella and Rasmus Wrana, who upset the British duo of Jennifer Dodds and Brett Mouat 9-3 in the other semifinal.

    Dodds and Mouat, best friends who grew up curling together, entered the field as favorites and were widely expected to be in the final.

    Sweden’s brother-and-sister team are curling together after growing up as rivals. Sweden won bronze in mixed doubles in 2022.

    How many ends are there in curling?

    Similar to innings in baseball, curling is played in “ends.” At each end, 16 stones are thrown in one direction and a score is determined. In the next end, the stones are thrown in the other direction.

    In a curling match, two teams compete to see which can get the most granite stones closest to a bullseye target called the tee by sliding them along a narrow sheet of ice.

    The distance between where a player must release the stone and the tee at the other end is about 93 feet (28 meters).

    The sheet is only 5 meters (16.4 feet) wide and both teams’ stones accumulate every round, so it gets crowded.

    Each round, for up to 10 rounds, teams have eight chances to slide the specialized 44-pound (20 kg) stones toward the tee. They can aim directly for the center, try to knock their opponents’ stones away or nudge their own stones closer to the target. Strategies include blocking and take-outs.

    How much gold is in an Olympic gold medal, and how much is it worth?

    The medals athletes win during the 2026 Winter Olympics in Milan could be far more valuable than in past games because of soaring gold and silver prices.

    Olympic gold medals are no longer made of solid gold. The last time a pure gold medal was awarded was at the 1912 Summer Olympic Games in Stockholm, Sweden, Bobby Eaton, an Olympics memorabilia expert at Boston-based RR Auction, told CBS News. Now, the International Olympic Committee only requires that gold medals consist of at least 92.5% silver, according to IOC guidelines.

    Olympic gold medals today are composed of 500 grams of silver plated with six grams of pure gold. Silver medals contain 500 grams of silver and no gold plating. Bronze medals are solid bronze.

    At current precious metal prices and based solely on the mineral contents, the so-called “melt value” of an Olympic gold medal is around $2,500.

    On Monday, the price of gold rose to $5,090 per ounce. Six grams is equal to 0.2 ounces, giving the gold contained in the Winter Olympic medals a value of $1,018. At $83 an ounce, the silver contained in a gold medal is worth about $1,463. That would make a gold medal worth $2,481, just based on the value of its components.

    Gold prices soared to record highs last month, surpassing $5,000 for the first time, as investors flocked to the precious metal to hedge against risks related to geopolitical uncertainty and rising global debt.

    Athletes who sold medals

    Of course, Olympic medals typically have a far greater financial value because of their historical significance and collectability. If an athlete were to try to sell their medal soon after the games, they could fetch between $50,000 and $80,000, Eaton told CBS News.

    “There is a discrepancy between the melt value and actual collectible value,” he said.

    While most Olympic athletes hold on to their hard-earned medals, some prize winners resell them for prices that can reflect their prestige and significance. In 2013, one of four gold medals won by U.S. track and field athlete Jesse Owens at the 1936 Olympic Games in Berlin was auctioned for $1.47 million — a record for an Olympic medal, according to SCP Auctions, which handled the sale.

    Greg Louganis, the famed American diver who won a total of five gold medals and one silver medal at the 1976, 1984 and 1988 Olympics, also parted ways with three of his five medals. In 2025, his Seoul 1988 Summer Olympics gold medal for 10-meter platform diving sold for over $200,000, according to RR Auction, which handled the sale.

    Louganis’s Los Angeles 1984 Summer Olympics gold medal for 3-meter springboard diving sold for just under $200,000, while his Montreal 1976 Summer Olympics silver medal for the 10-meter platform event sold for more than $30,000. The medal sales allowed Louganis to move to Panama, Eaton, who handled the sale, told CBS News.

    “He said the money he got from selling his medals let him start his life back up again so he could do what he wanted to do,” Eaton said.

    More recently, swimming champ Ryan Lochte in 2022 auctioned six of his medals — three silver, three bronze — to raise money for a children’s charity. Over four Olympics, he won a total of 12 medals, including six gold.

    “I’m not one to be all sentimental about medals,” Lochte told The Associated Press at the time. “My medals are just sitting in my closet collecting dust. The memories that I have is what means the most.”

    Handle with care

    This year’s medals are drawing attention for another reason that could presumably take some of the shine off. The Olympics Organizing Committee said it is investigating an “issue affecting a small number” of the prizes after some athletes complained that their medals had broken.

    “Don’t jump in them,” Breezy Johnson, who won the gold medal in downhill skiing for Team USA on Sunday, told reporters after her race.

    “I was jumping in excitement and it broke. I’m sure somebody will fix it it’s not like crazy broken but it’s a little broken,” she said.

    Starbucks adds internationally inspired menu items as part of turnaround effort

    Starbucks unveiled new internationally inspired menu items at its stores on Monday, marking the coffee chain’s latest attempt to win back customers at its brick-and-mortar locations.

    The menu refresh comes amid CEO Brian Niccol’s yearlong “Back to Starbucks” turnaround effort, aimed at reversing consecutive quarterly declines in the company’s same-store sales. The effort is showing some results: Starbucks reported Jan. 28 that same-store sales rose 4% in the most recent quarter.

    The February menu additions include six bakery items — including new loaf, tart and croissant flavors — and a dark roast coffee. Starbucks also debuted two fruit-flavored matcha beverages last week as part of its Valentine’s Day offerings, which will have a permanent place on the coffee giant’s menu.

    “Customers told me that our menu needed to feel more relevant,” Niccol said at the company’s investor day on Jan. 29.

    Niccol’s turnaround plan has included eliminating the extra charge for nondairy milk, adding personal touches such as hand-written notes on coffee cups and introducing a new dress code for employees to help improve the coffee giant’s image. Last month, it revamped its loyalty program into three tiers, with the higher levels providing bigger benefits to members.

    The company also announced in September that it would shut down some stores with weak financial performance.

    The food and drink reboot follows several menu updates from Starbucks, including the introduction of protein lattes and expanded fall menu offerings last year.

    The coffee chain also trimmed weaker performers last February, in what it said was an effort to streamline its menu and better respond to shifting consumer preferences.

    “It became really clear to me that to turn this business around and build a platform for long-term growth, we had to change the way our business ran and the fundamentals of how we worked,” the Starbucks CEO said at the company’s investor day.

    Numerous women urged Attorney General Pam Bondi in a high-profile Super Bowl ad on Sunday to release more files from Jeffrey Epstein’s sex-trafficking cases, signaling their dissatisfaction with the Department of Justice’s efforts to comply with the Epstein Files Transparency Act.

    Prominent Democrats, including Senate Minority Leader Chuck Schumer, D-N.Y., immediately elevated the ad, which came in the wake of the DOJ releasing more than 3 million pages of files and concluding its review.

    Schumer shared a video of it on X, calling it “the most important ad” of the day.

    “You don’t ‘move on’ from the largest sex trafficking ring in the world. You expose it. #StandWithSurvivors,” Schumer wrote.

    Rep. Robert Garcia, D-Calif., who has been leading Democrats’ inquiries into Epstein matters in the House, shared a similar message.

    The women in the commercial conveyed their disapproval of the DOJ as the words “Tell Attorney General Pam Bondi it’s time for the truth” flashed across the screen.

    The commercial comes after the DOJ announced last month the release of more than 3 million pages from the case files. The department said it started with more than 6 million pages but withheld a major portion for a variety of reasons, including because the information could identify alleged victims or was protected by legal privileges.

    The omitted files led top supporters of the Epstein legislation, including Epstein’s victims and Rep. Thomas Massie, R-Ky., to contend that the DOJ failed to comply with the transparency law.

    The DOJ has disputed that claim, saying its review was “very comprehensive” and that it did not hide any information for the purpose of protecting President Donald Trump or other wealthy and politically connected people, including former President Bill Clinton, who were once friends with Epstein but were never accused of crimes associated with him.

    Massie is among lawmakers who said they planned to visit the DOJ on Monday to review undisclosed files.

    The Super Bowl commercial was created by World Without Exploitation, a project of the Tides Center, a progressive nonprofit.

    It flashed images of several women holding photos of their younger selves and images of redaction marks, a nod to frustrations surrounding the DOJ heavily redacting some files while neglecting to redact names in others.

    “After years of being kept apart, we’re standing together,” one of the women says. “Because this girl deserves the truth.”

    The department said it has moved swiftly to correct any redaction mistakes that have been brought to its attention.

    The DOJ did not respond to a request for comment on the commercial.

    OpenAI’s free version of ChatGPT has a new look: Users who don’t pay to upgrade will now see ads when using the artificial intelligence platform.

    The company said on Monday that it is testing ads with ChatGPT users in the U.S. with “free” and “go” subscription tiers. The “Go” plan costs $8 monthly.

    OpenAI said in January that it would start piloting ads as the company looks for ways to further monetize its widely used chatbot, along with subscription fees for premium users. Customers who pay for Plus, Pro, Business, Enterprise, and Education subscription tiers will not see ads when using ChatGPT, OpenAI said.

    The company also vowed that the presence of ads wouldn’t influence or change how ChatGPT responds to user prompts.

    “Our goal is for ads to support broader access to more powerful ChatGPT features while maintaining the trust people place in ChatGPT for important and personal tasks,” OpenAI said Monday.

    ChatGPT users can avoid seeing ads by upgrading their subscription tiers, OpenAI noted. Free tier users can also opt out of ads, but their usage will be limited.

    How will ChatGPT ads work?

    ChatGPT will clearly indicate when content is an advertisement, as opposed to an AI-generated answer to a user query.

    Ads will be tailored to users’ prompt histories and other factors. OpenAI said it decides to show ads by “matching ads submitted by advertisers with the topic of your conversation, your past chats and past interactions with ads.”

    For example, a ChatGPT user looking for recipe suggestions might be shown a grocery delivery or meal-kit service ad.

    Advertisers will not have access to users’ chat histories or personal details, OpenAI said. The company on Monday also encouraged advertisers to sign up to promote their businesses with the company as it pilots the ad program.
