WASHINGTON, Feb 11 (Reuters) – The U.S. Congress faces a midnight (EST) Friday deadline for a deal to fund the Department of Homeland Security, which is in charge of immigration enforcement operations that have ramped up across the United States under Trump administration policies.

NEW CONTROLS ON HOW ICE AND CBP AGENTS OPERATE

Democrats in the Senate and House of Representatives want Immigration and Customs Enforcement and Customs and Border Protection agents — especially those on roving patrols — to shed their face masks and wear legible name and badge IDs. They also want agents to wear body cameras and procedures written into law making camera footage available during investigations of conduct.

Other Democratic demands include requiring judicial warrants before DHS officers can enter private property.

Republicans argue Democrats’ constraints could endanger agents or their families, while Democrats say these are long-held practices police departments and other law enforcement forces abide by.

NEW CONTROLS ON WHERE ICE AND CBP OPERATE

Democrats say no more ICE or CBP agents hanging out at churches, schools, hospitals, voting places and courts to try to nab immigrants.

TIGHTER ‘SAFEGUARDS’ ON DETENTION FACILITIES

The buildings must grant immediate access to detainees’ lawyers to prevent U.S. citizens from arrest or detention, Democrats argue. They also want to end impediments they say the Trump administration erects when members of Congress try to visit detention centers as part of their oversight powers.

REPUBLICAN DEMANDS FOR SAFEGUARDING FEDERAL AGENTS

Democrats focus on safeguarding the public from what they see as overzealous ICE and CBP operations that have seen the killings of two U.S. citizens and growing public backlash in cities throughout the country. Republicans are focused on providing safety for federal agents to carry out arrests and deportations of immigrants in the country illegally, as ordered by President Donald Trump. Doing so will make American towns and cities safer, they argue.

Elizabeth Lemley and Jaelin Kauf won gold and silver for Team USA in women’s freestyle moguls skiing at the Winter Olympics on Wednesday.

Lemley won the eight-skier final with a score of 82.30 points. The 20-year-old from Vail, Colorado, is making her Olympic debut at the Milan Cortina Games.

During the medal ceremony, Lemley’s gold detached from its ribbon, an issue that organizers have acknowledged has been happening to a “limited number” of medalists. At a news conference afterward, Lemley displayed her repaired medal.

Kauf repeated as silver medalist with a score of 80.77. The 29-year-old from Alta, Wyoming, also won silver in 2022 in Beijing.

Both of Kauf’s parents were professional mogul skiers.

“My mom has always been my biggest hero and role model, just watching how she’s just gone at life and done what she’s done, pushing the boundaries,” she told CBS News ahead of the Games.

Ukrainian official denies plan to announce elections soon despite pressure from Trump

Kyiv — President Volodymyr Zelenskyy does not plan to make an announcement about looming presidential elections on Feb. 24, an adviser to the Ukrainian leader told CBS News on Wednesday, after a report suggested he would schedule a national vote due to pressure from President Trump.

“There is no change in the negotiations track that would lead the president to make this announcement,” said the adviser, who spoke on the condition of anonymity.

The Financial Times reported earlier that Zelenskyy did plan to announce presidential elections would be held as soon as May during an address on Feb. 24, the date that will mark four years since Russia launched its full-scale invasion.

Zelenskyy told journalists in Kyiv last week that the Trump administration was pushing Ukraine and Russia to agree to a deal to end the war by June.

“The Americans are proposing the parties end the war by the beginning of this summer and will probably put pressure on the parties precisely according to this schedule,” Zelenskyy said.

Mr. Trump has at times been fiercely critical of Zelenskyy, including in comments one year ago when he called him a “dictator without elections.” But Ukrainian politicians point out that under the country’s constitution, national elections cannot be held during martial law — which has been imposed since Russia launched its war.

Are elections feasible in Ukraine as the war continues?

In December, President Trump renewed that line of criticism, accusing Zelenskyy of “using the war” to avoid elections in an interview with Politico.

The Ukrainian leader responded to Mr. Trump’s comments then, saying elections could be held if the U.S. and Europe were prepared to “ensure security” in his country amid Russia’s ongoing assault.

Large public gatherings have been prohibited in Ukraine and curfews remain in place under the martial law measures intended to protect civilian life. Meanwhile,Russia’s deadly airstrikes show no sign of abating.

In January alone, Russia hit Ukraine with a record 5,717 bombs and missiles, according to an analysis by the Ukrainian group Oko Gora + News and Analytics. Explosive drone attacks have also been relentless. Officials said one drone hit a civilian home overnight in the Kharkiv region, killing a father and his three toddlers and seriously wounding his pregnant wife.

On top of the security risks, experts say legal and logistical constraints also make holding elections during the war nearly impossible. According to Oleksiy Danilov, Secretary of the Ukrainian National Security and Defense Council, it is illegal to hold either parliamentary or presidential elections under martial law.

The war has also driven many Ukrainian voters out of the country, and there’s little infrastructure in place to enable remote voting. As of November 2024, there were some 5.2 million Ukrainian refugees abroad, according to the Center for Economic Strategy, while United Nation’s International Organization for Migration estimates an additional 3 million Ukrainians are internally displaced and would also be unable to vote at local polling stations.

For all those reasons, Ukrainian officials say elections cannot be held before a ceasefire comes into effect.

Many also argue that any national election should include or accompany a referendum for the Ukrainian people to back — or reject — the terms of any eventual deal to end the war, which could include Ukraine making territorial concessions, though Zelenskyy has thus far ruled that out.

According to the president’s office, such a referendum would only be valid if more than half of the country’s eligible voters are able to participate.

“Elections are just one part of a peace plan,” the Ukrainian presidential adviser told CBS News on Wednesday. “We will vote on all points of the peace plan together, and we cannot cherry pick elections separately.”

Friend says Maxim Naumov’s Olympic debut was a dream he shared with his parents, as he carries on their legacy

Milan— When Maxim Naumov stepped onto Olympic ice at the 2026 Winter Games in Milan on Tuesday, he wasn’t alone.

As the music began and the lights reflected off the rink, the 24-year-old American skater was fulfilling a dream he shared with his parents, former Olympic pairs skaters Evgenia Shishkova and Vadim Naumov. They were both killed last year in the midair collision over the Potomac River.

“It was a dream that all of them had,” Susan Hamel-Bottari, a coach at the Skating Club of Boston and a close friend of the family, told CBS News after Naumov skated. “He always says it’s not one, it’s three.”

That dream played out at the Milano Ice Skating Arena during the men’s short program competition on Tuesday.

Right before he took the ice, on the jumbotron over his head, a message appeared: “Mom and Dad, this is for you.”

Naumov then delivered one of the strongest skates of his career, earning a score of 85.65, enough to advance to the free skate round later this week.

But the numbers told only part of his story.

After finishing his program, he dropped to his knees and looked up. The crowd in the stadium let their emotions pour out as well, giving him a standing ovation.

He later pulled out a photo of himself as a small boy and future Olympian, standing on the ice for the first time between his parents.

“I didn’t know if I was going to cry, smile or laugh,” Naumov said afterward. “All I could do was look up at them. I still can’t believe what just happened.”

Inside his Team USA jacket, he carried a short message — one of his father’s favorite reminders: “Expect the unexpected.”

The past year has tested that advice in unimaginable ways.

Shishkova and Naumov were among 67 people killed last year when the passenger aircraft they were on collided with a military helicopter near Washington, D.C. They were on their way home from a skating development camp.

The tragedy devastated their tight-knit skating community, including the Skating Club of Boston, which lost several members.

Hamel-Bottari remembers the shock of that day, and what came after.

“I didn’t know how to respond to him,” she said. “I just told him I would always be there for him.”

His resilience in the months since has been inspiring, Hamel-Bottari told CBS News.

“Every day he would come to the rink, no matter what,” she said. “No matter what he was feeling inside, he showed up. He’s mentally tough. He’s a fighter.”

Naumov leaned into his training, finding both refuge and release.

“With every glide and step that I made on the ice, I couldn’t help but feel their presence,” he said. “Almost like a chess piece on a chessboard.”

Beyond his own competitive goals, Naumov has also carried on with his parents’ work. They founded Tomorrow’s Champions, a development program at the Skating Club of Boston designed to train young skaters through a rigorous mix of on-ice sessions, off-ice conditioning, gymnastics and ballet.

Even while training for the Olympics, Naumov continued teaching in the program.

“The kids love him,” Hamel-Bottari said. “He’s very positive. He learned from the best — from both of them.”

Many of those young skaters were watching as Naumov took to the ice in Milan. Some traveled to Italy and held up handmade signs with their handprints and names. Others cheered from home.

“For us, as the Skating Club of Boston family, to see him and know what we went through, it just brings tears to your eyes,” Hamel-Bottari said. “Tonight, he did it.”

Naumov has said that he wasn’t focused on perfection in his Olympic debut.

“I wanted to go out there and just give my heart out,” he said. “Leave everything out there. Have no regrets.”

Amid all the inspirational Olympic storylines, Naumov’s performance stood apart for reasons far beyond scores and standings.

Republicans believe former President Clinton has something to hide about Jeffrey Epstein. Democrats think the same about President Trump. The House Oversight Committee subpoenaed the former president and Hillary Clinton to testify about the Epstein files. After a lot of wrangling, the Clintons are due to appear for closed-door depositions later this month.

But both Bill and Hillary Clinton are now calling for open sessions. And Democrats believe that such an appearance at a public session — by a former president — would establish a precedent to lug in President Trump to answer questions about what he knew about Epstein.

One architect of the law compelling the release of the Epstein files, applauded demands last week by the former first couple to testify at a televised open hearing. Rep. Ro Khanna, D-Calif., said the former president is an important witness.

“As long as [the hearing is] focused on Epstein, and it’s not a wild goose chase — it’s not trying to score political points or embarrass either President Clinton or President Trump, it is asking legitimate questions about what they knew took place and who they knew were participating in heinous acts,” said Khanna. “That should be a legitimate point of inquiry.”

After agreeing to a closed-door deposition later this month, Hillary Clinton took to X. She wrote to Oversight Committee Chairman James Comer, R-Ky., saying, “If you want this fight let’s have it in public.”

Former President Clinton echoed his wife the next day on X, also calling for a public session. The former commander in chief declared that he won’t be used “as a prop in a closed door Kangaroo Court.”

A spokeswoman for Comer accused the former first couple of “moving the goalposts.” Comer was always open to a hearing. But after a closed-door deposition.

“Depositions have historically been much more substantive than hearings,” said Comer. “Hearings unfortunately, have become more of an entertainment thing.”

But the Clintons finally agreed to depositions at the end of this month. And once that was on the calendar, the duo began calling for public hearings.

There is a method behind this madness. There isn’t a loyalty among younger congressional Democrats to the Clintons. In fact, former House Speaker Nancy Pelosi, D-Calif., was steamed at some Democrats for wanting the Clintons to appear. Younger Democrats don’t have the same reverence for the Clintons as older Democrats. Hillary Clinton ran for president a decade ago. She hasn’t been a senator since 2009. She last served as secretary of state in early 2013. President Clinton left the Oval Office more than a quarter-century ago.

However, this is the Democrats’ gambit:

If former President Clinton appears about the Epstein files, it may be tough to make the case that President Trump shouldn’t appear.

“Certainly it does set the precedent. President Trump was subpoenaed during the January 6th investigations and didn’t come in. He cited some form of executive privilege. And so we’re kind of forcing the Clintons to come in with the threat of criminal contempt. Then that is a precedent that we are setting,” said Rep. Suhas Subramanyam, D-Va. “In other countries, like the U.K., the prime minister regularly comes before the Parliament. And so it’s not like it’s unprecedented around the world.”

Granted, that’s a parliamentary system where the prime minister is a member of Parliament in the United Kingdom. British Prime Minister Keir Starmer appears for “Prime Minister’s Questions” every Wednesday at noon in London. Members of Parliament usually pepper the prime minister with questions and scoff in a scene which resembles something out of Monty Python.

But the American and British systems are fundamentally different.

Getting a sitting or former president — and even first lady — before Congress is rare but not unheard of.

There are several prominent examples of sitting presidents appearing before Congress. President Abraham Lincoln testified voluntarily before the House Judiciary Committee in 1862. The New York Herald published his “State of the Union” message to Congress just before it was sent to Capitol Hill. Presidents sent written “reports” in those days. They did not give speeches to Congress. Lawmakers probed the leak of the message to Congress. It was speculated that Herald reporter Henry Wikoff got the message ahead of time thanks to his friendship with Mary Todd Lincoln. The House Sergeant-at-Arms briefly held Wikoff — and released him after the president spoke to the Judiciary Committee.

President Woodrow Wilson appeared before the Senate Foreign Relations Committee in 1919 to discuss a treaty with Germany and establishing the League of Nations. Wilson’s push for the League of Nations failed. The Senate rejected the Treaty of Versailles.

President Gerald Ford had been in office two-and-a-half months before he appeared voluntarily before the House Judiciary Committee in the fall of 1974. Ford told lawmakers that his pardon of former President Richard Nixon wasn’t something they bargained about. Ford told the committee that he pardoned Nixon because his physical and mental health fell into a steep decline.

Former President Harry Truman appeared before the Senate Foreign Relations Committee in 1955 to testify about the United Nations charter.

Ford came back as a former president in 1983 for a Senate hearing on the bicentennial of the Constitution.

And there are examples of both sitting and former first ladies testifying, too.

Eleanor Roosevelt testified twice as first lady. Once about labor issues. Then, about the organization of volunteers for the civilian defense agency before World War II.

Rosalynn Carter testified about mental health as first lady.

Hillary Clinton famously testified about her husband’s healthcare plan — even though it was dubbed (often derisively) “Hillarycare” in the fall of 1993. She testified multiple times as secretary of state. Most notably in early 2013 regarding Benghazi.

And, first lady Laura Bush was en route to Capitol Hill to testify before a Senate panel about early childhood education on 9/11. The committee canceled the hearing after the attacks in New York and at the Pentagon.

So, many Republicans are game to hear from the Clintons about the Epstein files. Frankly, some were more interested in just holding them in contempt than actually gleaning anything about Epstein. But it looks like the Clintons will at least sit for depositions in a few weeks. Whether there’s a hearing or not is unclear. Some Republicans may even push for that. But caveat emptor. An open session for the Clintons will only intensify the push by Democrats — and some GOPers — to hear from President Trump.

Their testimony might not come during the Super Bowl halftime show. But open testimony by a former president and a sitting president would be a political Super Bowl.

Russia agrees to abide by expired New START nuclear arms limits — as long as US does the same

Russia has reportedly agreed to abide by the limits of a nuclear arms pact it reached with the U.S. years ago after the agreement expired last week — as long as Washington does the same.

The New START Treaty’s expiration, which occurred on Feb. 5, leaves the nations with the two largest atomic arsenals with no restrictions for the first time in more than a half-century, The Associated Press reported. The expiration has fueled fears of a possible unconstrained nuclear arms race.

In September, President Vladimir Putin said Russia would abide by the nuclear arms deal for another year after its expiration date as long as the U.S. followed suit, the AP reported. However, President Donald Trump has said he wanted China to be part of a new pact, something that Beijing has rejected, according to the AP.

“Rather than extend ‘NEW START’ (A badly negotiated deal by the United States that, aside from everything else, is being grossly violated), we should have our Nuclear Experts work on a new, improved, and modernized Treaty that can last long into the future,” Trump wrote on Truth Social upon the treaty’s expiration.

In response to Fox News Digital’s request for comment on the now-expired treaty, the White House pointed to the president’s Truth Social post.

Russian Foreign Minister Sergey Lavrov spoke to lawmakers about the treaty, saying Moscow would “act in a responsible and balanced way on the basis of analysis of the U.S. military policies,” the AP reported.

Lavrov added that “we have reason to believe that the United States is in no hurry to abandon [these limits] and that they will be observed for the foreseeable future.”

“We will closely monitor how things are actually unfolding,” Lavrov said. “If our American colleagues’ intention to maintain some kind of cooperation on this is confirmed, we will work actively on a new agreement and consider the issues that have remained outside strategic stability agreements.”

TRUMP CALLS FOR NUCLEAR EXPERTS TO WORK ON ‘NEW, IMPROVED, AND MODERNIZED TREATY’

The New START Treaty was signed in 2010 by President Barack Obama and his Russian counterpart, Dmitry Medvedev, and was entered into force on Feb. 5, 2011.

The treaty gave the U.S. and Russia until Feb. 5, 2018, to meet the central limits on strategic offensive arms. The treaty caps each side at 700 deployed ICBMs, SLBMs and nuclear-capable heavy bombers; 1,550 deployed warheads; and 800 deployed and non-deployed launchers and bombers. The parties were then obligated to maintain the limits as long as the treaty remained in force, which it did until last week.

The expiration of the treaty comes just after a meeting involving U.S. and Russian officials in Abu Dhabi. Axios previously reported that the two nations were closing in on a deal to observe the treaty for at least six months after its expiration. The outlet added that during the six-month period there would be negotiations for a new deal.

The State Department did not immediately respond to Fox News Digital’s request for comment.

TikTok to launch local feed that taps users’ geolocation data

TikTok said Wednesday it’s rolling out a new local feed that shows videos from nearby businesses and services based on users’ precise geolocation data.

Users of the social media platform will now see a new tab on their app called “Local” that leads to content related to nearby travel, events, restaurants and shopping, as well as posts from local creators, the company said in a statement. The local tab won’t appear in accounts owned by people younger than 18, those who have a private account or who set their privacy settings to “friends” or “only you,” it added.

The service is rolling out after TikTok drew backlash in January when it updated its privacy policy to state that it may collect “precise location information” from users’ devices if they enable location services in their device settings. Some users described such data collection as “invasive,” although TikTok’s terms noted that people could turn off the geolocation tracking in their settings.

On Wednesday, TikTok emphasized that sharing geolocation data is voluntary and that other apps rely on similar information about their users.

“This approach is consistent with how many modern apps use location today and gives people the choice to enable it when they want more relevant, local experiences, while keeping them in control,” TikTok said.

TikTok said that geolocation tracking is set to “off” by default and, if turned on, will only be active when the app is in use.

The social media service rolled out the new privacy policy in January on the same day that it split from its prior owner, China-based ByteDance. TikTok’s new ownership includes software maker Oracle, private equity firm Silver Lake and Abu Dhabi-based investment firm MGX, which together own a combined 45% of the company.

Another 35% stake in TikTok is owned by eight other investors, including Dell CEO Michael Dell’s personal investment office. ByteDance will retain 19.9% of the business, just below the 20% ownership cap allowed under federal law.

SAN FRANCISCO, Feb 11 (Reuters) – Some pharmaceutical companies not targeted by President Donald Trump for agreements to lower their U.S. drug pricing are looking to craft their own deals in an attempt to avoid potentially onerous tariffs and new price-setting schemes, according to six industry sources.

Two lobbyists and other industry sources say that companies have begun reaching out to contacts at the White House and the Centers for Medicare & Medicaid Services to try to create their own deals. They did not disclose the names of those companies.

“The Trump administration of course wants to negotiate deals that meaningfully lower drug prices for American patients with every pharmaceutical company,” White House spokesman Kush Desai said in an email.

The administration has not communicated to companies how they can potentially proceed if they did not receive a letter from Trump, one industry source said.

Companies are concerned in particular about new pilot programs that could set prices for Medicare drugs in large parts of the country, industry sources said. Those programs would require manufacturer rebates for drugs paid for by the Medicare health plan for millions of Americans age 65 and over if U.S. prices exceed international levels.

COMPANIES THAT DID NOT STRIKE DEALS

So far, 16 of the largest drugmakers including Pfizer (PFE.N), opens new tab and Eli Lilly (LLY.N), opens new tab have already struck deals with the government after receiving directive letters from the Trump administration instructing them to cut prices. But many companies, including around half of those represented by the largest pharmaceutical lobby group, PhRMA, have not yet been contacted.

Bayer (BAYGn.DE), opens new tab Global Head of Pharmaceuticals Stefan Oelrich said in an interview that he expects companies like his that did not receive letters from Trump will be given the opportunity to strike similar deals to their competitors.

“Otherwise that would be very odd, that only because you have size that you would get different treatment,” he said.

Some smaller companies have formed their own industry lobby group called the Midsized Biotech Alliance of America in part to advocate against the new price-setting schemes. The 11 companies that have joined that organization include Alkermes (ALKS.O), opens new tab, BioMarin (BMRN.O), opens new tab, Incyte (INCY.O), opens new tab and Alnylam (ALNY.O), opens new tab.

“There’s a large group of companies that don’t have a deal and what are they left with?” Sanofi (SASY.PA), opens new tab CEO Paul Hudson told reporters at the JP Morgan Healthcare Conference in San Francisco in January.

According to Hudson, the nature of the deals, which some companies have said exempt them from future government price-setting initiatives, could make it hard for the government to offer similar options to smaller companies.

“It’s very difficult to deliver 30, 50, 80 deals from here. There may just be a sort of catch-all offer from the government or something to try and manage it a certain way,” said Hudson, who is set to take over as chairman of PhRMA later this year.

AVOIDING PRICE SETTING IN MEDICARE

U.S. patients currently pay by far the most for prescription medicines, often nearly three times more than in other developed nations.

The deals that the large drugmakers signed committed them to lowering prices on drugs sold in the U.S. Medicaid program for low-income Americans. Analysts have noted that the impact will be mitigated by the fact that Medicaid accounts for only 10% of U.S. drug spending and has price discounts exceeding 80% in some cases.

But drugmakers that do not have deals would be subject to Medicare pilots – called GLOBE and GUARD – that would introduce most-favored-nation-style pricing in the much larger Medicare program, bringing those prices in line with the lower prices paid outside the U.S.

One concern is that some smaller drugmakers have licensed their drugs to international companies for sale overseas, where partners have no incentive to raise their prices, potentially forcing the U.S. companies to slash prices for Medicare.

Another concern of mid-sized drugmakers is that they have fewer products to make deals with compared to larger companies, meaning that they may not have lower-revenue drugs to sacrifice.

“A lot of them are very worried that… they’re going to get stuck with what the bigger guys did that works for them and doesn’t work for the mid-sized guys,” one pharmaceutical industry lobbyist said.

Cardi B’s Super Bowl halftime show cameo ignites a prediction market dispute

Cardi B’s appearance during Bad Bunny’s Super Bowl halftime show has stirred debate among prediction market users, raising questions about whether she actually “performed.”

Prediction markets users placed divergent bets on whether the rapper would perform at the halftime show, which the NFL says drew approximately 128 million viewers.

When Cardi B took the stage on Sunday, the Grammy winner danced alongside celebrities including Karol G, Young Miko, Jessica Alba and Pedro Pascal on a pink porch set. But it was unclear if the artist was singing, creating a murky situation for the nation’s most prominent prediction markets.

Polymarket is scheduled to issue a final decision on Wednesday, while Kalshi is facing a backlash after choosing not to declare a winner, citing ambiguity in whether Cardi B sang during her halftime appearance.

Kalshi instead settled the market at the last traded price before it was paused — paying 74 cents per contract to “No” holders and 26 cents to “Yes” holders — effectively issuing partial payouts.

That decision prompted one Kalshi user to file a complaint with the Commodity Futures Trading Commission, the independent U.S. agency that regulates prediction markets.

Millions wagered on the halftime show

Prediction markets allow users to wager on the outcome of future events, typically by responding to “yes” or “no” questions — called event contracts — and putting down a buy-in amount.

Leading up to the Super Bowl, Kalshi and Polymarket hosted event contracts revolving around whether Cardi B, among other artists, would perform, which racked up $47.3 million and $10 million in trade volume, respectively.

Some Polymarket users hashed out the debate in the comments section of the event contract, with some claiming they were scammed.

“There’s no way that you would count a cameo as a performance,” one person wrote. Another argued that a “performance” does not exclusively mean singing.

Polymarket did not immediately respond to a request for comment.

Kalshi also faced a backlash from some users over the halftime show. In the complaint with the CFTC, one user — who purchased a “yes” contract — said that as a result of Kalshi’s decision to settle the market price at the mid-trading value, they received $1,300 instead of $5,000. The user is seeking $3,700 in reparations.

In response, one user filed a complaint with the Commodity Futures Trading Commission (CFTC), first reported by the Event Horizon newsletter and posted by Front Office Sports. The user, who purchased a “yes” contract, claims that as a result of Kalshi’s decision to settle the market price at the mid-trading value, they received $1,300 instead of $5,000. The user is seeking $3,700 in compensation.

CFTC did not immediately respond to a request for comment.

“The rules were clear. Under the full rules, singing and dancing counted as a performance, but just dancing in the background did not,” a Kalshi spokesperson said in an email to CBS News. “In the as-broadcast performance, Cardi B was dancing and mouthing words to the song, but it was unclear if she was ‘singing’.”

On the day of the Super Bowl, Kalshi reported a daily record high of more than $1 billion in trading across its site, up 2,700% from last year.

Wagering on sports events has faced some pushback from states including Connecticut, which is arguing that platforms offering “sports events contracts” are illegal.

Some regulators, however, appear to be shifting their stances. In late January, CFTC Chair Michael Selig directed the agency to withdraw a 2024 rule proposal that sought to prohibit political and sports-related contracts. Selig said the advisory “contributed to uncertainty in our markets.”

[Senate Democrats] aren’t budging on their Homeland Security demands, and appear ready to again thrust the government into a partial shutdown as Republicans scramble to keep the lights on.

Senate Minority Leader [Chuck Schumer], D-N.Y., announced that he and Senate Democrats were prepared to reject a short-term funding extension, known as a continuing resolution (CR), for the Department of Homeland Security (DHS) just days ahead of the funding deadline.

“We’re 3 days away from a [DHS shutdown], and Republicans have not gotten serious about negotiating a solution that reins in [Immigration and Customs Enforcement] and stops the violence,” Schumer said on X. “Democrats will not support a CR to extend the status quo.”

Congress has until Friday at midnight to fund the agency, and as the days go by, the odds of doing so are becoming increasingly slim.

Schumer’s edict comes as both sides of the aisle continue negotiations behind the scenes on a compromise bill to fund the agency.

Senate Democrats unveiled the legislative text of their 10-point proposal over the weekend, and for a time, Republicans were optimistic that talks were moving in a positive direction.

Now, [Schumer and his caucus] are at an impasse with Republicans and the White House. While President Donald Trump and his administration presented a counteroffer earlier this week, Democrats say it’s not enough.

Senate Majority Leader [John Thune], R-S.D., teed up the original DHS funding bill for another vote on Tuesday. That bill could be modified to be a CR, and Republicans are leaning toward a four-week extension to keep the agency open.

And he noted that the legislative text from the White House could be coming on Wednesday.

“There’s going to be the legislative text coming over from the White House today,” Thune told reporters. “But I think it’s, like I said, the White House is operating in good faith.”

Still, Democrats have dubbed the GOP’s counter, which has been kept under strict lock and key, “sophomoric talking points.” However, several items from their proposal, like requiring [Immigration and Customs Enforcement (ICE) agents] to obtain judicial warrants, demask, and have identification, are red lines for the White House and Republicans.

Whether the GOP can siphon off enough votes to avert a partial shutdown remains an open question, given the unified front Schumer and his caucus are presenting. And they will have a math problem of their own to contend with in trying to break the 60-vote filibuster.

Sen. [Mitch McConnell], R-Ky., who was discharged from the hospital on Tuesday, “will be working from home this week,” his office said in a statement.
