President Donald Trump faces one of the weightiest decisions of his second term as he orders the largest military buildup in the Middle East in 22 years.

If he decides to go ahead with an attack on Iran, his options now range from more targeted strikes to sustained operations that could potentially last for weeks, according to people familiar with the matter. Some include plans to take out Tehran’s leaders. Many would be on a much larger scale than the hourslong bombing run that targeted Iranian nuclear facilities last summer, according to people familiar with the plans.

People familiar with the plans said the US military could be ready as soon as this weekend to strike Iran, but US officials and regional diplomats with knowledge of the diplomatic talks with Tehran do not expect strikes to come that soon. Middle East envoy and Trump’s son-in-law Jared Kushner — who has helped lead the US negotiating team — is among a number of Trump advisers who are hopeful that they can reach a nuclear deal with Iran, according to a source familiar with his thinking,

US troops have not yet received a target list for potential strikes on Iran, a sign Trump has not yet “pulled the trigger” on ordering any specific military operation, according to a source familiar with the planning. White House officials say he continues to prefer a diplomatic solution.

However, many now say they see diminishing prospects of an agreement that satisfies all of the president’s demands.

Trump, so far, has not publicly laid out everything he is hoping to achieve by launching a new war. Nor has he made serious attempts to gain the buy-in either from the American public or members of Congress, who have been away from Washington this week as he mulls his options. And experts remain skeptical Iran would make the concessions that Trump has publicly demanded, like giving up uranium enrichment entirely.

Trump has offered vague warnings to the Islamic Republic to agree to a deal, the terms of which remain unclear. He said Thursday morning in Washington that he would know “over the next probably 10 days” whether an agreement was possible. Later, aboard Air Force One, he extended the timeline to 15 days.

“They cannot continue to threaten the stability of the entire region and they must make a deal, or if that doesn’t happen — maybe you can understand if it doesn’t happen, it doesn’t happen, but bad things will happen if it doesn’t,” Trump said at the inaugural meeting of his Board of Peace on Thursday.

Pressed later what “bad things” could occur, Trump refused to elaborate.

“I’m not going to talk to you about that,” he said.

Trump, who promised as a candidate to avoid becoming embroiled in foreign wars, has been vocally wary of approving an operation that lacks a decisive outcome and could put Americans in harm’s way.

He has received numerous briefings on the potential options. They range in scale, from attacks on nuclear or missile sites all the way to attempts to take out government leaders and topple the regime. All the options would address, at least in part, the threat of Iran launching military strikes against Israel or American military bases in the region, as well as Iranian proxy groups potentially obtaining a nuclear or dirty bomb.

Trump has hinted at a desire for regime change in Iran, but there is little clarity inside the administration of what might happen if the leadership in Tehran falls. Secretary of State Marco Rubio said during congressional testimony last month that no one really knows who might replace Supreme Leader Ali Khamenei if he was ousted.

Because Trump has not yet decided on a course of action, all the military assets needed to conduct a range of operations are in place, or will be in the coming days, sources have said. That includes the USS Gerald R. Ford, the world’s most advanced aircraft carrier, which is expected to sail to the Eastern Mediterranean by early next week.

At least part of the military buildup is intended to help defend US troops should Iran either preemptively stage an attack or retaliate for US strikes by firing drones or missiles toward American bases.

The question remains, however, whether any potential operation ordered by Trump would be focused on taking out Iran’s leadership, targeting its enrichment capabilities or taking out its ballistic missile program.

“President Trump has been clear that the Iranian regime should make a deal or else ‘it will be very traumatic’ for the regime,” White House spokesperson Anna Kelly said in a statement, adding that Trump demonstrated that “he means what he says” with previous strikes.

Behind the scenes, even some of Trump’s advisers aren’t clear on how to convey to the public why it might be necessary for the United States to potentially use military intervention in Iran. One source said administration officials were being intentionally vague on motivations in public.

While Trump repeatedly claimed that the US strikes last June “completely and totally obliterated” Iran’s nuclear enrichment facilities, the head of the International Atomic Energy Agency Rafael Grossi said on Thursday that “most of the material that Iran had accumulated up until June of last year, despite the [U.S.] bombings and the attacks, is still there, in large quantities, where it was at the time of the strikes.”

“Some of it may be less accessible, but the material is still there. From a non-proliferation standpoint, the material remains,” Grossi added. “That is why there is so much interest — I would say urgency — in reaching an agreement that would prevent new military action in the region.”

On Wednesday, White House press secretary Karoline Leavitt danced around why a strike on Iran might be necessary.

“There’s many reasons and arguments that one could make for a strike against Iran,” Leavitt told reporters during a press briefing, without elaborating on what those reasons or arguments were.

She also wouldn’t say whether Trump planned to lay out his objectives or rationale for an Iran mission during his State of the Union address next week, traditionally one of the largest yearly television audiences for a commander in chief.

Two Trump advisers compared the current moment to both the decision to strike Iran last year and the capture of Venezuelan leader Nicolás Maduro in January, noting that in each case Trump didn’t firmly decide on a course of action until shortly before giving the order, despite months of planning.

In both cases, CNN reported that Trump had gone back and forth on whether to actually use military force for weeks. This week, Trump has privately argued both for and against military action and polled advisers and allies on the best course of action.

He has received different pieces of advice. Israeli Prime Minister Benjamin Netanyahu, who paid an urgent visit to the White House last week, has argued Iran has never been weaker, and the time is right to either extract concessions from Tehran or attempt to wipe out its missile program. Rubio is planning to visit Israel late next week to update Netanyahu on Iran talks, a State Department official told CNN Wednesday.

Other top Trump allies, including Sen. Lindsey Graham of South Carolina, have been arguing for US intervention in both public and private.

There is no indication Trump is preparing to ask Congress for approval of any Iran operation. Two lawmakers — Rep. Ro Khanna, the California Democrat, and Rep. Thomas Massie, the Kentucky Republican — said Thursday that they plan to try forcing a vote next week on a resolution that would require authorization from Congress before Trump orders military force.

“It’s not Donald Trump’s final decision to make. The Constitution is super clear about this, he cannot engage US forces into hostilities without congressional authorization,” another lawmaker, Massachusetts Democrat Rep. Jake Auchincloss, said on CNN. “That authorization for the use of military force has not been granted by Congress.”

“Coercive diplomacy against Iran is appropriate, against their funding of proxy terror forces, against their ballistic missile development, against, of course, their nuclear program,” he added. “What is not appropriate is for him to make the unilateral decision that he will strike Iran and potentially vest the United States in another forever war that the American public does not want.”

FBI Director Kash Patel takes agency jet to Italy, plans to attend Olympic hockey games, sources say

    February 19, 2026 / 5:19 PM EST / CBS News

FBI Director Kash Patel, whose use of a government jet has frequently come under scrutiny, flew on a Justice Department plane Thursday to Italy with plans to attend the Olympic hockey medal rounds, according to public data and sources familiar with the matter.

Public flight data reviewed by CBS News showed the FBI director took off on a government plane Thursday morning for an Air Force base in Italy, after a brief flight from Manassas, Virginia, to Joint Base Andrews, in Maryland Wednesday.

Sources also confirmed to CBS News that Patel was en route to Milan, where he is planning to watch the Men’s USA Olympic hockey team compete in the medal rounds. Patel separately sent several posts on social media on Thursday morning in support of the American hockey teams. Patel’s plane landed in Italy Thursday evening, local time, according to a source at Flight Radar 24.

As part of the trip, Patel is also scheduled to take part in meetings with law enforcement counterparts in Italy, one of the sources added.

FBI spokesperson Ben Williamson, who did not respond to requests for information about the trip before CBS News published this article, said on X afterward, “[I]t’s not a personal trip. Director Patel is on a trip that was planned months ago. It includes: partner meetings with Italian law enforcement and security officials (they invited the Director last July), meeting with Ambassador Fertitta (as a follow up to our law enforcement roundtable he hosted in January), meetings with Legat staff, and more.”

Williamson then added in a subsequent post: “Kash just called me and told me to add ‘Please tell them yes, I am rooting for the greatest team on earth from the greatest country on earth. Go Team USA.’ cc: @CBSNews”

Congressional Democrats late last year launched a probe into Patel’s use of the government plane, after media reports revealed that he had used it for personal excursions ranging from a sporting event in Pennsylvania where his girlfriend was performing and a date night in Tennessee, to a Texas resort known as “Boondoggle Ranch.”

FBI directors are required to use government aircraft for air travel, whether official or personal, in order to ensure they maintain access to secure communications.

However, congressional Democrats have questioned whether Patel’s seemingly extensive use of the plane for personal trips crosses the line.

Patel was a fierce critic of his predecessor Chris Wray’s use of the plane, including when Wray would use it to fly to his vacation home in upstate New York.

Patel, who plays in a local hockey league in Virginia and previously coached youth hockey, has previously used the FBI plane to attend hockey games.

On April 5, the FBI jet took a 57-minute flight to Stewart International Airport, in New York, where Patel made an appearance at a charity hockey event hosted by the FBI.

The next day, the jet was back in the air to JFK Airport, landing just hours before Patel resurfaced in box seats next to hockey legend Wayne Gretzky and watched Capitals star Alex Ovechkin break the NHL scoring record.

The United Kingdom is blocking the Trump administration from using its military air bases for a possible attack on Iran over concerns that a strike could violate international law.

A report by The Times said the U.S. was drawing up plans to use Royal Air Force base Fairford in England, which is home to America’s fleet of heavy bombers in Europe.

President Donald Trump reportedly spoke with British Prime Minister Keir Starmer on Tuesday about the plans. U.K. officials were reportedly worried that giving the United States permission to use the RAF bases for a military attack could breach international law, according to The Times.

“Should Iran decide not to make a Deal, it may be necessary for the United States to use Diego Garcia, and the Airfield located in Fairford, in order to eradicate a potential attack by a highly unstable and dangerous Regime,” Trump wrote on Truth Social Wednesday.

“An attack that would potentially be made on the United Kingdom, as well as other friendly countries. We will always be ready, willing, and able to fight for the U.K., but they have to remain strong in the face of Wokeism, and other problems put before them.”

Trump has pressed for Tehran to make a deal with the U.S. over its nuclear program.

“President Trump’s first instinct is always diplomacy, and he has been clear that the Iranian regime should make a deal,” a White House official told Fox News Digital. “Of course, the President ultimately has all options at his disposal, and he demonstrated with Operation Midnight Hammer and Operation Absolute Resolve that he means what he says.”

Sen. Lindsey Graham, R-S.C., said the use of British military bases against Iran is a “necessity for an attack — it would be beyond surprising.”

“The bottom line is the largest state sponsor of terrorism on the planet is the weakest it’s been because the people of Iran have risen up by the millions to end their oppression and the United States and Israel have delivered crushing blows to the regime’s military infrastructure,” Graham wrote on X.

“To my friends in Britain, sitting this one out puts you on the wrong side of history and is yet another example of how much our alliances throughout Europe have degraded.”

On Thursday, Trump told reporters Iran has a maximum of 15 days to make a deal or “it’s going to be unfortunate for them.”

Washington and Britain have been in a rift over the use of Britain’s air bases. Under the terms of long-standing agreements with Washington, the bases can only be used for military operations against third countries that have been agreed in advance with the government, according to The Times.

On Wednesday, Trump withdrew his support for Starmer’s deal to hand the Chagos Islands to Mauritius. However, a deal would allow the U.K. to keep control of Diego Garcia and its strategically important air base.

“Our relationship with the United Kingdom is a strong and powerful one, and it has been for many years, but Prime Minister Starmer is losing control of this important island by claims of entities never known of before. In our opinion, they are fictitious in nature,” Trump wrote Wednesday.

“Prime Minister Starmer should not lose control, for any reason, of Diego Garcia, by entering a tenuous, at best, 100-year lease,” he added. “This land should not be taken away from the UK and, if it is allowed to be, it will be a blight on our great ally.”

The U.S. uses Diego Garcia for bombers operating in the Middle East and Asia.

New Mexico reopens investigation into allegations at Epstein’s former Zorro Ranch

    February 19, 2026 / 6:28 PM EST / CBS/AP

New Mexico’s attorney general has reopened an investigation into allegations of illegal activity at Jeffrey Epstein s former Zorro Ranch.

Attorney General Raúl Torrez’s office made the announcement Thursday, saying the decision was made after reviewing information in the so-called Epstein files recently released by the U.S. Department of Justice.

Although New Mexico’s initial case was closed in 2019 at the request of federal prosecutors in New York, state prosecutors say now that “revelations outlined in the previously sealed FBI files warrant further examination.”

The New Mexico Department of Justice said special agents and prosecutors at the agency will be seeking immediate access to the complete, unredacted federal case file and intend to work with other law enforcement partners as well as a new truth commission established by state lawmakers to look into activities at the ranch.

“As with any potential criminal matter, we will follow the facts wherever they lead, carefully evaluate jurisdictional considerations, and take appropriate investigative action, including the collection and preservation of any relevant evidence that remains available,” the New Mexico Department of Justice said in a statement.

While Epstein never faced charges in New Mexico, state prosecutors confirmed in 2019 that they had interviewed possible victims who visited the ranch south of Santa Fe. They never elaborated on how many accusers were interviewed or what they say took place at the ranch.

The New Mexico Department of Justice did not immediately respond to emailed questions about why state prosecutors were requested to close the investigation in 2019 or whether there were specific allegations detailed within the recent filings that were released that prompted reopening the investigation.

Reuters news agency reported that state’s Department of Justice is looking into an unverified allegation from a 2019 email in the Epstein files that claimed the bodies of two foreign girls were buried outside the property. A spokesperson told Reuters the department has requested an unredacted copy of the email from the U.S. Department of Justice.

“To know that somebody reported possible bodies being buried on this property is horrifying and must be brought to justice immediately,” New Mexico state representative Andrea Romero told CBS News.

On Tuesday, New Mexico’s truth commission had its first meeting. The bipartisan, four-member panel of state House representatives is charged with investigating allegations that the ranch may have facilitated sexual abuse and sex trafficking.

New Mexico lawmakers also said they want to know why Epstein was not registered as a sex offender there after pleading guilty in 2008 to soliciting prostitution from an underage girl and whether there was corruption among public officials.

Epstein purchased the sprawling Zorro Ranch in New Mexico in 1993 from former Democratic Gov. Bruce King and built a hilltop mansion. Nearby was a private airstrip with a hangar and helipad. The property also included a ranch office, a firehouse and a seven-bay heated garage.

The property was sold by Epstein’s estate in 2023 — with proceeds going toward creditors — to the family of Don Huffines, a Republican running for state comptroller in Texas. In a social media post on X, Huffines said the property has been renamed San Rafael Ranch after a saint associated with healing and that his family plans to operate a Christian retreat there.

A spokesperson for Huffines has said that the owners have never been approached by local, state or federal law enforcement requesting access to the ranch and if they do, full cooperation will be granted.

There are thousands of references to the ranch in the documents released by federal authorities.

Former New Mexico Gov. Bill Richardson, a Democrat, was among the guests to have visited the ranch when Epstein owned it. Following one of the early investigations into the disgraced financier, Richardson donated $50,000 in 2006 gubernatorial campaign contributions from Epstein to charity.

Richardson, who died at age 75 in 2023, also appeared in a flight log as having travelled in 2011 on Epstein’s helicopter from the British Virgin Islands to the U.S. Virgin Islands. Brian Condit, Richardson’s chief of staff, was also listed as a passenger and told CBS News last year that they did not visit the private property Epstein owned there.

New Mexico Land Commissioner Stephanie Garcia Richard in 2019 canceled grazing leases held by the ranch after her office was denied access to inspect the nearly 2 square miles of leased state land.

Garcia Richard in a letter sent last week called on federal authorities and state prosecutors to ensure a thorough criminal investigation into allegations related to the ranch. She called the allegations included in the latest documents “deeply disturbing.”

“People deserve to know the truth about what happened on Epstein’s ranch and are looking to leaders for answers,” she said in a statement.

News of the New Mexico investigation came the same day as another major development linked to the Epstein files: the arrest of the former Prince Andrew in the U.K.

That case relates to what police called “suspicion of misconduct in public office,” not accusations involving young women. Documents released by the Justice Department appear to show that when Andrew was working as a British trade envoy he may have shared confidential government information with Epstein.

Trump’s first Board of Peace meeting sees lofty pledges, but questions remain

It had the hallmarks of a Trump political rally – Laura Branigan’s “Gloria” blaring over speakers and red “USA” hats handed out to participants.

But the event in Washington, DC, Thursday was meant to mark a major moment in global governance. It was the inaugural meeting of the Board of Peace, the organization chaired by US President Donald Trump that aims reconstruct and reshape Gaza after years of war. And it carried with it potentially far-reaching implications for how the White House handles international conflicts and who gets to call the shots.

In lengthy remarks, the US president announced that nine nations had pledged more than $7 billion to Gaza relief. A handful of countries would commit troops to be sent there as part of a stabilization force, he said. Trump also said the United States would contribute $10 billion to the Board of Peace, which he will indefinitely chair. A billionaire member of the board’s executive committee outlined the development potential of the enclave, even as the vast majority of Gaza lies in ruins after nearly two years of Israeli bombardment. Even so, FIFA, complete with a flashy and seemingly AI-generated video, previewed “a complete football ecosystem.”

Now, there are major questions of how these lofty ambitions will comport with the realities on the ground in Gaza. There have been repeated violations of Trump’s ceasefire, and the humanitarian situation there remains precarious. Moreover, the key issue of the demilitarization of Hamas has not yet been solved, raising questions of when and how reconstruction and deployment can actually take place.

In his remarks, Trump, who has sought to lean into the role of peacemaker, did little to assuage concerns about the board’s efforts to supersede the United Nations.

“The Board of Peace is going to almost be looking over the United Nations and making sure it runs properly,” he said, adding that the UN has “tremendous potential.”

“We’re also going to maybe take it a step further, where we see hot spots around the world, we can probably do that very easily,” Trump said at the conclusion of the Board of Peace meeting, which comes as he considers military action against Iran. Though the UN Security Council resolution that empowered the Board of Peace dealt specifically with Gaza, the founding charter for the group claims its own authority to deal with any theoretical conflict.

Roughly four dozen countries had representatives at Thursday’s meeting, but only half of those are members of the board. The other half, including the majority of participants from Europe, were there as observers. A senior European Union diplomat told reporters in Brussels on Thursday, “It is clear there are issues with the Board of Peace.” But in the absence of another mechanism or international organization to shape the future of Gaza, there is no other choice.

Many of the US’ traditional allies have turned down membership on the board amid concerns about its broad mission. There are also concerns about some potential members. Trump added later on Thursday he would like to see Russia and China join the board.

Aaron David Miller, a former Middle East negotiator for the US, told CNN that the meeting seemed detached from reality, noting that the demilitarization plan is not ready for “prime time.”

There is an understanding among US officials and regional allies that demilitarization will be a long-term process, sources have told CNN. One US official said the expectation is that the technocratic Palestinian government will facilitate conversations with Hamas on the matter, and although there are efforts ongoing, there is no timeline for it actually taking place. In a statement on Thursday evening, Hamas made no mention at all of disarmament or the demilitarization of Gaza. Instead, it called on the international community to compel Israel fully open the crossings into Gaza and begin reconstruction.

It is unclear if the International Stabilization Force (ISF) will deploy before there is demilitarization. According to Trump, Morocco, Albania, Kosovo, and Kazakhstan “have all committed troops and police to stabilize Gaza.”

Egypt and Jordan, he added, “are likewise providing very, very substantial help, troops, training and support for a very trustworthy Palestinian police force.”

And the board-affiliated National Committee for the Administration of Gaza aims to “restore security via professional civilian police under one authority … including training and developing 5,000 Gazan police to be deployed in 60 days,” committee chair Ali Shaath said at the meeting Thursday. But the committee has been unable to enter Gaza, stuck in Cairo with little power to implement its decisions or govern the enclave in any meaningful way.

High Representative Nickolay Mladenov, who serves as the key link between the board and the Palestinian technocratic committee, noted on Thursday that in order to begin reconstruction, “there is no other option” than the full demilitarization of Gaza and the decommissioning of weaponry in the enclave.

Trump said Bahrain, Qatar, Saudi Arabia, Uzbekistan and Kuwait have given more than $7 billion towards Gaza relief but did not go into specifics of how or when the money would be invested. It is also unclear what the $10 billion US contribution to the board will be specifically used for, though a US official said it would be contributed over the coming years.

Miller noted “the money is no good if you can’t spend it.”

Part of the issue, he said, is that the Israeli government is unlikely to allow infrastructure into the parts of Gaza it does not control or they’re going to insist on inspecting “every item.” The other issue is ongoing military strikes, he noted.

“I think under the right circumstances, external actors could have significant impact. I just don’t see how you trim what I saw today into a reality that would make Gaza whole, secure and prosperous,” Miller said.

Feb 19 (Reuters) – New York Governor Kathy Hochul has withdrawn her proposal to allow commercial robotaxi services in smaller cities outside New York, a spokesperson for the governor said on Thursday.

“Based on conversations with stakeholders, including in the legislature, it was clear that the support was not there to advance this proposal,” the spokesperson said.

The move is a setback to Alphabet’s (GOOGL.O), opens new tab autonomous vehicle unit Waymo, which received its first permit to begin testing autonomous vehicles in New York City in August, albeit with a trained specialist behind the wheel.

The unit, which is providing about 400,000 driverless rides weekly to the public in the San Francisco Bay Area, Los Angeles, Phoenix, Austin, Atlanta and other cities, was hoping to grow its already sizable foothold in the robotaxi market and tap into a large pool of new users.

“While we are disappointed by the Governor’s decision, we’re committed to bringing our service to New York and will work with the State Legislature to advance this issue,” a Waymo spokesperson said.

Waymo’s authority to test in New York City will expire on March 31 if not extended, the company said. The company is not permitted to offer paid driverless rides in New York.

“We hear from thousands of New Yorkers who have experienced Waymo in other cities and want access to it at home,” the spokesperson added.

Self-driving operations already face a difficult path to commercialization, as the technology has been under heavy scrutiny over safety concerns after accidents involving autonomous vehicles.

U.S. agencies opened an investigation after a Waymo self-driving vehicle struck a young girl near an elementary school in Santa Monica, California last month, causing minor injuries after she ran across the street from behind a double-parked SUV.

“Autonomous vehicles are already driving down accident rates and improving pedestrian safety in Arizona, California, and Texas. It’s disappointing that Governor Hochul is withdrawing her proposal, because New Yorkers deserve the same proven protections,” Chamber of Progress CEO Adam Kovacevich said.

Some lawmakers want Congress to pass legislation that would make it easier to deploy self-driving vehicles nationally.
