    For now, there’s no clear sign that a compromise deal can be reached. The White House and Senate Democrats have sent counteroffer after counteroffer, but neither side has agreed to the other’s pitch.

    And talks between both parties appeared to have petered out during the break.

    A source familiar with negotiations told Fox News Digital that negotiations had largely stalled and are expected to resume next week.

    “Dems were holding out for [the State of the Union],” they said.

    The failed vote also comes after the Trump administration took its first steps to put external pressure on Senate Minority Leader Chuck Schumer, D-N.Y., and his caucus to agree to a compromise deal to reopen the agency.

    But Schumer charged that the White House is not playing ball with Democrats and their list of reforms for Immigration and Customs Enforcement (ICE). And whether Trump brings up the ongoing negotiations during his State of the Union address could impact Democrats’ calculations going forward.

    “So far they have not budged on the key issues, like masks, like warrants, like oversight from state authorities,” Schumer said. “It depends what he says. So far we’ve heard crickets from them. Nothing. They’re not negotiating. They’re just trying to pass paper back and forth with no real changes.”

    Meanwhile, DHS Secretary Kristi Noem announced several emergency measures over the weekend as the agency meanders through its second week of lapsed funding.

    Courtesy escorts for members of Congress have been suspended, and Global Entry at airports has been suspended, as Customs and Border Protection (CBP) agents have been diverted to process travelers.

    The Federal Emergency Management Agency (FEMA) has also stopped all public assistance for ongoing disasters, paused non-emergency work, halted non-disaster-related activities, and restricted personnel travel to activities “strictly necessary to respond to active disasters and life-safety emergencies,” according to the agency.

    Former House Speaker Kevin McCarthy told CBS News on Tuesday that Rep. Tony Gonzales should resign, after a set of newly revealed text messages drew fresh scrutiny to an alleged affair between the Texas Republican and a staffer who later died by suicide.

    “If this was in a business, he would’ve been fired,” McCarthy, a California Republican, said on “The Takeout with Major Garrett.”

    McCarthy pointed to a May 2024 text exchange between Gonzales and the staffer, Regina Santos-Aviles, that was obtained by CBS News and other media outlets this week. In the exchange, Gonzales encouraged Santos-Aviles to send him a “sexy pic” and asked her sexual questions. She responded at one point: “This is going too far boss.”

    Santos-Aviles died one day after setting herself on fire in September 2025. She was married with an 8-year-old son.

    Asked by reporters about the texts on Tuesday, the congressman said he will not resign, adding, “What you’ve seen are not all the facts.” In the past, Gonzales has denied having an affair.

    McCarthy said, “It’s devastating what has transpired here.”

    “If you have this knowledge, how do you endorse him? If you didn’t know that knowledge and you do now, how do you stay quiet?” the former House speaker said.

    Since the texts became public, several House Republicans have either urged Gonzales to resign or backed hard-right challenger Brandon Herrera in next week’s primary election.

    McCarthy’s successor as GOP leader, House Speaker Mike Johnson, also called the allegations against Gonzales “detestable” in an interview with “CBS Evening News” anchor Tony Dokoupil. But he didn’t call for Gonzales’resignation, saying, “We’re trying to sort it out,” and “what we do here is we allow all the facts to play out.”

    McCarthy suggested to CBS News that leadership should take action.

    “This is unacceptable,” McCarthy said. “This is where the leaders of the conference, we would have to step in. You step in in these situations to protect everybody else.”

    4 military working dogs died because of “unsatisfactory kennel facilities,” Pentagon watchdog finds

    Four military working dogs died between the 2021 and 2023 fiscal years because they were housed and trained in “aging and unsatisfactory kennel facilities,” the Defense Department inspector general found, although the Air Force disputes the deaths were the result of neglect.

    An Air Force spokesperson said autopsies determined one of the dogs died of severe bronchopneumonia and three died due to extraintestinal pathogenic Escherichia coli pneumonia. The autopsies did not attribute the deaths to neglect, the spokesperson said.

    But the Air Force concurs with the overall recommendation in the report to increase the number of caretakers for military working dogs and to develop a plan to upgrade all of the kennel facilities.

    The inspector general in a report published last week found the military working dog program did not consistently protect dogs in non-training status “from extreme weather conditions and kennel mold issues, or manage quarantine and isolation areas.”

    Investigators visited 12 installations of different service branches with dog programs, including North Carolina’s Fort Bragg, where they found “mold in the light fixtures, ceiling tiles, and equipment room” of one of the buildings. Another building was closed because of mold growth.

    In addition to the aging facilities around the country, investigators found a group of about 200 dogs at Joint Base San Antonio Lackland, in Texas — where all the dogs undergo their initial training — did not receive the required amount of physical or social activity because of a caretaker shortage.

    Instead of the five hours of physical activity, social, and cognitive enrichment that are required for the dogs each day, the report found the dogs were walked for about 10 minutes, four times a week, or less.

    The investigators focused on dogs that were in “non-training status,” meaning they are not awaiting deployment, have a medical disposition, or are in a rejected-from-training status.

    In general, the dogs that are in training status receive “sufficient” physical and social activity. At the time of the site visit, the unit had about 230 military dogs that were not in training status.

    In total, the Pentagon has over 2,200 Working Dog Teams across 182 locations worldwide and provides dogs to agencies at the state and federal level, the Air Force spokesperson said.

    The inspector general recommended that the secretary of the Air Force reduce the number of dogs at the training squadron until there are enough caretakers to provide adequate care, and also said a plan should be developed to upgrade the kennel facilities so that they meet current Defense Department standards.

    The dogs at Joint Base San Antonio Lackland showed behaviors like “continuous spinning, jumping, chewing on their metal water buckets, and excessive vocalization,” according to investigators, that were signs of the lack of physical and social activity. They also showed physical signs of heat stress, “including rapid panting with enlarged tongues and ears swept back.”

    The training squadron told investigators it lacked the manpower for the required five hours of physical activity but did try to provide some enrichment through “inflatables, audio books, music, and scented bubble machines.” Investigators said this was not sufficient.

    In response to the recommendations, the Air Force assistant deputy chief of staff for logistics said the program now is allowing the training squadron to hire more caretakers for the military working dogs and would reduce the number of dogs in “non-training status.”

    A new report from the Foundation for Defense of Democracies (FDD) raises concerns about Iran’s opaque chemical weapons program, which argues policymakers have paid little attention to compared with Iran’s more scrutinized nuclear weapons program.

    The FDD report outlines how the Iranian regime may have resorted to the unconventional use of chemical weapons while it faced an unprecedented uprising beginning in December 2025, a wave of unrest Tehran has not seen since the 1979 Islamic revolution. Any use of chemical weapons by Iran would be in defiance of their obligations under the 1997 Chemical Weapons Convention.

    “The United States, its allies and the Organization for the Prohibition of Chemical Weapons (OPCW) should investigate credible claims that Iran’s regime used chemical weapons against its own people,” Andrea Stricker, deputy director of FDD’s nonproliferation program and author of the report, told Fox News Digital.

    Iran’s illicit chemical weapons program is under renewed scrutiny as the Trump administration appears closer to taking military action against Iran and its nuclear weapons program.

    While the U.S. has been engaged in indirect talks with Iranian officials mediated by Oman in Geneva, the U.S. has increased its military presence in the Persian Gulf, sending the USS Gerald R. Ford to join dozens of other warships to the region.

    On Tuesday, Iranian Foreign Minister Seyed Abbas Araghchi posted on X that “Iran will resume talks with the U.S. in Geneva with a determination to achieve a fair and equitable deal—in the shortest possible time.”

    The foreign minister claimed that Iran will not pursue nuclear weapons under any circumstances but emphasized that Iran will not forgo its right to harness peaceful nuclear technology.

    “A deal is within reach, but only if diplomacy is given priority,” he added.

    Despite the optimism and push for continued talks, there remain fears that Iran will not make any meaningful concessions on their nuclear program, which could lead to U.S. military strikes on the nation.

    A broader regime change campaign to topple the Islamic republic’s government, led by Ayatollah Ali Khamenei, is also not off the table, according to some reports.

    “If Washington launches strikes against Iran, it should give serious consideration to targeting the regime’s chemical weapons research and production facilities. Such action would help halt further development and potential use of these weapons while sending a clear message that the regime cannot commit atrocities with impunity,” Stricker said.

    The Chemical Weapons Convention (CWC), which Iran is party to, upholds the norms against state-held chemical weapons, specifically, banning states’ development, stockpiling, production and use of chemical weapons, even for retaliatory reasons, as well as their receipt from or transfer to anyone.

    Israel’s deputy ambassador to the Netherlands, Yaron Wax, said in July 2025 before a special meeting of the OPCW that “over the past two decades Iran has been developing a chemical weapons program based on weaponized pharmaceutical agents.”

    These agents, Wax said, impact the central nervous system and can be fatal even in small doses.

    The ambassador said at the Shahid Meisami Research Complex, destroyed by Israel in June 2025, Iran’s Shahid Meisami Group (SMG) was working on fentanyl opioid-derived tactical munitions for military use. Israel believes the pharmaceutical-based agents were transferred to Syria’s longtime and now deposed dictator, Bashar al-Assad, and Iraqi Shia militias as well.

    Iran began developing its chemical weapons program in 1983 during its war with Iraq in response to chemical attacks from the regime of Saddam Hussein, according to the U.S. Intelligence Community.

    As recently as 2024, the U.S. has repeatedly found Iran in noncompliance with its obligations under the CWC.

    In a post on X in November 2024, the Iranian mission to the United Nations pushed back on the charges against it. “A victim of Western-donated chemical weapons employed by the Saddam regime, Iran stands as a responsible member of the Chemical Weapons Convention (CWC). Over the past several decades, not a single instance of Iranian violation has been recorded. The current unfounded reports are merely an outgrowth of psychological warfare propagated by the Zionist regime in the wake of its recent defeat on the Lebanese front.”

    Stricker says the U.S. and international community have failed to hold Iran accountable for its illegal chemical weapons program, and meaningful action must be taken to prevent Iran from transporting banned substances to Iran’s nefarious proxy actors in the Middle East.

    The report notes that the U.S. and OPCW should launch a pressure campaign against Iran, calling out the regime and publicizing any violations. The Trump administration, the report recommends, should demand a formal ultimatum to demonstrate compliance with the convention and accept monitoring and verification mechanisms.

    FDD also suggests Israel should ratify the CWC and work within the OPCW, which would give Israel more credibility in combating Iranian violations.

    The report says that, as a last resort, the U.S. should consider launching strikes targeting regime chemical weapons facilities, or support Israeli efforts, if actionable intelligence indicates movement on Iran’s chemical weapons efforts or a renewed push by the regime to use such illegal weapons to crack down on anti-government protests.

    “The only solution to Iran’s persistent WMD threat is for the United States and Israel to undermine the regime’s grip on power. Until then, the two nations will periodically be forced to play whack-a-mole with Tehran’s capabilities whenever they endanger regional peace,” Stricker said.

    Trust is breaking down between the Pentagon and Anthropic over the use of its AI model, sources familiar with the situation told CBS News.

    In a meeting at the Pentagon Tuesday morning, Defense Secretary Pete Hegseth gave Anthropic’s CEO Dario Amodei until the end of this week to give the military a signed document that would grant full access to its artificial intelligence model, the sources said.

    Officials are considering invoking the Defense Production Act to make Anthropic adhere to what the military is seeking, they said. Axios reported earlier on some of what transpired in the meeting.

    Defense officials want full control of Anthropic’s AI technology for use in its military operations, sources told CBS News. The company was awarded a $200 million contract by the Pentagon in July to develop AI capabilities that would advance U.S. national security.

    Anthropic has repeatedly asked the Defense Department to agree to guardrails that would restrict the AI model, called Claude, from conducting mass surveillance of Americans, sources said. Defense officials noted that that’s illegal and said the military is simply asking for a license to use the AI strictly for lawful activities.

    Amodei also wants to ensure Claude is not used by the Pentagon for final targeting decisions in military operations without any human involvement, one source familiar with the meeting said. Claude is not immune from hallucinations and not reliable enough to avoid potentially lethal mistakes, like unintended escalation or mission failure without human judgment, the person said.

    But when asked for comment, a senior Pentagon official said: “This has nothing to do with mass surveillance and autonomous weapons being used. The Pentagon has only given out lawful orders.”

    The official said Grok, which is owned by Elon Musk’s xAI, is on board with being used in a classified setting, and other AI companies are close.

    In Tuesday’s meeting, Hegseth told Amodei that when the government purchases Boeing planes, the aerospace company has no say in how the Pentagon uses the planes. He argued the same should be true for the military’s use of Claude.

    After Amodei left, officials discussed whether to use the Defense Production Act in this situation, which enables the government to exert control over domestic industries.

    But because officials say they aren’t sure the government can trust Anthropic at this point, the Pentagon may decide to officially designate the company as a “supply chain risk” to push them out of government, two sources said. Anthropic was the first tech company authorized to work on the military’s classified networks.

    An Anthropic spokesperson said in a statement, “We continued good-faith conversations about our usage policy to ensure Anthropic can continue to support the government’s national security mission in line with what our models can reliably and responsibly do.”

    Hegseth gave Anthropic a deadline of 5 p.m. Friday.
