The Justice Department is discussing whether to settle President Donald Trump’s $10 billion lawsuit against the Internal Revenue Service in the coming days, according to two sources familiar.

Among the options being discussed internally is whether a settlement would include a provision on the IRS dropping audits of the president and members of his family, as well as audits of the family’s businesses, the people said.

One of the people familiar said that the possibility is one of many options under consideration, and that no firm decisions have been made. It remains unclear if a monetary settlement is being considered. If it is, it could result in the Trump Justice Department making a payment to the president himself — raising unprecedented ethical questions.

“The IRS wrongly allowed a rogue, politically-motivated employee to leak private and confidential information about President Trump, his family, and the Trump Organization to the New York Times, ProPublica and other left-wing news outlets, which was then illegally released to millions of people,” a spokesman for Trump’s legal team told CNN in a statement. “President Trump continues to hold those who wrong America and Americans accountable.”

CNN reached out the IRS, which referred to the Justice Department for comment. The Justice Department declined to comment. The New York Times was first to report the potential term being floated in the settlement talks.

Trump sued the US Internal Revenue Service and Treasury Department in January for at least $10 billion, accusing the agency of an unauthorized leak of his tax returns during his first administration.

The suit was filed in federal court in Florida. Trump, who filed the suit alongside his sons, Donald Trump Jr. and Eric Trump, is suing personally, not in his official capacity as president.

The lawsuit alleged that the government failed to protect Trump and the Trump Organization’s confidential tax information, which was leaked to the press by Charles Littlejohn, a former IRS contractor.

Littlejohn, who worked as a government contractor at Booz Allen Hamilton, illegally obtained and disclosed Trump’s tax returns to publications like the New York Times and ProPublica, the suit alleged. He has since been sentenced to five years in prison.

The outside settlement talks come as the lawsuit has had a skeptical reception in court.

A federal judge last month questioned the constitutionality of Trump’s lawsuit, ordering a hearing to determine whether the president can sue federal agencies that he oversees.

Florida District Judge Kathleen M. Williams said it is unclear whether Trump and the agencies are “sufficiently adverse to each other” and ordered both sides to provide more information on the relationship.

“Although President Trump avers that he is bringing this lawsuit in his personal capacity, he is the sitting president and his named adversaries are entities whose decisions are subject to his direction,” Williams, an Obama appointee, said at the time.

    A series of settlements

The Justice Department’s settlement talks come as it has already settled other lawsuits brought by Trump allies.

In April, the Justice Department settled a lawsuit brought by former Trump campaign adviser Carter Page, who sued the DOJ and FBI over flawed government surveillance he faced due to his Russian contacts in 2016, according to a filing with the Supreme Court.

In March, it settled a lawsuit with Michael Flynn, awarding him over a million dollars following what he said was a wrongful prosecution.

Flynn sued the government for $50 million, alleging that the FBI tried to entrap him in the early days of the Trump administration.

    • Meta

Meta challenges New Mexico’s $3.7 billion plan for teen mental health in social media trial

    • Meta argues that it’s being asked to pay for too broad a program
    • State experts link teen mental health crisis to social media use
    • The state rested its case on Wednesday

May 13 (Reuters) – A lawyer for Meta Platforms on Wednesday argued that New Mexico’s $3.7 billion proposal to address teen mental health harms goes too far, saying it would force ‌the company to pay for mental health care for all of the state’s teenagers and not just those it allegedly hurt.

Meta attorney Alex Parkinson questioned the state’s expert witness, economist Kelly O’Connell, during testimony on the eighth day of a trial over the state’s lawsuit accusing Meta of designing its platforms to addict young users. Parkinson focused on O’Connell’s cost estimate for a 15-year mental health program that New Mexico is arguing Meta must fund to counteract the company’s harm to young users.

Parkinson asked O’Connell whether she understood that the program would have Meta pay for mental health care for all teens in the state, regardless of what caused their problems.

“You haven’t at all attempted to determine what proportion of the 3.7 billion is completely unrelated to social media?” Parkinson asked O’Connell, who said she hadn’t.

O’Connell’s calculation of the $3.7 billion figure includes more than $2.8 billion specifically for treating mental health problems in youth between the ages of 11 and 17 in the state. The program also covers public awareness campaigns, screenings and referrals.

In the trial, which does not involve a jury, the state is asking Santa Fe Judge Bryan Biedscheid to decide whether the company’s platforms have created a “public nuisance” under New Mexico law — a finding that would allow him to order wide-ranging remedies aimed at curbing alleged harms to young users.

The case stems from ‌a lawsuit filed by New Mexico Attorney General Raúl Torrez, a Democrat, accusing Meta of designing its platforms to addict young users and failing to protect children from sexual exploitation.

The trial, which Reuters is monitoring on Courtroom View Network, is the second phase of New Mexico’s lawsuit. A jury in March found Meta violated the state’s consumer protection law by misrepresenting the safety of Facebook, Instagram and WhatsApp for young users and ordered the company to pay $375 million in damages. Meta has said it will appeal that verdict.

The state has put forward experts who testified that New Mexico teens are experiencing a mental health crisis and connected increases in sleep deprivation, disordered eating and suicide risk factors to social media use.

The state rested its case on Wednesday in this phase of the trial, which began on May 4. Meta will present its own witnesses over the coming days, and Biedscheid will issue a written ruling at a later date.

In addition to funding the mental health program, New Mexico is asking Biedscheid to order Meta to make changes to its platforms. Those changes could include age verification, redesigning its algorithm to promote quality content for minors, and ending autoplay and infinite scroll for minors, according to court filings.

New Mexico’s case is among thousands of lawsuits accusing Meta and other social media companies of designing products to be addictive to young people, contributing to a nationwide mental health crisis.

Vance confronted about 2028 ambitions after Trump teases ‘dream team’ Rubio ticket

    May 13, 2026 4:02pm EDT / Fox News

Vance said he’d ‘hate’ to be someone who’s ‘barely been in one office for a year and a half’ already angling for the next job

By Ashley J. DiMella Fox News

Vice President JD Vance brushed off questions about a possible 2028 Republican ticket with Secretary of State Marco Rubio after President Donald Trump floated the pair as a political force earlier this week.

“I love Marco. I think he’s a great secretary of state. He’s become a very, very dear friend. But I think both of us are very much focused on accomplishing the American people’s business right now,” Vance said during a news conference Wednesday focused on the administration’s fraud crackdown.

Trump teased a potential ticket with Vance and Rubio earlier this week, but the president did not say who would fill Trump’s shoes. Vance had previously said the media was creating “conflict” when asked in recent months about alleged tension between the pair as Washington, D.C., inches closer to 2028.

“Who likes J.D. Vance? Who likes Marco Rubio? All right. Sounds like a good ticket,” Trump said Monday. “By the way, I do believe that’s a dream team.”

Vance shared that it is one of the topics he least likes to discuss when he is “having a good time and trying to do good work in the job that the American people already elected me to do.”

“If I was the American people, there are a few things that I would hate more than a person who’s barely been in one office for a year and a half, is angling for a job two and a half years down the road,” Vance said, referencing himself.

“I just don’t think it sounds like the president of the United States to have a televised competition for who would succeed him as his apprentice,” Vance quipped in response. “I just think that’s not at all what you would expect the president to do.”

Vance added it was “natural” for Trump to joke around with him and Rubio, adding that the president has “always been fascinated by politics.”

Lutnick downplayed contact with Epstein in House Oversight interview, transcript shows

Commerce Secretary Howard Lutnick downplayed three in-person encounters he said he had with Jeffrey Epstein over the years, telling the House Oversight Committee in a closed-door interview last week that his interactions with the convicted late sex offender were “virtually nonexistent,” according to a transcript released Thursday.

The comments came during a voluntary interview Lutnick gave to congressional investigators last week following revelations that his contact with Epstein extended years beyond what he initially claimed in public.

In his lifetime, Lutnick testified that he interacted with Epstein in 2005, 2011 and, perhaps most controversially, at a 2012 lunch on Epstein’s island. Those later contacts, which were revealed in files released by the Justice Department, undercut his prior assertion that he had cut ties with Epstein in 2005, even though Lutnick tried to argue his previous statement still holds. Epstein had pleaded guilty to sex crimes in 2008.

“To the best of my recollection, those were the only three occasions in which I interacted with Epstein in person. Each and every one was meaningless and inconsequential. I had no personal or professional relationship with this individual, despite the proximity of our addresses. Further, at no time during these limited interactions did I witness any conduct, let alone the type of illegal conduct of which we have since become aware,” Lutnick testified.

Even though Lutnick appeared voluntarily, he was reminded at the beginning of the interview that it is a crime to lie to Congress. The release of Lutnick’s transcript by the Republican-led Oversight Committee is part of the panel’s bipartisan investigation into Epstein, his orbit and how the Justice Department handled the allegations of sexual abuse against him.

The transcript offered one of Lutnick’s most robust accounts to date of how he met and dealt with Epstein over the years, but it is unlikely to satisfy critics who have accused him of covering up ties to the convicted sex offender. After his testimony last week, Democrats on the committee said he still had more to explain, and two suggested he should resign if he couldn’t provide a more thorough explanation of his and Epstein’s interactions.

A Commerce spokesperson said the secretary answered “nearly 400 questions” during his testimony, where “he explained repeatedly that three encounters do not constitute a relationship.”

“The committee adjourned without identifying any evidence to the contrary,” the spokesperson said in a statement.

Lutnick testified that in 2005, he and his wife were invited over to Epstein’s house for coffee shortly after they moved into a neighboring townhouse in New York. During that meeting, Lutnick said Epstein made a “crude” remark that prompted him and his wife to leave, Lutnick said.

“I asked him why he had a massage table in the middle of his house,” Lutnick said, pointing out that it was the best of his recollection from a conversation that occurred 21 years ago. “And I said, ‘How often do you have a massage?’ And he said – my best recollection is, he said, ‘Every day and the right kind of massage.’ And he said it to me, and my wife is standing next to me, and we looked at each other, and we left.”

Lutnick told committee investigators that he interpreted Epstein’s comment to mean that his massages “would become in some form sexual in nature,” and he described Epstein’s comment as “inappropriate,” “gross” and “off-putting.”

Upon leaving Epstein’s townhouse after the 10- to 15-minute encounter, Lutnick said that he and his wife spoke about how he would never create a relationship with Epstein.

“Immediately following that brief initial meeting, as we walked back to our home, my wife and I discussed the encounter and that, given his clear lack of boundaries, I would never establish a personal or professional relationship with him. And that is exactly what I did,” Lutnick testified.

Lutnick had similarly told the New York Post in a podcast interview in October 2025 that he and his wife decided to cut off contact with Epstein after that meeting in 2005. But the Epstein files released by the Justice Department revealed that Lutnick and Epstein had at least two more interactions after that, including a trip Lutnick took with his family to Epstein’s island. Lutnick testified he wasn’t sure “when or whether” he knew about Epstein’s arrest in 2006.

The files also contained email correspondence and calendar invites for phone calls, and evidence that the two at one point were invested in the same business venture.

Lutnick testified, though, he did not know hat he and Epstein were both invested in the same company until the Epstein files were released, even though he emailed with Epstein in 2018 about the prospects of that company. Lutnick said he didn’t know why Epstein would have been emailing him about the company, but noted its existence was public knowledge because the company was trying to “get attention.”

“Producing revenue finally. This is their year. Next 12 months they need to become economically self-sufficient,” Lutnick confirmed he wrote to Epstein.

In late 2012, Lutnick testified that Epstein’s staff “inexplicably” contacted his office about his family’s planned holiday travels to the Caribbean, calling the reach out “unsettling.”

“I still have no idea how his staff discovered my family’s vacation plans or why they pursued arranging a visit with me,” Lutnick said.

But Lutnick nonetheless ended up bringing his wife and children, as well as another family and nannies, to have lunch with Epstein on his island. Lutnick called the encounter “brief, meaningless, and inconsequential.” Asked about a nanny that he employed sending her resume to Epstein, he said, “I have no knowledge about that at all.”

Lutnick testified that he never went inside any building, never saw any young women or girls on the island, and did not know a photograph of him on a cliff of the island with Epstein existed until the Department of Justice released the Epstein files.

Lutnick also detailed to committee investigators a 2011 encounter where he said he briefly met with Epstein in his hallway to discuss scaffolding and construction impacting their neighboring properties.

“My best recollection is: I rang the bell, sat in his foyer with my dog, waited for him to come down, heard what he had to say, and left. As far as I recall, it was about scaffolding. It was meaningless and inconsequential,” Lutnick testified, adding that his wife waited outside with their other dog.

Lutnick said he met Epstein’s co-conspirator Ghislaine Maxwell at a Rockefeller Institute fundraiser in New York City, describing his conversation with her as “meaningless and inconsequential.”

Lutnick is the highest-ranking Trump administration official prominently named in the Epstein files — outside of the president himself — and his appearance behind closed doors marked an extremely rare occurrence of a sitting Cabinet official testifying in a congressional probe. It underscores that the Epstein scandal still hangs over President Donald Trump and his administration, despite the president’s repeated efforts to move on from it.

But the White House has so far expressed confidence in Lutnick, despite calls for his resignation. When asked previously whether the commerce secretary’s job is safe, a White House official told CNN, “Howard’s great” and there are “no planned changes at all” to his role within the administration.

But the headache for the Trump administration won’t end with Lutnick’s appearance. The Republican-led panel is expected to question former Attorney General Pam Bondi later this month about her role in overseeing the release of the Epstein case files.

May 13 (Reuters) – Miami residents and a nonprofit group sued on Wednesday over Florida’s donation of land in Miami for the Donald J. Trump Presidential Library, alleging the transfer is an unconstitutional benefit to ‌the U.S. president.

The state government last year approved the plan to donate a 2.63-acre property with waterfront views that was an employee parking lot for Miami Dade College.

The complaint alleges the property is worth more than $300 million and could be used by Trump for a major commercial development, likely a hotel. The plaintiffs are seeking a court ruling that the land transfer is unconstitutional and an order voiding the transaction.

“Florida’s gift of the immensely valuable MDC Parcel for lucrative private economic development benefiting the President and his close family members is an unlawful ’emolument’ under the Domestic Emoluments Clause,” the complainants said in court documents.

The U.S. Constitution’s “emoluments” clauses prohibit presidents from using their office to enrich themselves.

The lawsuit against Trump, ‌the library foundation, Florida officials including Governor Ron DeSantis, Miami Dade College and its board was filed by two Miami residents, a Miami-Dade College student and nonprofit Sistrunk Seeds.

The Donald J. Trump Presidential Library Foundation and DeSantis’ office did not immediately respond to a request for comment.

Presidential libraries, typically established in a president’s home state, house records and archives and are often paired with museums. Trump switched his official residency from New York to Florida in 2019.

Trump, a former real estate developer, has said construction of the building housing the library would begin after he leaves office and that it would “most likely” include a hotel, as well as a Boeing 747 resembling Air Force One in the lobby.

(CBS News)

Louisiana lawmakers advance new 5-1 congressional map that favors Republicans

    2026-05-13 17:39 EDT / CBS News

By Fin Daniel Gómez, Fin Daniel Gómez Caroline Linton

    Updated on: May 13, 2026 / 5:53 PM EDT / CBS News

Louisiana lawmakers on Wednesday unveiled a new congressional map for the 2026 election after the Supreme Court struck down the state’s current map in a landmark ruling last month.

The new map will eliminate one of the state’s majority Black, Democratic-leaning districts while keeping one Democratic-leaning district. The district map now favors Republicans in five districts and Democrats in one.

The state Senate and Governmental Affairs committee advanced the map in the early hours on Wednesday. Democrats had proposed their own map that kept the 4-2 map in place.

The new single Democratic-leaning district stretches from New Orleans into parts of Baton Rouge, potentially pitting the state’s two Black representatives, Cleo Fields and Troy Carter, against each other. Fields’ majority Black district was dissolved into other districts.

The map was advanced by the Louisiana state senate. Senate and Governmental Affairs Committee

In a statement, Fields vowed to fight the new map.

“That bill may have failed, but its principles have not,” Fields said in the statement.

He added that as the bill “moves to the full Senate, I will be fighting to ensure those principles are not left behind. The demographics of this state demand fair representation. The history of this state demands it. And the people of Louisiana — all of the people — deserve nothing less.”

House Speaker Mike Johnson, whose 4th District was partially redrawn in the new map and now includes Shreveport and the surrounding area, said Wednesday that the Supreme Court “restored a simple but profound truth, yes, the Constitution protects every American equally, and that’s a very important concept for us to maintain.”

“You can’t have an election on an unconstitutional map,” Johnson said. “That’s why, not just Louisiana, but other states have reviewed their maps under this new rule in the clarification of the court to make sure that we do this right.”

Public comment on the GOP-led maps stretched into 4 a.m., according to CBS New Orleans affiliate WWL.

The Supreme Court ruled last month that the congressional map enacted in Louisiana in 2021 leaned too heavily when redrawing the state’s voting boundaries to comply with Section 2 of the Voting Rights Act. The ruling narrowed the Voting Rights Act, kicking off a redistricting race in many southern states ahead of the 2026 midterm election.

The Supreme Court decision was the latest development in the redistricting wars kicked off last year by President Trump when he pushed Texas lawmakers to redraw their congressional map to net up to five more seats for Republicans as his party seeks to stay in control of the U.S. House.

Although early voting in Louisiana was set to begin only a few days after the Supreme Court ruling and more than 40,000 ballots had already been returned, Republican Gov. Jeff Landry suspended the state’s House primaries. Landry told “60 Minutes” earlier this week that the ballots already returned will be discarded.

The other primaries in the state are still underway, including the highly-watched Republican primary for the Senate seat. Early voting ended on May 9 and the primary will be held on May 16.

Lawmakers clash over Trump gas tax holiday as Iran war drives prices higher

Trump backs gas tax suspension amid Iran tensions, facing backlash and GOP skepticism

Capitol Hill lawmakers are clashing over President Donald Trump’s proposal to suspend the federal gas tax as prices climb past $4 a gallon amid the conflict with Iran.

Democrats are urging the president to “end the war,” while Republicans are split on whether the plan would deliver real relief.

“He’s got to bring this war to an end if he wants these gas prices to come down,” Sen. Chris Murphy, D-Conn., said. “And he’s gotta stop this war and stop looking for other gimmicks.”

“Why doesn’t he just end the Iran war, which is an illegal war, so that would take care of those issues?” Sen. Mazie Hirono, D-Hawaii, said. “He did not get authorization. It’s on President Trump. And the rise in gasoline and everything else, it’s on him.”

Lawmakers made those comments after Trump backed a temporary suspension of the federal gas tax Monday as escalating tensions with Iran pushed fuel prices higher nationwide. Gas prices have climbed to an average of $4.51 a gallon, and diesel prices have risen to $5.66 as of Wednesday, according to AAA.

“I mean, we want to keep costs low,” Rep. Don Bacon, R-Neb., said. “Higher gas prices add costs to groceries and everything else, and, so, I think it’s something worthy to consider, and I’d be amenable to it.”

The suspension would potentially slash the cost of each gallon of gasoline by 18.4 cents and 24.4 cents per gallon of diesel.

Sen. Josh Hawley, R-Mo., introduced legislation Monday to suspend the federal gas tax after Trump backed the idea. Hawley’s Gas Tax Suspension Act would provide relief at the pump for at least 90 days, while also allowing for an additional 90-day extension if prices remain elevated.

Support for suspending the gas tax has emerged from both parties, but other lawmakers have proposed alternative methods to address rising gas prices.

“I think that year-round E-15 is a better idea,” Sen. Roger Marshall, R-Kan., said. “Year-round, E-15 would bring down the price of gas maybe 30, 40 cents a gallon. You throw in our credit card bill, it would bring it down another dime, 15 cents a gallon. So, I think those are probably two better ideas to do it.”

E-15 is a cheaper, ethanol-blended gasoline that cannot be sold nationwide during the summer months due to the U.S. Environmental Protection Agency’s pollution rules. Some Republicans, like Marshall, argue year-round access to E-15 would lower gas prices more effectively than a gas tax suspension.

While some lawmakers focused on lowering costs at the pump, others argued the U.S. should maintain or even escalate pressure on Iran despite rising prices.

“Let’s finish Iran — the IRGC anyway — once and for all,” Bacon said. “The Iranian people are great people, but their government is our enemy. They’ve been the most ruthless enemy that we’ve had over four decades.

    “They should be pummeled.”

Bacon’s comments reflect the opinions of a group of Republicans who argue the surge in gas prices is a consequence of taking on Iran, warning that backing off pressure could carry far greater risks.

“Iran with a nuclear weapon is a threat to America and the whole region,” Bacon said.

DHS Secretary Mullin on ICE’s role at FIFA World Cup: “We’re not there to go round up” people

    2026-05-13T18:35:00-0400 / https://www.cbsnews.com/news/dhs-secretary-mullin-interview-ice-fifa-immigration-fema-hantavirus/

Secretary of Homeland Security Markwayne Mullin told CBS News that arrests by Immigration and Customs Enforcement at this summer’s FIFA World Cup in the U.S. are not off the table, but said the agency will not be at the global sporting event to “round up” non-citizens.

Mullin spoke to CBS News exclusively on Tuesday, almost two months into his time at the helm of the Department of Homeland Security.

The agency has dealt with months of upheaval, including its longest shutdown in history, the departure of former Secretary Kristi Noem and controversy over the Trump administration’s approach to immigration enforcement following the deaths of two U.S. citizens in Minneapolis. Now the department is entering into a busy period marked by the World Cup, hurricane season and an outbreak of hantavirus on a cruise ship.

DHS and its components, including ICE, are expected to play a major role in security at the World Cup, which will host dozens of international soccer teams and upward of a million foreign tourists across 11 American cities.

Asked whether he could assure Americans that ICE’s purpose at the World Cup will be security rather than arresting undocumented migrants, Mullin emphasized the agency’s broader mission of enforcing the U.S.’ customs laws.

“It’s Immigration and Custom[s] Enforcement,” he said. “So what do you find at a tremendous amount of sporting events? Counterfeit products, counterfeit tickets. You have counterfeit clothing being sold on the streets.”

The secretary noted that ICE has long been present at major sporting events, including the Super Bowl, and argued the agency is newly controversial because “media and the public” — then clarifying “the Democrats” — have “made them some type of villain.”

Mullin said that in some cases, law enforcement agents will encounter criminal targets at major sporting events, including people wanted for murder, drug trafficking or other serious crimes, as well as individuals flagged internationally through Interpol, the International Criminal Police Organization.

“When they’re at these sporting events, we’re not out there doing immigration enforcement,” he said. “But we are looking for, maybe we have people that shouldn’t be in this country because they’re on terrorist watchlists.”

Pressed on whether the mission at the World Cup is not immigration enforcement, he left room for the possibility of ICE arrests at the sporting event.

“Well, ICE always says immigration enforcement. We’re always going to do that. But we’re not there for solely that purpose. We’re in there to do our job,” he said. “We’re not there to go round up mass individuals, but we are always looking for the worst of the worst. We’re going to continue to do that.”

ICE is expected to get a new leader at the end of this month, as acting ICE Director Todd Lyons leaves the federal government and David Venturella takes over as interim head.

Mullin said Venturella, a longtime immigration official who previously worked at for-profit prison company GEO Group, will run ICE while DHS searches for a permanent director. The agency has not had a Senate-confirmed director in years.

“We want to put somebody there that’s permanent,” Mullin said. “David is going to be a good placeholder, but he’ll be our deputy once we find someone to take the director’s position.”

Mullin on DHS shutdown: “We quit having the ability to be proactive”

Two weeks ago, most of DHS emerged from the longest government shutdown in American history. Funding for the agency had lapsed in mid-February due to disputes in Congress over Democrats’ push to make reforms to the department’s immigration-focused agencies, a push that was amplified after two U.S. citizens were fatally shot by immigration agents in Minnesota.

Lawmakers approved funding last month for all of DHS except for ICE and Border Patrol until September. Congressional Republicans are aiming to separately fund those two agencies through fiscal year 2029 without Democratic votes.

The 76-day shutdown stretched parts of DHS to the breaking point. Hundreds of Transportation Security Administration officers left work due to missed paychecks, employees were furloughed, Coast Guard facilities faced electricity and water shutoffs due to unpaid bills, and DHS offices ran out of even basic essentials like paper clips.

Asked what another shutdown would do to DHS, Mullin said the department would continue to deliver for the American people — but warned of mounting national security consequences.

“The American people saw [DHS] is still going to deliver on mission, but it’s going to continue to hurt our morale and put the American people at risk,” he said.

Mullin said that near the end of the shutdown, DHS could no longer operate as aggressively as it wanted.

“At some point you have to quit being proactive,” he said. “Towards the end of the shutdown, we quit having the ability to be proactive. … Not as proactive as we wanted to. We just have to choose missions.”

He added that the U.S.’ “adversaries didn’t shut down” during that period, and were aware that DHS was vulnerable.

The secretary cited workforce losses as a major compounding problem, with DHS’s cybersecurity agency – dubbed CISA, or the Cybersecurity and Infrastructure Security Agency – losing 1,100 people over the past year and TSA losing 8.6% of its workforce. TSA’s work, he noted, extends well beyond airports.

“They’re responsible for … security over our pipelines, our infrastructure system,” Mullin said. “They operate a lot of venues like FIFA. They’re going to have 11 venues that they’re going to be providing security for at these games.”

Pressed on whether another shutdown would pose a national security problem, Mullin offered a blunt assessment: “These have huge national security implications. We have 22 components, all of them deal with national security.”

    Hantavirus: “This is not COVID”

Mullin said DHS is getting daily updates on hantavirus as public health officials worldwide deal with a deadly outbreak linked to a Dutch-flagged cruise ship, and is coordinating with Secretary of Health and Human Services Robert F. Kennedy Jr. and the White House.

He drew a sharp distinction between hantavirus and the COVID-19 pandemic.

“This is not COVID,” he said. “This is not COVID at all.”

He said DHS is taking it seriously, but Americans should not be afraid amid the outbreak.

Mullin says FEMA will show up, but states must do more

With hurricane season set to begin June 1, the secretary said governors should not expect the Federal Emergency Management Agency to vanish — but should anticipate a renewed emphasis on state recovery.

The Trump administration has floated shrinking the size of FEMA or eliminating it altogether. Earlier this month, a council appointed by President Trump proposed a major overhaul of FEMA, suggesting a leaner agency that shifts more responsibility to states to prepare for disasters.

Mullin said most governors understand that disaster response is a shared responsibility.

“They understand that the state has responsibility and the federal government isn’t there to take care of all their problems,” he said. “The states have a role, and we have a role.”

He also said the agency is “talking to governors every day,” and “with the exception of one governor, it’s just been a great conversation.”

Mullin declined to name the governor, saying only: “At some point, if I’ve got to expose this governor, I will be happy to expose this governor. But right now, I’m going to give this gentleman the benefit of the doubt, and we’re going to work through it.”

Mullin said FEMA’s public assistance has not slowed, but he argued that the agency was never designed to handle every stage of recovery. Asked what he would tell Americans in hurricane zones who fear FEMA will not show up, he answered unequivocally.

“We’re still going to show up,” he said. “Absolutely we’re going to show up.”

The DHS secretary also praised Florida Gov. Ron DeSantis and Florida Division of Emergency Management Executive Director Kevin Guthrie as examples of what he considers effective state response.

“Florida could be a model on how to handle disasters,” he said. “And if Florida can do it, then other states can do it too.”

The secretary closed by arguing that the federal government cannot be the answer to every state and local government’s disaster needs.

“If you think the government is here to take care of all your problems, you’re sadly mistaken,” he said. “We’re there to help you get started again on your very, very worst day.”
