    FIRST ON FOX: A watchdog is sounding the alarm over at least $3.85 million in taxpayer-backed support tied to the Southern Poverty Law Center, including a multimillion-dollar federal grant for a university-led project that it says integrates SPLC’s racial justice curriculum into middle school classrooms.

    Using the power of public records requests, taxpayer watchdog OpenTheBooks released a report Friday highlighting $1,352,655.07 in taxpayer dollars it said had been paid “directly” to the SPLC from school districts, states, cities, counties, universities and other public entities since fiscal year 2016. OpenTheBooks also found an active National Institutes of Health-backed University of Michigan project grant worth $2.5 million, which materials from the university say integrates the SPLC’s “Learning for Justice” curriculum, previously called “Teaching Tolerance,” into programming for middle school classrooms.

    The grant’s original Freedom of Information Act-obtained application said researchers would integrate “the Teaching Tolerance curriculum from the Southern Poverty Law Center” into an existing middle school program and test it across six Genesee County, Michigan, middle schools.

    Eighth-grade lesson materials from the SPLC’s curriculum, reviewed by Fox News Digital, directed students to a “map of active hate groups” suggesting “anti-gay” and “radical traditionalist Catholic” organizations are equivalent to the Ku Klux Klan, Neo-Nazis and Black-Separatists. Other Learning for Justice youth materials encourage students to see themselves as part of a “movement for justice” and include toolkits for sustained activism.

    President Donald Trump’s Department of Health and Human Services (HHS) told Fox News Digital the program “is no longer being funded” and has been “redesigned” to focus on reducing teen and family violence. However, OpenTheBooks points to University of Michigan’s current project page, which still says the active NIH-backed project integrates SPLC’s Learning for Justice curriculum and lists SPLC as a partner. FOIA-obtained NIH records also show the original grant documents repeatedly described the project as integrating SPLC’s Teaching Tolerance curriculum into the YES program.

    “Utilizing taxpayer resources to promote harmful, leftwing rhetoric in our education systems is inappropriate, and I support efforts to root out and expose organizations like SPLC,” Chairman of the House Energy and Commerce Committee Rep. Brett Guthrie, R-Ky., said in response to the grant funding. “I support the important work of the House Judiciary Committee to expose the nefarious agenda, funding, and tactics of the Southern Poverty Law Center.”

    The grant scrutiny comes the same week the House Judiciary Committee held a hearing titled “The Southern Poverty Law Center: Manufacturing Hate,” examining what the committee described as SPLC’s role in “distorting civil rights policy” and newly released information that the group allegedly funneled money to extremists it was claiming to combat.

    The hearing featured testimony from author of “Making Hate Pay: The Corruption of the Southern Poverty Law Center” and Daily Signal senior reporter Tyler O’Neil, who told Fox News Digital that “the NIH needs to address parents’ concerns about this grant.”

    “The Southern Poverty Law Center’s Learning for Justice project pushes critical race theory and transgender ideology. Meanwhile, the SPLC uses its ‘hate map’ to condemn parental rights groups on the other side of the issue, silencing opposition to its agenda by comparing these groups to the Ku Klux Klan,” O’Neil added. “Federal tax dollars should not promote this divisive program in schools.”

    University of Michigan’s current project page says the active NIH-backed program integrates SPLC’s Learning for Justice curriculum into a middle-school program aimed at addressing “racism and racial discrimination” and measuring students’ “racist beliefs and behaviors.” Meanwhile, the SPLC’s current Learning for Justice materials frame the program around “educating for liberation,” “racial equity” and the “deconstruction of White supremacy.”

    Fox News Digital reached out to the University of Michigan, including the grant’s project leader, professor Marc Zimmerman, and Kate Barnes, a communications manager for the university’s Office of the Vice President for Research whose staff bio says she handles media relations for various projects, but did not immediately receive a response.

    Learning for Justice materials that included curriculum instruction for 8th graders, reviewed by Fox News Digital, categorized “Anti-Gay” and “Radical Traditionalist Catholic” under the same “hate group” banner as the “Ku Klux Klan,” “Neo-Nazi[s]” and “Black Separatist[s].”

    The same teaching materials directed students to SPLC’s “map of active hate groups,” part of SPLC’s broader hate-group tracking work that the organization has indicated was once supported by its now-disbanded informant program. The Department of Justice alleges that the program secretly funneled donor money to informants inside extremist groups, but SPLC has denied wrongdoing.

    Other Learning for Justice youth materials reviewed by Fox News Digital encourage students to take part in a “movement for justice” and include resources for nonviolent direct action, public rallies, social media campaigns and community organizing. Materials for grades 6-8 and 9-12 include tasks directing students to write letters to corporate or elected officials calling for action and organizing live social media chats to raise awareness for social justice issues.

    OpenTheBooks argued the dollar figures they uncovered may understate SPLC’s taxpayer-backed footprint because free classroom resources and teacher-training materials often do not show up in spending databases.

    “Open the Books only came upon the details of ‘Teaching Tolerance’ and the SPLC curriculum by submitting a FOIA request and waiting ten weeks. That suggests there could be plenty more indirect support for the nonprofit that’s not readily visible to taxpayers,” the watchdog’s report states. “Anecdotal evidence suggests that’s true,” it continues, pointing to a second investigation OpenTheBooks has been working on into the Pentagon’s K-12 public schools, which also turned up SPLC learning materials.

    A previous Fox News Digital report, citing an investigation by conservative nonprofit Defending Education, found SPLC’s Learning for Justice program had been integrated into K-12 lesson plans and materials in 169 school districts across 42 states and Washington, D.C., including in classrooms as early as kindergarten.

    Defending Education said the materials promoted themes including “anti-racism,” White privilege, White supremacy, “whiteness,” gender ideology, “queer theory,” and more.

    “Taxpayers have the right to know what groups, like the Southern Poverty Law Center, which has financed racial animosity, are doing with their money,” said John Hart, president of OpenTheBooks.

    Caroline Shinkle, a Republican candidate for New York’s 12 Congressional District, discusses her uphill battle to flip a deep-blue Manhattan seat.

    In Mayor Zohran Mamdani’s New York City, one Republican congressional candidate running in one of the bluest districts in the country says conservative principles can save the city from being “run into the ground.”

    “Mamdani does not represent where voters in my district are on the issues,” Caroline Shinkle, a Republican running in New York’s 12 Congressional District, told Fox News Digital. “He’s really gone from incompetence to active destruction, and we see this from the targeting of Ken Griffin to Goldman Sachs choosing to expand elsewhere, from socialism to antisemitism to crime to an out-of-control cost of living.”

    “This is no way to run a city unless you’re trying to run it into the ground,” she added.

    Shinkle said she believes voters in the deep-blue district are increasingly rejecting progressive politics as concerns over crime and the cost of living continue to grow.

    “We, as the people of Manhattan, cannot afford to elect another far-left politician to represent us in Congress, not when they represent the same failed thinking that has sent New York City into its spiral of decline,” she said.

    As the only Republican challenger, Shinkle is seeking to replace retiring Rep. Jerry Nadler, D-N.Y. She is a corporate lawyer and graduate of the Massachusetts Institute of Technology and Harvard Law School.

    “Common sense” conservative principles are exactly what the Big Apple needs, she said.

    “My candidacy is about reversing that trend line, and every Democrat running in this race will continue to add to the problem, whereas I will be part of the solution,” she said. “It is not political, it’s common sense, it is about survival and getting back to basics.”

    Shinkle said those principles are resonating not only with conservatives, but with voters across the political spectrum.

    “Our message of common sense economic empowerment is resonating with voters of all political affiliations throughout the district, Republicans, Democrats, and independents alike, because they understand that we are in a critical emergency situation,” she said.

    She pointed to Mamdani’s tax policies as a “pathetic attempt” to make the wealthy pay more, arguing they would drive people and businesses out of New York City.

    “Rather than building the tax base in the city, Mamdani’s pathetic attempt at forcing people to pay their ‘fair share’ is really translating to citizens paying their fair share of moving expenses to leave the city,” she said, adding that the situation has gotten “out of control” in New York City.

    “We just have to look at the reality around us,” she said. “Out-of-control taxes, out-of-control regulatory burdens, out-of-control rent, to out-of-control cost of living. Pro-criminal crime policies, condoning anti-Semitism. It’s nuts.”

    Mamdani’s “tax the rich” agenda has drawn heavy backlash since he took office in January, with Citadel CEO Ken Griffin pledging to boost investments in Florida instead.

    Shinkle said the policies punish successful businesses rather than encouraging them.

    “Taxation through appropriation. It’s time for him to drop-kick this un-American, anti-success worldview and start building a welcoming environment for New York businesses and families to thrive.”

    However, in a city with millions of taxpayers, Shinkle is making the case that costs should not be soaring and there’s “no reason why the cost of living has to be sky-high here in New York City.”

    In addition to taxes, Shinkle says constituents tell her that public safety is an issue not being addressed by Democrats and that New Yorkers deserve to ride public transportation and leave their houses without any fear.

    “Safe streets and being able to walk to dinner in the evening and take the subway without fearing for your life is good practice wherever you live,” she said. “You cannot have a vibrant economy if you’re too scared to go out and participate in the economy,” she added.

    Despite her love for the city, Shinkle said there has been a significant “deterioration of morale.”

    “New York City is where I’ve chosen to live my life and build my career,” she said. “I’ve been living here and working here in the district in New York 12, and I’ve seen the degradation of the city and the deterioration of morale here.”

    Shinkle said her “pro-growth, pro-business, pro-worker policies” will improve the lives of New Yorkers and keep the city a “global capital of enterprise.”

    “It is time to restore pro-growth, pro-business, pro-worker policies to dramatically improve quality of life here and to ensure that New York City remains the global capital of enterprise,” she said. “It’s time to shock the system and vote Caroline Shinkle to Congress in November.”

    As Republicans fight to hold their razor-thin House majority, Shinkle, who is the only Republican in the race, will automatically advance to the general election.

    Voters in New York’s 12 Congressional District will head to the polls on June 23 to choose between Democratic candidates, including George Conway, Jack Schlossberg, Micah Lasher and Alex Bores.

    Serbian police on Thursday found the body of a man stuffed in a barrel following his organized crime-linked shooting in a restaurant that led to the arrest of Belgrade’s police chief, prosecutors said.

    Serbian police and army were searching for Aleksandar Nesovic, known as “Baja,” who disappeared last week after Belgrade police chief Veselin Milic allegedly invited him to a restaurant called “27” to resolve mutual disagreements with two other men.

    But the meeting ended fatally as the man was “killed in a treacherous manner” by one of the two other men, according to prosecutors.

    Local media reports said the two had an argument before the shooting.

    Both the dead and the shooter were reportedly known Belgrade underworld figures.

    Milic and three of his police bodyguards helped the perpetrators after the murder, prosecutors said earlier.

    The alleged murder occurred overnight between May 12 and 13.

    An investigation was launched into 10 people, including Milic, over “aggravated murder and other criminal offenses.” The owner of the restaurant were among those arrested.

    On Thursday, Belgrade’s higher public prosecutor’s office said that a “body believed to be that of A.N., who was being sought, was found in a barrel” buried in the municipality of Indjija, some 25 miles northwest of Belgrade.

    The body will be sent for an autopsy and DNA analysis, they said in a statement.

    “We can confirm with 99.9 percent certainty that it is (Aleksandar) Nesovic … based on clothing,” Serbian President Aleksandar Vucic told the state-run broadcaster RTS later on Thursday.

    He pledged that the authorities will “deal with corrupt police officers.”

    “All those involved in protecting criminals will have to leave their posts,” he said.

    Prosecutors also said that 24 mobile phones, one fitness bracelet, two laptops and 10 vehicles were seized as evidence in the case.

    Local media reported that the incident was only made public after links to the media and social networks.

    “Information started to leak out and the authorities were forced to clarify the situation. There are many witnesses to what happened that night in Senjak,” Belgrade lawyer Ivan Ninic said in a TV interview.

    Milic was dismissed from his post after his arrest on May 15. He was remanded in custody for 30 days after questioning.

    Milic previously served as security adviser to President Vucic between 2018 and 2020, according to local media.

    我国羽毛球双打好手金羽佳星期五(5月22日)公开退役消息,结束11年的职业生涯。

    在星期五(5月22日)的PSB学院与新加坡羽毛球总会谅解备忘录签约仪式后,成为首批奖学金得主、将入读工商管理课程的金羽佳透露,自己上个月就已决定退役,只是还没对外公布消息。

    金羽佳出生于浙江杭州。2009年时,她的母亲、中国前国手杨年红来到狮城担任青年队教练,当时12岁的金羽佳也跟随母亲来到新加坡。

    之后,她入选新加坡国家队,代表我国在2022年伯明翰共运会斩获混团铜牌,并在2019、2021、2023、2025四届东运会上获得女团铜牌。

    谈及决定挂拍的原因,29岁的金羽佳说:“在新加坡(职业)打球的人也不是很多。按长远来看,目标也不是很明确。”

    金羽佳9岁开始打球,18岁时正式开启职业生涯。她坦言,这一路有快乐也有遗憾。“每次我们出国比赛,像东运、共运和亚运会这种大型比赛,印象都比较深刻。”

    她补充道:“我觉得(职业生涯)起起伏伏,有高点的时候,当然也有低谷的时候,但是既然决定退役了,那就往前看。”

    对年轻选手充满期待 未想好毕业后去向

    挂拍后,她也对年轻一代运动员充满期待。新加坡羽毛球公开赛(超级750赛)将在下星期二(5月26日)拉开帷幕,除男单的骆建佑和郑加恒,以及女单的杨佳敏外,我国还派出双打小将组合洼纯佑/高永杰,迎战印尼强档古塔马/伊斯法哈尼。

    金羽佳说,能看到年轻人加入国家队,“很为他们开心”。“新加坡公开赛很难进,他们如果能进比赛,就已经很好了。我希望他们不要这么轻易放弃,因为这条路不好走,但是既然选择了,就要坚持下去”。

    她还认为,比起曝光度更大的男女单选手,女双是一个“比较冷门的项目”,希望能获得更多重视。

    金羽佳说:“女孩子的速度力量不可以跟男孩子比,所以观感上没有这么好看。

    “每个人学球都是从单打入门,所以单打的曝光率相对比双打高一些,但我也希望全世界对双打能多一点重视,因为每个项目都不容易、都很难走。”

    金羽佳目前在帮助羽总筹备新加坡公开赛,接下来将修读工商管理课程,学制在两年到三年左右。对于毕业后的打算,她目前还没有太多想法。

    “先到处学习一下,然后看自己适合什么道路。目前没有考虑进入(新加坡队)教练组,但以后可能会改变。”

    Two Indian climbers have died on Mount Everest during a record-breaking period of ascents via Nepal’s southern route, as experts warn of overcrowding on the world’s highest peak.

    “They fell ill while descending at high altitude. We are working out how to retrieve the bodies,” Nivesh Karki, director at Pioneer Adventures, told AFP.

    He named them as Sandeep Are, who he said summited on May 20, and Arun Kumar Tiwari, who reached the peak on May 21.

    Nepal is home to eight of the world’s 10 highest peaks and welcomes hundreds of adventurers each spring.

    At least five climbers have died during this Everest season, including the two Indians and three Nepalis. A U.S. and a Czech climber died on Mount Makalu earlier this month.

    Nepali climber Kami Rita Sherpa, who scaled Everest for a record 32nd time earlier this month, returned to the capital Kathmandu on Friday, where he expressed concern about the experience of some climbers.

    Pictures posted by climbers show a long line of people climbing up fixed ropes, queueing in the icy, low-oxygen high-altitude zones.

    “It was very crowded this year compared to last year because there was more clients,” Kami Rita Sherpa told reporters at Kathmandu airport after flying back from the mountain. “There is a need for authorities to control this number.”

    “They should let in only climbers of quality — there should be a limit,” he told AFP.

    Records tumble

    On Thursday, a record number of climbers reached the 8,849-metre (29,032-foot) Himalayan peak from the Nepali side, according to tourism officials, who gave a preliminary total of 275 pending final confirmation.

    The peak can be tackled from both Nepal and the northern face in Tibet, but Chinese authorities have closed the latter route this year.

    The Guinness Book of World Records lists the highest number to climb Everest in a single day as 354, in May 2019.

    Nepali tourism officials said the final number will be tallied after the climbs are verified, which require photographs and statements from the climber’s expedition company and guides.

    Among the successful climbers on Friday was British guide Kenton Cool, who reached the top for the 20th time — extending his own record for the most ascents of the world’s highest peak by a non-Nepali.

    The high number of climbers has rekindled concerns about overcrowding on the mountain — especially if poor weather shortens the climbing window.

    Approximately 600 people — including guides — have summited Everest since the start of this year’s spring climbing season in April.

    This year’s Everest climbing season began late because of the risk from a huge serac hanging over the key route to the summit.

    Mountaineering experts often criticize Nepal for letting many people try to scale Everest at the same time, which can produce risky congestion at some points. As a result, Nepal has imposed tighter controls and higher fees.

    Thousands of people have climbed the peak since it was first scaled on May 29, 1953, by New Zealander Edmund Hillary and Sherpa guide Tenzing Norgay.

    Ebola treatment center in Congo set on fire as fear and anger over disease’s spread grow

    Bunia, Congo— People set fire to an Ebola treatment center in a town at the heart of the outbreak in eastern Congo on Thursday after being stopped from retrieving the body of a local man, a witness and a senior police officer said, as fear and anger grow over a health crisis that doctors are struggling to contain it.

    The arson attack in Rwampara reflects the challenges of health workers trying to curb a rare Ebola virus by using stringent measures that might clash with local customs, such as burial rites. The disease has been spreading for weeks in a region lacking in adequate health facilities and where many people are on the move to escape armed conflicts.

    The bodies of those who die from Ebola can be highly contagious and lead to further spread when people prepare them for burial and gather for funerals. The dangerous work of burying suspected victims is being managed wherever possible by authorities, which can be met by protests from victims’ families and friends.

    The center in Rwampara was burned by local youths who became angry while trying to retrieve the body of a friend who had apparently died of Ebola, according to a witness who spoke to The Associated Press by telephone.

    “The police intervened to try to calm the situation, but unfortunately they were unsuccessful,” said Alexis Burata, a local student who said he was in the area. “The young people ended up setting fire to the center. That’s the situation.”

    An AP journalist saw people break into the center and set fire to objects inside and also to what appeared to be the body of at least one suspected Ebola victim that was being stored there. Aid workers fled the treatment center in vehicles.

    Deputy Senior Commissioner Jean Claude Mukendi, head of the public security department in Ituri Province, said the youths had not understood the protocols for burying a suspected Ebola victim.

    “His family, friends, and other young people wanted to take his body home for a funeral even though the instructions from the authorities during this Ebola virus outbreak are clear,” Mukendi said. “All bodies must be buried according to the regulations.”

    Hama Amadou, field coordinator for the humanitarian organization ALIMA, which had teams working at the center, said later that calm had been restored and that aid teams were continuing their work at the center.

    The flash of anger underlined the complications faced by both Congolese authorities and an array of aid agencies trying to stem an outbreak that the World Health Organization has declared a public health emergency of international concern.

    WHO Director-General Dr. Tedros Adhanom Ghebreyesus said on social media Friday that “there are now almost 750 suspected cases and 177 suspected deaths” in Congo and two confirmed cases and one death reported” in neighboring Uganda.

    But the WHO has said the outbreak is almost certainly much larger and has also expressed concern over the speed of the spread.

    “We are still in the phase where we are intensifying the investigation, searching for cases,” said Jean Kaseya, Director-General of the Africa Centers for Disease Control and Prevention. “I expect the number of cases to increase as surveillance becomes more and more rigorous.”

    The risk of the outbreak spreading globally is low, the WHO has said, but high regionally with the Ituri Province at the center of the outbreak bordering Uganda and South Sudan.

    Early detection of the virus is key in saving lives, but the region’s already weak health infrastructure and surveillance capacity has been further weakened by international aid cuts, experts say. There are over 920,000 internally displaced people in Ituri Province, according to the U.N.

    Armed conflict in the region further complicates efforts to handle the crisis. Local leaders said an attack by ISIS-linked militants killed at least 17 people on Tuesday in Alima, a village in Ituri.

    Health workers and aid groups have said they are in dire need of more supplies and staff to respond. Also, there is no available vaccine or medicine for the Bundibugyo strain responsible for the outbreak.

    An expert said this week it would be at least six to nine months before one would be available.

    “The priority now is act quickly and work closely with communities, as the coming days are critical,” said Ariel Kestens, the head of the International Federation of Red Cross and Red Crescent Societies delegation in Congo.

    Ebola is highly contagious and spreads in people through contact with bodily fluids such as vomit, blood, feces or semen. Symptoms include fever, vomiting, diarrhea, muscle pain and at times internal and external bleeding.

    The virus spread undetected for weeks following the first known death in late April as Congolese health authorities tested for a different Ebola virus more commonly responsible for outbreaks in the country. Health officials have not yet found “patient zero,” according to the WHO.

    The scale of the outbreak so far suggests it “started probably a couple of months ago,” said Anaïs Legand, a viral hemorrhagic fevers expert at the WHO.

    The U.S. government has placed restrictions on any travelers who have visited Congo, Uganda or South Sudan in the previous 21 days, barring foreign visitors among them from entering the U.S. and requiring U.S. citizens and permanent residents to be diverted to Washington Dulles International Airport for screening.

    India and the ⁠African Union said Thursday that the ⁠India-Africa ⁠Forum Summit, scheduled to be held next week in ‌New Delhi, had been postponed due to ⁠the “evolving health situation in parts of Africa.”

    On Wednesday, Congo’s soccer team canceled a three-day World Cup preparation training camp and a planned farewell to fans in the capital Kinshasa because of the Ebola outbreak.

    Army leaders signaled Wednesday that drone-heavy warfare and recent conflicts in Ukraine and the Middle East are reshaping the service’s aviation and missile defense strategy, driving new scrutiny of helicopter programs and costly Patriot interceptor systems.

    The comments come as the Army’s fiscal year 2027 budget request sharply cuts the funding request for helicopter procurement, including reducing Apache funding from roughly $361.7 million to about $1.5 million, Black Hawk funding from about $913 million to roughly $39.3 million and Chinook procurement from roughly $629 million to about $210 million, while increasing investment in drones, autonomy and low-cost battlefield technologies.

    The transformation push is already extending beyond procurement. The Army previously announced plans to cut roughly 6,500 active-duty aviation positions over fiscal years 2026 and 2027 — including pilots, flight crews and maintainers — as leaders shift resources toward unmanned systems and drone warfare.

    It remains unclear whether the procurement reductions ultimately will shrink aviation fleet sizes, extend the service life of aging aircraft or delay planned replacement cycles.

    Army leaders suggested the battlefield lessons driving the changes are already shaping budget decisions, as the service redirects money away from some traditional aviation programs toward drones, autonomy and low-cost mass systems.

    “Absolutely, as we look across the aviation portfolio … we’re re-looking that,” Assistant Army Secretary Brent Ingraham said during a Pentagon media roundtable Wednesday.

    Ingraham said the Army is reassessing how traditional manned aircraft fit alongside larger unmanned systems increasingly capable of missions once handled by helicopters.

    The proposed aviation cuts already have drawn concern on Capitol Hill.

    During a recent Senate Armed Services Committee hearing May 12, Sen. Mark Kelly, D-Ariz., warned that the Army’s budget request included “zero H-64 Apaches, zero Chinook Block IIs and one UH-60 Black Hawk,” arguing the service was divesting critical capabilities before validating replacements.

    “Your department’s budget request cuts over $5 billion from the industrial base in the aviation sector alone, effectively shutting down all current Army aviation platforms,” Rep. Rosa DeLauro, D-Conn., top Democrat on the Appropriations Committee, pressed War Secretary Pete Hegseth during a May 12 House Appropriations hearing. “How did the department arrive at the conclusion that reducing procurement for these Army aviation platforms strengthens rather than weakens the aviation industrial base?”

    Hegseth acknowledged the Pentagon was reconsidering parts of the plan.

    “There are some very good things in the Army Transformation Initiative, and there are some things that we’ve needed to get another look at,” Hegseth told lawmakers during a House hearing after facing questions about the scale of the aviation cuts.

    Hegseth said Pentagon leaders were focused on ensuring the Army does not create “aviation capability gaps” as it transitions toward more unmanned systems and next-generation technologies.

    ‘EYES IN THE SKY’: ARMY DRONE EXPERT EXPLAINS US STRATEGY ON INNOVATION AS GLOBAL CONFLICT LOOMS

    Army leaders said the rapid spread of cheap drones is forcing the Army to rethink how it buys and fields aircraft, missile defenses and battlefield technology.

    “We know we don’t want to continue to use a Patriot missile to shoot down a cheap drone,” Ingraham said. “You’ve got to get on the right side of the cost curve.”

    The concern has become increasingly urgent after the U.S. and its allies burned through large numbers of expensive missile defense interceptors during the Israel-Iran conflict and broader Middle East operations, fueling Pentagon concerns about stockpile depletion and the long-term sustainability of relying on multimillion-dollar defensive systems against cheap drones and missiles.

    Officials also described a new allied drone and counter-drone procurement marketplace designed to speed foreign military sales and standardize interoperable systems across partner nations. Driscoll compared the effort to “an Amazon for war.”

    Officials said the marketplace is expected to become available to roughly 25 U.S. allies and partners worldwide, initially focused on drone and counter-drone systems before potentially expanding to additional capabilities and countries.

    The platform will for now only allow allies to buy U.S. capabilities.

    US DRAINS CRITICAL MISSILE STOCKPILES IN IRAN WAR AS YEARSLONG REBUILD LOOMS

    The Army also is launching a rapid competition to develop low-cost interceptors designed to counter drones and cruise missiles without exhausting multimillion-dollar Patriot missile stocks.

    Ingraham said companies will have roughly 120 days after an upcoming industry event to demonstrate technologies ranging from rocket motors and seekers to fully integrated interceptor concepts.

    “Even if you don’t have it all on the ground … bring it,” he said.

    The transformation effort reflects growing concern inside the Pentagon that cheap drones, autonomous systems and mass-produced weapons are rapidly changing the economics and survivability assumptions of modern warfare, particularly after conflicts in Ukraine and the Middle East exposed vulnerabilities in traditional armored and aviation-heavy battlefield concepts.

    Army leaders increasingly suggest future wars will rely less on small numbers of expensive manned platforms and more on large quantities of cheaper, networked and rapidly replaceable systems capable of surviving in drone-saturated battlefields.

    Army Secretary Daniel Driscoll said at the roundtable that the service is attempting to overhaul what leaders view as decades of broken acquisition practices that left the Army too slow to adapt to rapidly changing battlefield conditions.

    “How do we dig down deep into the system to change the broken processes that have led to so many bad outcomes over the last 30 years?” Driscoll said.

    Driscoll said the Army had lost Congress’s trust after decades of acquisition failures and budget overruns.

    “The United States Army had in some ways lost Congress’s trust over the last 30 years that we could do big new projects, keep them on time, keep them on budget,” he said.

    He later referenced the Army’s now-canceled M10 Booker armored vehicle program as an example of the type of procurement failure leaders are trying to avoid.

    “When we go to Congress and say, ‘Hey, trust us to develop a new platform. This one will not turn out like the Booker tank,’” Driscoll said.

    Driscoll argued the Army already is trying to field new capabilities on dramatically accelerated timelines more similar to wartime adaptation cycles seen in Ukraine than traditional Pentagon acquisition schedules.

    “When Operation Epic Fury kicked off, we were able to on day five go start the process to purchase 13,000 Merops counter-drone interceptors,” Driscoll said.

    “By day 10, we had contracted for something we had never purchased before,” he added. “They were starting to flow into theater in the thousands by day 20.”

    Army officials also said the service is trying to rapidly improve how weapons systems, sensors and battlefield networks communicate with one another after studying Ukraine’s ability to quickly integrate commercial and military technologies during the war.

    “The Ukrainians were highlighting to us how their open architecture system allowed information to pass between nearly all of their sensors and radars,” Driscoll said. “That empowered so many things that they could do that we just can’t do yet.”

    “At this exact moment at Fort Carson, there are 450 developers and programmers jailbreaking all of our equipment,” he added.

    “I’m cautiously optimistic within a month from now we will have jailbroken literally hundreds of pieces of equipment.”
