    Utility companies to spend $1.4 trillion over the next 5 years amid data center boom

    U.S. utility companies are planning to invest $1.4 trillion over the next five years to update the nation’s ailing power grid as the data center boom intensifies the need for electricity.

    That’s according to a new report released Tuesday by the nonpartisan nonprofit consumer education organization PowerLines, which analyzed capital spending plans from 51 investor-owned utilities. A majority of those companies, which serve 250 million U.S. customers, cited data centers as a top driver of capital expenditures in their earnings reports.

    Developers are rushing to build power-hungry data centers across the country as tech companies look to expand capacity for artificial intelligence computing. The boom has sparked local opposition from communities that fear rising electricity demand will result in higher utility bills.

    U.S. data centers consumed more than 4% of the country’s total electricity in 2023, according to the MIT Energy Initiative. That could rise to 9% by 2030, the research group projects.

    Impact on consumers

    Strengthening the grid against severe weather and replacing aging infrastructure were among the reasons utilities cited for future investments, according to the PowerLines report. The $1.4 trillion that the utilities plan to spend over the next five years is an increase of more than 20% from their 2025 projections.

    Capital expenditure plans require approval from state utility regulators. The projected rise in spending could also translate into bigger bills for consumers, as utilities often pass costs onto households in the form of rate hikes, according to PowerLines. That means Americans could see their electricity bills go up at a time when they are already feeling squeezed by rising energy costs.

    A separate report from PowerLines earlier this year found that 56 million Americans will face higher utility bills due to a series of rate hikes regulators approved in 2025. Average residential electricity prices are projected to increase 5.1% this year, according to data from the U.S. Energy Information Administration.

    If that trend continues, the nonprofit predicts residential customers could end up footing the bill for nearly half of planned utility capital spending from the 51 investor-owned utilities, or around $0.7 trillion.

    While the threat looms large, rate increases are not inevitable, according to PowerLines. The nonprofit said it will be up to state regulators to conduct effective oversight of utilities’ spending plans to ensure the cost burden doesn’t fall too heavily on customers. Data centers can also play a role.

    “New electricity consumers such as data centers can actually apply downward pressure on rates by providing utilities more sources of revenue while spreading fixed costs over a larger customer base,” the report says.

    Body camera video released Monday shows a St. Louis police officer fatally shooting a 17-year-old in the back of the head as he fled, contradicting an earlier police statement that the teen pointed a gun at officers.

    “We recognize that the use of deadly force is difficult for everyone involved and for the community,” said St. Louis Police Department spokesperson Mitch McCoy in a statement acknowledging the new video. “We are committed to being as transparent as possible, even in dynamic and rapidly evolving situations.”

    Al Watkins, an attorney for the family of Emeshyon Wilkins, obtained the video as part of the discovery process in a federal lawsuit against the police department. Watkins said his office tried and failed to get the video through a records request.

    “They fought that video issue for over a year,” Watkins told The Associated Press. “We had to file a federal lawsuit to get it. That’s not transparent. That’s not integrity. Indeed, it’s irresponsible.”

    In a statement, Watkins said residents of St. Louis and broader Missouri, as well as Wilkins’ family members, “deserve better than this.”

    “The nation is watching. Indeed, the world is looking at St. Louis. It is a vulnerable time in the U.S., one which requires adults in the room to act responsibly and without delay or gamesmanship,” Watkins said, adding that “time is of the essence” and “the lives of our children are at stake.”

    Wilkins’ family said authorities still have not provided a full explanation as to what happened.

    “I’m still waiting, I need answers,” Wilkins’ mother, Shaina Wilkins, told CBS affiliate KMOV. She told the outlet that her son “should still be here.”

    Wilkins was shot and killed in June 2024, just two weeks after he turned 17. He had no prior criminal history, Watkins said. Wilkins was Black.

    Police said it all started when detectives attempted to stop an SUV that was reported stolen. Police said there was a brief pursuit; Watkins described it as a slow-speed chase. He said the SUV was only going around 10 mph.

    The pursuit ended with Wilkins fleeing the vehicle on foot, with two officers in pursuit. One officer held a taser; another a firearm, the suit says.

    The video shows the officer armed with a gun yelling at the teen to get on the ground as he raises the firearm. The officer can be heard telling the teen to drop a gun. The teen keeps running, and then the officer fires.

    One of the four bullets struck the teen in the back of the head, killing him, the suit says. In the teen’s pocket was a firearm, but it was disassembled, in multiple pieces, and incapable of being fired, the suit says.

    The video didn’t show the teen holding the firearm in his hand or pointing it at the officer.

    “There was no threat to the public, and you look at the video, and there were no furtive movements,” Watkins said.

    Police acknowledged Monday, following the release of the video, that “information provided by a third-party to investigators in the immediate aftermath of the incident was not consistent with the actual events or what was initially shared with the community.”

    The department said it has updated its internal protocols since the shooting “to better position [St. Louis Police] to provide accurate and timely information.” Now, a member of the department’s body-worn camera unit “responds directly” to the scene so that investigating commanders can review footage before receiving detailed accounts from the public.

    “In this case, an earlier review of body-worn camera footage would have provided greater clarity than what was available in the initial moments following the incident,” the statement says.

    St. Louis still bears the scars from the 2014 fatal shooting by a white police officer of 18-year-old Michael Brown — who was Black and unarmed — in the St. Louis suburb of Ferguson. Some witnesses said Brown had his hands up in surrender. The Ferguson officer was cleared of wrongdoing and resigned, and Brown’s death led to months of protests.

    Watkins said the public was assured change would happen. But now he said the police officer who killed Wilkins was placed on desk duty, with pay. He questioned why the process is taking so long.

    “The family needs answers, and the only way answers can be given is if there is justice that is open and transparent,” Watkins said.

    The St. Louis Circuit Attorney’s Office said it received the police investigative report in October. But the statement says the office also completes its own “review of the evidence and law to determine whether there is a basis for criminal liability.”

    “The CAO is committed to reviewing each matter as expeditiously as possible while ensuring that all available evidence and legal considerations are carefully and thoroughly evaluated,” the statement says.

    A government watchdog is accusing the Obama administration’s Environmental Protection Agency (EPA) of pre-determining the legal basis for its climate framework.

    In an amicus filing before the Ninth Circuit Court of Appeals, Government Accountability and Oversight (GAO), a nonpartisan nonprofit, and Protect the Public’s Trust (PPT), another government accountability watchdog, unearthed communications from inside the EPA in 2009.

    Those communications, the GAO argued, show that climate-minded officials treated Obama’s Endangerment Finding as a foregone conclusion and later used it as the foundation for vehicle emission standards, power plant regulations and permitting restrictions. In particular, GAO pointed to communications from Lisa Heinzerling, who served as the climate policy counsel at the EPA at the time.

    In a 2009 email, she claimed the right findings would create a legal mandate for regulation.

    “We expect to be able to issue a proposed finding of endangerment for greenhouse gases within the next 100 days,” Heinzerling wrote on Feb. 8. “Within the same document, we expect to find that certain major categories of greenhouse gases — in particular motor vehicles — cause or contribute to air pollution which endangers public health and welfare.”

    “An endangerment finding … will trigger regulatory obligations under the Clean Air Act,” Heinzerling added.

    Her email was sent just two weeks after President Barack Obama’s inauguration.

    Michael Chamberlain, the director of Protect the Public’s Trust, said the communications appear to telegraph a pre-determined outcome.

    “The records from that time period merely confirm what many had suspected. The Obama administration’s Endangerment Finding was flawed from the start. It is clear that the new EPA appointees entered office determined to enact this massive bureaucratic overreach,” Chamberlain said.

    The unearthed communications come as the Trump administration has made moves to end Obama-era energy regulations.

    In February, EPA Administrator Lee Zeldin announced the agency would be rescinding the 2009 Endangerment Finding.

    “[It] has been the source of 16 years of consumer choice restrictions and trillions of dollars in hidden costs for Americans,” Zeldin said in a February press release.

    However, the Trump administration’s effort ran into legal challenges from a handful of organizations, including the American Public Health Association, the American Lung Association and the Environmental Law & Policy Center.

    They argued that Trump is arbitrarily trying to suspend scientific findings. The matter is currently before the Ninth Circuit Court of Appeals.

    Despite the ongoing debate over the Trump administration’s efforts, the GAO believes the origins of the Endangerment Finding itself should be enough to decide the matter.

    In its amicus brief, GAO continued to highlight what it saw as a process inconsistent with deliberative requirements under the Administrative Procedure Act (APA).

    GAO highlighted another memo from Heinzerling — this time to President Obama.

    “We have a political fraught but scientifically and legally straightforward decision ready to go: that greenhouse gases endanger public health and welfare and that mobile sources contribute to the pollution that is dangerous,” Heinzerling wrote in March 2009.

    In a separate memo to the White House, EPA Administrator Lisa Jackson urged the president to issue the Endangerment Finding for political reasons.

    “If Earth Day passed without a finding, the domestic and foreign criticism would begin immediately and mount steadily. When, eventually, your administration makes the finding — something that, I will be so bold to say, is a near-certainty — it would be described as more the result of criticism than of leadership,” Jackson wrote.

    The GAO’s filing blasted the phrasing.

    “There is no evidence that at any time it was an open question whether the Endangerment Finding would be issued,” the GAO wrote.

    Neither Heinzerling nor Jackson responded to Fox News Digital’s requests for comment.

    Brian Hooker, whose wife Lynette disappeared during a nighttime boat ride in the Bahamas, told CBS News he wants to believe his wife is still alive and plans to go back out to look for her as soon as possible.

    “I won’t be able to stop looking,” Hooker said, getting emotional, adding that “someone with more authority” will have to tell him to stop.

    He responded, “I want to,” when asked if he believes Lynette is still alive.

    Hooker, 59, was arrested by Bahamian authorities last Wednesday for questioning about his wife’s disappearance, his attorney, Terrel Butler, told CBS News. Hooker has denied any wrongdoing. He was released from custody Monday night, five days after being detained.

    Lynette Hooker, 55, has not been found. The Royal Bahamas Police Force said last week that search and rescue operations had turned into search and recovery.

    Brian Hooker, however, still expressed optimism Lynette could be alive.

    “I believe I’ve been told that people have lasted in the Bahamas after falling overboard for days and even weeks,” he told CBS News on Tuesday.

    “There are so many islands, there are so many sandbars, little atolls and spits of land,” he continued. “Of course you think about alternatives to that, but I’m not really capable of just turning away from this.”

    Couple has long history of sailing

    The Hookers, from Grand Rapids, Michigan, were known to be avid sailors. Brian Hooker told CBS News the pair had been sailing for more than 12 years and being together on the water was “fantastic.”

    “We we’re more like co-captains,” he said. “There are certain jobs that I did, and certain jobs that she did, because there’s a big enough boat that it takes two people to really to run efficiently.”

    The boat, called Soulmate, is 46 feet long, with two bedrooms and two bathrooms. “She’s our floating home,” he said. “We’ve been on her for four years now.”

    He told authorities that Lynette fell from their 8-foot dinghy — not the larger ship — on the evening of April 4, while they sailed from Hope Town to Elbow Cay. He said powerful currents swept her away, along with the keys to their dingy, which cut power to its engine and prevented him from reaching her.

    Police said Brian Hooker paddled to the island of Abacoa, where he docked at the Marsh Harbor Boat Yard around 4 a.m. Sunday, April 5. Police said he told someone that his wife was missing, and that person then informed authorities.
