    Major shippers, including UPS, FedEx and DHL, have filed claims for tariff refunds with U.S. Customs and Border Protection (CBP), which on Monday launched a portal through which businesses can request money back for some of the import duties they had paid under the Trump administration.

    The companies also pledged to return money to customers who shouldered added tariff costs tied to President Trump’s International Emergency Economic Powers Act, or IEEPA, tariffs. In February, the Supreme Court ruled that the IEEPA tariffs had been illegally imposed.

    A UPS spokesperson on Tuesday confirmed that it is filing claims for refunds on qualifying tariffs through CBP’s so-called CAPE portal. The shipper also told CBS News that once the federal government approves the claims and issues refunds, it will reimburse customers who paid the levies.

    Only the importer of record, or IOR, can request refunds through the CAPE portal, meaning that individual consumers cannot file claims.

    “For shipments where UPS was the IOR, we will work to request and retrieve IEEPA tariff refunds from CBP on our customers’ behalf,” UPS said in a statement on its website. “There is no need for those customers to contact UPS. After we receive the funds from CBP, we have established a process to issue refunds to the payors.”

    CBP said it will deliver refunds to successful applicants within 60 to 90 days of claim approval.

    “UPS cannot issue IEEPA tariff refunds to payors until we receive the funds from CBP,” UPS said in guidance on its website.

    FedEx, DHL refund plans

    FedEx also said it plans to repay customers who bore the cost of the levies.

    “Our intent is straightforward: if refunds are issued to FedEx, we will issue refunds for IEEPA tariffs paid to the shippers and consumers who originally bore those charges,” the company said on its website.

    FedEx is submitting declarations for eligible entries for which it served as a customs broker, and said it will work “expeditiously” to issue refunds to customers once CBP makes FedEx whole.

    DHL, which also started submitting claims as soon as the portal opened on Monday, said that as it receives refunds, it “will pass the refund to the party that originally paid the duties.”

    The shippers did not disclose the total amounts of the refunds they are seeking.

    Mr. Trump on Tuesday suggested he could favor firms that decline to seek refunds, after the Supreme Court’s ruling striking down the tariffs. He told CNBC that he will “remember” U.S. companies that don’t submit CAPE declarations.

    He also said it would be “brilliant” if firms didn’t ask the federal government for refunds.

    Waiting for refunds

    Kacie Wright, manager of Houghton Horns, a Keller, Texas-based musical instrument retailer, said she faced added costs from Mr. Trump’s tariffs but isn’t authorized to submit a claim for refunds. Instead, she has to wait for CBP to return money to shippers who acted as the importers of record on the company’s behalf.

    “We used services like UPS or DHL, which are the importers of record,” she told CBS News. “So they need to get refunds, which they’ll then pass on to us.”

    Wright said she’s grateful that shippers have pledged to pass on refunds to customers like herself. Still, she said nothing is guaranteed until the money is in the bank.

    “I hope they process the refunds. I hope they get it done,” she said.

    A new lawsuit alleges that Meta, the parent company of Facebook and Instagram, misled users about the company’s efforts to prevent scams on its platforms.

    The Consumer Federation of America (CFA), a nonprofit advocacy group that filed the complaint in Washington, D.C., superior court, alleges Meta failed to block ads that could pose a risk to users while charging those advertisers more to display their content.

    “Meta has adopted policies and practices that it knows allow scam advertisements to proliferate on its platforms while simultaneously profiting off those ads at its users’ expense,” CFA states in the suit.

    The group also accused Meta of downplaying the scale of fraud on its apps, creating a “false impression of safety” for users.

    “As Americans lose more and more money to online scams, Meta has consistently chosen to prioritize profit over the safety of their users,” Ben Winters, director of AI and data privacy at the CFA, said in a statement.

    CFA alleges that Meta’s actions violate a Washington, D.C., consumer protection law. The group is seeking damages and to recover what it claims were illegal profits the tech giant earned from its ads.

    A Meta spokesperson said CFA’s allegations “misrepresent the reality of our work” and that the company aggressively combats scams on its platforms.

    “Last year alone, we removed over 159 million scam ads, 92% of which we took down before anyone reported them, and took down 10.9 million accounts on Facebook and Instagram associated with criminal scam centers,” the spokesperson told CBS News in an email.

    Meta also continues to invest in new technologies to combat securities investment and other scams, the company said.

    Florida opens criminal investigation into OpenAI over ChatGPT’s alleged role in FSU shooting

    Florida’s attorney general announced Tuesday that his office has launched a criminal investigation into OpenAI after reviewing conversation logs between its generative AI chatbot, ChatGPT, and a Florida State University student accused of killing two people and wounding several others after opening fire on campus last April.

    “My prosecutors have looked at this and they’ve told me if it was a person on the other end of that screen, we would be charging them with murder,” Attorney General James Uthmeier said during a news conference Tuesday. The shooting suspect, Phoenix Ikner, has pleaded not guilty to two counts of first-degree murder and seven counts of attempted first-degree murder. His trial is scheduled to begin in October, court records show.

    Uthmeier said his team determined that ChatGPT offered “significant advice” to the alleged shooter, advising him on what type of gun to use and whether it would be effective at short range.

    He said Florida is issuing subpoenas to OpenAI requesting records of the company’s policies and training materials for when users make threats to harm themselves or others. The office is also subpoenaing training materials regarding cooperation with law enforcement and policies for reporting possible crimes.

    An OpenAI spokesperson said in a statement to CBS News on Tuesday that the company identified an account believed to be associated with Ikner and shared it with law enforcement. The company said that ChatGPT “did not encourage or promote illegal or harmful activity” and that the bot provided factual responses to questions with information that could be found in public sources on the internet.

    “Last year’s mass shooting at Florida State University was a tragedy, but ChatGPT is not responsible for this terrible crime,” OpenAI said in its statement.

    The company said it will continue to cooperate with authorities and is continuously working to strengthen safeguards, detect harmful intent and limit misuse.

    Chat logs shared by the Florida State Attorney’s Office with CBS News reveal messages between the suspect and ChatGPT in which Ikner asked about the lethality of certain shotgun shells, if school shooters were sent to maximum security prisons, and whether three shooting victims at FSU would garner media attention.

    He also queried the bot about the busiest time at the FSU student union, where the deadly shooting later took place.

    WASHINGTON, April 21 (Reuters) – U.S. Transportation Secretary Sean Duffy said he was seeking $10 billion from Congress for the next phase of a massive effort ​to modernize America’s aging air traffic control system and reduce systemic flight disruptions.

    Last ‌year, Congress awarded $12.5 billion for the project to replace outdated technology and boost understaffed air traffic control towers. Much of the new proposed spending is to develop new software that could help make air travel much more ​efficient, Duffy told Reuters in an interview.

    “The real magic truly is the software to ​manage the airspace,” he said.

    The FAA’s air traffic telecom system has been hit ⁠by a series of failures, including serious outages covering Newark airport traffic last year. The initial $12.5 billion ​followed decades of complaints over airport congestion and flight delays due in large part to creaky ​technology and understaffed towers.

    The FAA in March was twice forced to halt all traffic to the Washington area’s three airports for more than an hour because of issues with aging technology.

    Duffy has requested more money for tower improvements ​and surface awareness technology. He has previously said he wants $19 billion more, but is asking Congress ​for $10 billion of that total.

    Airlines often schedule traffic in excess of FAA capacity. Duffy noted he can look out ‌45 ⁠days and see schedules 50% above capacity.

    New software would allow the FAA to move flights to avoid delays. “This tool lets us see and then spread flights in a way that allows for way less disruption,” Duffy said. “We could fix this.”

    A 2023 report said the FAA’s communications system has been ​outdated for years and ​it can no longer ⁠get spare parts for many systems. Of the FAA’s 138 air traffic control telecoms systems, 51 were unsustainable, a separate report said.

    At an event ​on Tuesday, Duffy said the FAA has already replaced nearly 50% of ​all copper ⁠wires, converted 270 radio sites nationwide, installed new surface awareness systems at 54 airports and transitioned 17 towers to electronic flight strips.

    “Rebuilding the infrastructure of our aviation system is not too big for America. ⁠We can ​actually get this done,” Duffy told an aviation audience.

    The ​FAA said by the end of 2028, airports will have 5,000 new high-speed network connections on fiber, satellite and wireless, ​27,000 new radios and 612 state-of-the-art radars.

    President Donald Trump on Tuesday endorsed the CEO of a sticker company—who once fought local officials to keep a massive pro-Trump sign on his factory—to fill the House seat of outgoing Rep. Elise Stefanik, R-N.Y.

    In a move that defied the preferred nominee of the New York GOP, Trump threw his support toward Anthony Constantino over Assembly member Robert Smullen.

    “It is my Great Honor to endorse America First Patriot, Anthony Constantino, who is running to represent the fantastic people of New York’s 21st Congressional District,” Trump wrote on Truth Social.

    Constantino, the CEO of Sticker Mule, gained national attention after installing a 100-foot “Vote for Trump” sign atop his manufacturing facility in Montgomery County, New York, prior to the 2024 election.     “Anthony has been such a Great Supporter that he actually put up a somewhat ‘controversial’ sign, against strong opposition, in my honor. The sign is still there!” Trump wrote.

    Speaking to reporters in Albany shortly after the announcement, Smullen accused Roger Stone of duping the president into a rushed endorsement. Smullen argued that Stone, who advises Constantino, had misled the president, the New York Post reported.

    “A consultant got to the president, someone who is being paid by my opponent, and I think the president’s made a mistake,” Smullen said, adding that Trump needs to hear “the facts.”

    Constantino, a formerly registered Democrat, was inspired to run for Congress following the first assassination attempt against Trump in Butler, Penn. He previously told Fox News Digital that the president “doesn’t deserve all the hate directed at him,” adding that Trump’s supporters don’t deserve it either.

    Stefanik’s seat became open after a shifting series of political moves.

    After a gunman killed eight children, seven of them his own kids, in Shreveport, Louisiana on Sunday, advocates are urging policymakers to close “dangerous gaps” in legislation aimed at preventing fatal domestic violence crimes. The tragedy has also brought a renewed focus to the ways in which domestic violence and firearm deaths are connected.

    “The nexus between gun violence and domestic violence is one of the most well-established and horrific realities of America’s gun violence crisis,” said Sam Levy, director of policy advocacy at the nonprofit Everytown for Gun Safety.

    Decades of research and data show a woman is five times more likely to be killed in a domestic violence situation if a gun is involved, with similar risks extending to kids. Firearm injuries are the leading cause of death among children and teens in the United States, according to statistics that are widely cited by organizations like the Children’s Hospital Association and the Johns Hopkins Center for Gun Violence Solutions, in addition to Everytown.

    Police said the Shreveport attacker also seriously wounded two women, one of whom was his wife. A neighbor told The Associated Press that the women were the children’s mothers, and that the gunman and his wife had recently been arguing about their planned separation.

    It was the nation’s deadliest shooting in more than two years, and local officials characterized it as one of the worst days Shreveport had ever experienced. They also acknowledged that the shooting exemplified the most devastating outcome of a known issue in the community.

    Shreveport councilmember Grayson Boucher on Monday referred to “a true epidemic of domestic violence” in the city as “something that should be a top priority of the city’s administration, the city council and law enforcement.” Shreveport Mayor urged people to lean on community resources like a domestic violence shelter recently established by the sheriff’s office, while councilmember Tabatha Taylor stressed the need to take domestic violence seriously.

    “These are the residual effects of what happens if we’re not paying attention,” Taylor said.

    Almost 5.4 million Americans reported being victims of domestic violence over the last five years, according to the Bureau of Justice Statistics, and the vast majority were women, CBS News previously reported. In the United States, data also show that access to guns can make such incidents more likely to turn deadly.

    Former congresswoman Gabby Giffords, who founded a gun violence prevention organization after she was severely wounded in a mass shooting in 2011, pressed leaders in Louisiana and Washington to “act now” to enact reforms. Her organization, which gave Louisiana a failing grade in its latest annual Gun Law Scorecard, noted that the state has some of the weakest gun laws in the nation — as well as some of the highest rates of deaths involving firearms.

    Louisiana has enacted legislation in recent years to help protect survivors of domestic violence, including by banning people convicted of domestic abuse or battery from possessing firearms. Although federal law already prevented most people convicted of domestic abuse from owning guns, it did not cover all types of relationships, nor was it reliably enforceable without additional state-level policies, according to Everytown for Gun Safety.

    “Unfortunately, Louisiana has other dangerous gaps that make those laws un-impactful,” Levy told CBS News, adding that the Shreveport shooting “is the cost” of lawmakers’ failure to fill them.

    While a convicted abuser is legally barred from purchasing firearms in Louisiana, the state does not require gun sellers to be licensed, so those sellers are not required by federal law to conduct background checks on purchasers. Without a background check, a criminal conviction could go unnoticed and a sale could be made.

    This particular law did not apply to the gunman in the Shreveport shooting, who did not have prior convictions for domestic abuse. He previously pleaded guilty to a weapons charge in 2019, which on its own did not permanently disqualify him from owning a gun.

    But experts say other measures could be put in place to keep someone without criminal convictions from obtaining a firearm if they are in crisis.

    Louisiana lacks an “extreme risk” law — also known as a “red flag” law — which would enable loved ones or police to seek a court order to temporarily bar a person’s access to guns. Such measures, Levy said, can “empower people who recognize dangerous warning signs” in someone they know to “take steps to ensure that person is prohibited from buying guns in the future, but also make sure they don’t have access to guns right now.”

    Fewer than half of all U.S. states have adopted these laws, according to Everytown.

    “This is the human toll, of lives lost and a whole community traumatized by failures to put even the most basic safeguards in place to ensure guns don’t end up in or stay in the hands of people who pose a threat to themselves or others, including their children and families,” said Levy.

    Advocacy groups have repeatedly warned that women of color are targeted most often in deadly domestic violence incidents, and they are emphasizing the need for intervention that puts a stop to the pattern.

    “Every day in America, domestic abusers are armed, and women and children — disproportionately Black — pay the cost with their lives,” Angela Ferrell-Zabala, the executive director of Moms Demand Action, said in a statement to CBS News. “Eight babies just had their futures stolen in an act of violence that should never have been possible.”

    WASHINGTON, April 21 (Reuters) – Florida Attorney General James Uthmeier said on Tuesday the state was launching a criminal probe into OpenAI and its ​artificial intelligence app ChatGPT over a deadly shooting last year that ‌killed two people at Florida State University.

    A gunman killed two people and wounded six others at Florida State University in April last year before he was shot by ​officers and hospitalized. The suspect was charged with multiple counts of ​murder and attempted murder.

    “The chatbot advised the shooter on what ⁠type of gun to use, on which ammo went with which gun, ​on whether or not a gun would be useful at short range, ​Uthmeier said in a press briefing, opens new tab.

    “If it was a person on the other end of that screen, we would be charging them with murder.”

    Uthmeier’s office said the investigation will determine ​whether “OpenAI bears criminal responsibility for ChatGPT’s actions in the shooting.”

    The Office ​of Statewide Prosecution subpoenaed OpenAI for some information and records, it added.

    An OpenAI spokeswoman told U.S. media that the shooting was a tragedy but the company had no ​responsibility. The spokeswoman said that after learning of the ​incident, OpenAI identified ⁠a ChatGPT account believed to be associated with the suspect and “proactively shared this information with law enforcement.”

    “In this case, ChatGPT provided factual responses to questions ⁠with ​information that could be found broadly across public ​sources on the internet, and it did not encourage or promote illegal or harmful activity, ​the OpenAI spokeswoman said.

    Rep. Cory Mills, R-Fla., blasted an effort to remove him from office over domestic abuse allegations and other misconduct claims, telling Fox News Digital on Monday that Rep. Nancy Mace’s, R-S.C., push is a political stunt.

    “This is political theatrics,” Mills said of Mace’s resolution while at the Capitol on Monday. “… She’s essentially saying she’s judge, juror and executioner.”

    Mace introduced an expulsion resolution on Monday, citing a House Ethics Committee probe of Mills. It’s the latest development in a series of allegations that have clung to Mills since reports began circulating last year of alleged predatory behavior towards former romantic partners.

    Mills has denied wrongdoing and hasn’t been charged with any crimes, although he has been referred for investigation to the House Ethics Committee, the body charged with scrutinizing lawmakers suspected of breaking congressional rules of conduct.

    Although the committee can refer a matter to the Department of Justice (DOJ), an investigation by the committee does not implicate wrongdoing on its own.

    Mills told Fox News Digital on Monday at the U.S. Capitol that if lawmakers move to expel him before the House Ethics Committee reaches any conclusion, they would also have to consider expelling Mace, who is herself under ethics review over lodging reimbursement claims.

    “This is really interesting, coming from someone like Ms. Mace. If this is the precedent for expulsion, then she herself would be under that same precedent,” Mills said.

    “She’s saying as ‘long as you’re under an ethics investigation’ — oh but wait — Ms. Mace is under an ethics investigation for allegedly renting her own home to herself as an Airbnb, utilizing taxpayer funding,” Mills said.

    Mills faces allegations of domestic abuse from an incident in February 2025 and a separate case of blackmail from July that same year, where he allegedly threatened to release explicit images of a romantic partner.

    Mills’ comments come amid a handful of other lawmakers resigning over alleged misconduct of their own and a moment of heightened scrutiny on lawmaker conduct.

    Most notably, Rep. Eric Swalwell, D-Calif., first abandoned a California gubernatorial bid and then resigned his seat earlier this month when several women accused him of sexual abuse, coercion and rape.

    Days later, Rep. Tony Gonzales, R-Texas, announced plans to leave office after months of public outrage over revelations about an intimate relationship with a staffer who had committed suicide by setting herself on fire.

    Unlike Gonzales and Swalwell, Mills noted that he is currently not under investigation outside of Congress.

    “The bottom line is there is absolutely no criminal or civil investigation that’s even open about me,” Mills said.

    Even in the absence of a federal probe, Mace argued that the “evidence against Mills is overwhelming.”

    “Beating women and telling them to lie about it, cyberstalking women … Any Member who votes to keep him here is voting to protect a woman beater and a fraud. He needs to be expelled immediately,” Mace said in a press release.

    Mills believes Mace’s motion to expel him is an attempt to set a new bar for removing sitting members of Congress — one that he believes goes too far.

    “It’s one thing to introduce it for political theatrics and fundraising. It’s another to notice it for a vote. She’s setting a very dangerous precedent.”
