    WASHINGTON, Jan 26 (Reuters) – Singer Katy Perry and other U.S. celebrities have called for citizens to contact lawmakers and speak out against federal immigration officials’ killing of two U.S. citizens during the Trump administration’s immigration crackdown in Minnesota.

    Perry asked her Instagram followers on Monday to write to their U.S. senators and urge them to oppose funding for the Immigration and Customs Enforcement agency, which is a part of the Department of Homeland Security.

    The killings this month of Renee Good, a mother of three, and intensive care nurse Alex Pretti have sparked demonstrations against President Donald Trump’s surge of agents in Minnesota.

    “The Last of Us” star Pedro Pascal posted drawings of Good and Pretti on Instagram with the message: “Pretti Good reason for a national strike.”

    Singer Billie Eilish, also posting on Instagram, called Pretti “a real American hero” and urged others to raise their voices: “hey my fellow celebrities u gonna speak up? or”.

    The National Basketball Players Association, the union for NBA players, issued a statement on Sunday that players “can no longer remain silent.”

    “Now more than ever, we must defend the right to freedom of speech and stand in solidarity with the people in Minnesota protesting and risking their lives to demand justice,” it said.

    Trump administration officials said the recent killings were acts of self-defense by officers, although video evidence from the scenes contradicted that characterization.

    U.S. celebrities have often spoken out on behalf of social and political causes. Many criticized police brutality after the killing of George Floyd and U.S. ally Israel’s assault on Gaza.

    Jan 26 (Reuters) – Gregory Bovino has been removed from his role as the “commander at large” for the U.S. Border Patrol and will return to his former job in California, where he is expected to retire soon, the Atlantic reported on Monday, citing a Homeland Security official and two people with knowledge of the change.

    The U.S. DHS, Customs and Border Protection and the White House did not immediately respond to requests for comment.

    Canada conditionally approves plan to move Marineland’s beluga whales to U.S., saving them from euthanasia

    Canada’s last captive whales have received a reprieve from death after the government conditionally approved a plan Monday to export them to the United States.

    Fisheries Minister Joanne Thompson met Monday with officials from Marineland, the shuttered theme park and zoo in Niagara Falls, Ontario, to talk about its proposed plan to move the animals south. The park is in discussions with four U.S. institutions to take its 30 beluga whales and four dolphins.

    “It was a constructive meeting, and I provided conditional approval for export permits,” Thompson said in a statement posted on social media Monday. “I will issue the final permits once final required information is received from Marineland.”

    Marineland pleaded with the minister, telling her repeatedly the park was running out of money. The park had told Thompson the animals would be euthanized if the export permits were not authorized by Jan. 30, according to a letter she wrote to Marineland on Monday, which was obtained by The Canadian Press news agency.

    Marineland said in a statement that it has Thompson’s support for the relocation of the animals. “We extend our gratitude to the minister and the Canadian government for prioritizing the lives of these remarkable marine mammals,” it said.

    The move comes after Marineland presented what it called an urgent rescue solution to the federal government last week.

    The park is reportedly in discussions with the Shedd Aquarium in Chicago, Georgia Aquarium in Atlanta, Mystic Aquarium in Connecticut and SeaWorld, which has several U.S. locations.

    Ontario Premier Doug Ford supported Thompson’s decision.

    “They’re going to have a better home than where they are because it’s a terrible home they’re in right now,” Ford said of the animals. “It wasn’t large enough.”

    Twenty whales — one killer whale and 19 belugas — have died at Marineland since 2019, according to an ongoing tally created by The Canadian Press based on internal records and official statements.

    In October, Marineland applied for export permits to move its complement of belugas to Chimelong Ocean Kingdom, an aquarium in China. Thompson denied those permits, saying she would not subject the whales to a future performing in captivity.

    That is consistent with a 2019 law that banned whale and dolphin captivity, though Marineland’s animals were grandfathered in.

    根据联邦医疗保险和医疗补助服务中心的数据，全美ACA医保参保人数近几个月大幅下降。

    其他州则采取更具针对性的措施，根据家庭收入为ACA投保人提供援助。例如，加利福尼亚州正在弥补保费税收抵免的损失，但仅针对收入不超过联邦贫困线150%的ACA投保人。Healthinsurance.org指出，这只能部分抵消该州在联邦税收抵免援助中损失的25亿美元。

    Some states expand ACA subsidies as federal tax credits lapse

    Six states are stepping up their efforts to offset the cost of Affordable Care Act (ACA) plans after a lapse in federal funding left millions of Americans facing higher premiums.

    California, Colorado, Connecticut, Maryland, Massachusetts and New Mexico have all ramped up their state-funded ACA subsidies for 2026 in response to the expiration of federal tax credits at the end of last year, according to Louise Norris, a health policy analyst for Healthinsurance.org.

    The states “modified or enhanced their programs directly to address the reduction in federal premium subsidies,” she said.

    A total of 10 states around the nation offer subsidies on top of federal ACA tax credits.

    Congress has been locked in debate for months over the fate of the federal ACA tax credits, but has yet to reach a resolution. In the meantime, some ACA enrollees have seen their premium prices spike. Open enrollment for Obamacare, as the government health care program is known, ended in most states on Jan. 15.

    Nonprofit health group KFF reports that a number of states, especially those operating what are known as State-Based Marketplaces (SBMs), have been preparing for the lapse of ACA tax credits for months. New Mexico, for example, decided to fully offset the loss of the federal tax credits for all of its residents, including recent immigrants.

    “They actually saw a 17% increase in enrollment for 2026, versus 2025,” Norris said of New Mexico.

    Nationwide enrollment in ACA coverage has fallen sharply in recent months, according to figures from the Centers for Medicare and Medicaid Services.

    Other states are taking a more targeted approach, offering assistance to ACA enrollees based on their household income. California, for instance, is making up for the loss of premium tax credits, but only for ACA enrollees who earn up to 150% of the federal poverty level. That will only offset a portion of the $2.5 billion the state is losing in federal tax credit assistance, according to Healthinsurance.org.

    Colorado is offering ACA participants with income up to 400% of the federal poverty level an $80 subsidy to offset their monthly premium, along with an additional $29 for each family member covered under the plan.

    States that directly provide their own subsidies to ACA enrollees must operate their own exchange outside of HealthCare.gov, the government website most Americans use to register for Obamacare. That’s because the federal enrollment portal isn’t set up to calculate additional tax subsidies beyond the ones offered at the federal level, Norris explained.

    In all, 20 states have their own exchanges, most of which are in states controlled by Democrats, she noted. States without their own exchanges can still offer ACA subsidies, but would do so using another mechanism, Norris said.

    As concerns over health care costs mount, the Trump administration is also eyeing ways to soften the blow. Last week, President Trump unveiled what the White House is calling the “Great Healthcare Plan,” which he said would involve sending money directly to the American people.

    “It goes to you, and then you take the money and buy your own health care,” Mr. Trump said in announcing the plan. “The big insurance companies lose, and the people of our country win.”
