    参议院:党派指责游戏

    有20个参议院办公室实质性地回应了CBS新闻的询问。

    共和党人指责民主党阻挠了全面资助国土安全部的努力。众议院已经两次通过了这样的法案,其中有少数民主党人签名支持,但在参议院,民主党人以要求移民和海关执法局(ICE)改革为由搁置了该法案,原因是今年1月联邦特工在枪击事件中造成了Renee Good和Alex Pretti死亡。

    We asked every lawmaker in Congress what they’re doing to end the DHS shutdown

    Early this week, Senate Republicans and the president appeared to be edging closer to a framework to ending the Department of Homeland Security shutdown, which is now in its second month — but a breakthrough has remained out of reach.

    CBS News contacted all 532 House and Senate offices (there are three House vacancies) about the DHS funding impasse and asked what lawmakers are doing to end the shutdown.

    How would they restore DHS funding? What’s their message to Americans waiting in hourslong airport security lines? And what do they have to say to unpaid TSA workers who are about to miss their second full paycheck Friday?

    Senate: Partisan blame game

    Twenty Senate offices responded substantively to CBS News’s inquiries.

    Republicans blamed Democrats for blocking efforts to fully fund DHS. The House of Representatives has twice passed such a bill with a handful of Democrats signing on, but in the Senate, Democrats have held up the bill over demands for Immigrations and Customs Enforcement reforms after the fatal shootings of Renee Good and Alex Pretti by federal agents in January.

    “It makes me angry. The Department of Homeland Security has now been shut down for over a month. And it’s important to understand that it’s Senate Democrats doing this,” said Republican Sen. Cindy Hyde-Smith of Mississippi.

    Some Democratic lawmakers have pushed to separate out ICE and CBP funding and vote to open the rest of the department. On Tuesday, Senate Republican leaders floated a version of that idea, proposing to fund every component of DHS except for ICE’s Enforcement and Removal Operations unit, which is flush with cash in spite of the shutdown because of funding that was separately passed by Congress last summer.

    GOP Sen. Roger Marshall of Kansas criticized the idea of isolating ICE funding this week. “Breaking that apart or selectively defunding components is dangerous, which is why I’ve been fighting every day on the Senate floor and exploring every avenue to fully fund the agency.”

    Several lawmakers expressed gratitude for the unpaid TSA workers.

    “Americans should not be waiting in line for hours at the airport and all of our DHS workers should be paid, which is why we continue working to find a path forward. We truly appreciate our TSA agents and are working to get them paid,” said Kami Capener, a spokesperson for GOP Sen. John Hoeven of North Dakota.

    Almost every Democrat who responded blamed Republicans for refusing to reopen most of DHS while continuing to negotiate on immigration enforcement funding. ICE has already received tens of billions in funding separately through the One Big Beautiful Bill Act passed last year.

    “I’m with the American people in demanding accountability to rein in ICE and CBP’s lawlessness — anything short of that is a nonstarter for me,” said Sen. Alex Padilla of California.

    Democrats are seeking ICE policy changes like requiring agents to use body-worn cameras, banning the use of masks during enforcement operations and obtaining judicial warrants in certain cases.

    Sen. Martin Heinrich of border state New Mexico told CBS News, “I will not support funding ICE without a restoration to the rule of law.”

    Some Democrats took shots at President Trump who has previously said he would not sign any bill until Congress passes his election bill, the SAVE America Act, which includes voter ID requirements, proof of citizenship for voter registration and restrictions on transgender rights.

    “Our federal workers deserve their paychecks. Travelers deserve functioning airports. And most importantly, Americans should not be pawns in the president’s political games,” Democratic Sen. Michael Bennet of Colorado said.

    CBS News interviewed some members in person, while other lawmakers were reached by phone and email.

    “Republicans could end this farce any time by joining Democrats to fund TSA and pay these dedicated federal workers,” said Sen. Ron Wyden of Oregon.

    House: “It’s the Senate’s turn”

    More than 60 House members responded substantively to CBS’s questions.

    Several Republicans suggested there was little they could do since it is up to the Senate to act.

    “Now it’s the Senate’s turn, and Democrats need to stop stalling and get the bill to the President’s desk,” said Florida Republican Rep. Mike Haridolopos, who voted for the House bill to fully fund DHS. “Thirty-nine days in, the results are obvious: hourslong lines, missed flights, families stranded. And for what? Political leverage?”

    “Republicans control the House, the Senate, and the White House, and they are choosing chaos at our airports over a commonsense solution,” said Rep. Laura Friedman, a Democrat from California, and a co-sponsor of a bill that would pay TSA workers while immigration enforcement negotiations continue.

    GOP Rep. Nick LaLota of New York visited TSA employees at LaGuardia Airport in New York Tuesday, he told CBS News on “The Takeout.” He said the department should be funded at its pre-shutdown level if lawmakers cannot reach a deal.

    “We should pay our TSA agents,” LaLota said. “I’m flexible…I can sign on to a deal that doesn’t get 100% of what I want.”

    Rep. Don Bacon, a Nebraska Republican, signaled a similar flexibility: “I’m willing to support whatever compromise the Senate reaches to secure 60 votes.” The House will likely have to vote again on whatever bill passes the Senate.

    “Republicans in the House of Representatives have done our job, twice,” GOP Rep. Wesley Hunt of Texas told CBS.

    Rep. Kevin Cole, Republican of Oklahoma, is the author of the legislation to fully fund the Department of Homeland Security. In a statement to CBS News, his spokesperson said, “Of course he is doing everything he can to get DHS funded,” as the funding lapse enters its 40th day.

    Though the legislation is held up in the Senate, House members continued to point fingers across the aisle.

    “I am imploring my Republican colleagues to join Democrats in passing legislation to pay TSA, Coast Guard, FEMA, and Secret Service while Congress works to secure essential ICE reforms,” Democratic Rep. Gwen Moore of Wisconsin told CBS News. “Senate Democrats have put forward numerous resolutions to pass TSA funding that Republicans have blocked.”

    “Democrats have fought tirelessly to fully fund agencies like TSA while we push for an overhaul of Trump’s brutal ICE policies that have gotten three Americans killed in the streets,” Democratic Rep. Debbie Wasserman Schultz of Florida told CBS News.

    Several House members noted the lasting impact the DHS shutdown will have on public servants.

    “I know exactly who pays the price for a shutdown. It’s not members of Congress. It’s TSA agents, air traffic controllers, Coast Guard servicemembers, and FEMA personnel,” GOP Rep. Mariannette Miller-Meeks of Iowa said.

    “Disagree on policy all you want, but you can’t force the people who keep this country safe to pay the price,” she said. “It’s time to end the games and fund DHS.”

    Florida Democrats on Tuesday flipped control of a long-vacant Republican-held state House seat in a Palm Beach-anchored district that includes Mar-a-Lago, President Donald Trump’s home turf.

    The Associated Press reports that Democrat Emily Gregory defeated Republican Jon Maples in a special election in Florida’s House District 87, in the race to fill the seat left vacant last August, when GOP state Rep. Mike Caruso resigned to become Palm Beach County clerk and comptroller.

    The ballot box battle was one of three special legislative elections being held in GOP-dominated Florida on Tuesday. And while the contests won’t change the balance of power in the state legislature, where for more than a quarter-century Republicans have held majorities in both the House and Senate chambers, bragging rights were up for grabs in the president’s home district.

    Maples was backed by Trump, who moved his primary permanent residence in 2019 from Trump Tower in New York City to Mar-a-Lago in Palm Beach, Florida. He is also backed by a number of top Sunshine State Republicans.

    “There is a very important Special Election tomorrow, Tuesday, March 24th, for Florida State House District 87 in beautiful Palm Beach County — JON MAPLES HAS MY COMPLETE AND TOTAL ENDORSEMENT!” the president wrote in a social media post on Monday evening.

    The 43-year-old Maples, a financial planner and former Lake Clarke Shores Council member who, during his years at Palm Beach Atlantic University was an all-American athlete, made cutting taxes and government spending, reducing regulations, promoting private sector job creation and advancing school choice.

    Gregory, a 40-year-old Army spouse, owns and runs a Jupiter-based fitness center for pregnant and postpartum women. The first-time candidate made affordability, increasing public education, tackling rising property insurance and housing costs, and access to healthcare key parts of her campaign.

    Maples was the favorite heading into the special election, thanks to his fundraising advantage in a district that leads to the right. Trump carried the district by roughly 10 points in his 2024 re-election victory. And Caruso won re-election in the district by 19 points.

    Palm Beach County was once firmly blue until Republicans made electoral gains in recent cycles.

    The Democrats’ victory is their latest win or over performance in a slew of special elections and off-year contests since Trump returned to power in the White House 14 months ago.

    Partially fueling the Democrats’ ballot box performances is their laser focus on affordability amid persistent inflation. And the victories are further energizing Democrats as they work to win back control of the U.S. House and possibly the Senate in this autumn’s midterm elections.

    The Democratic National Committee (DNC), in a statement Tuesday night, called Gregory’s win “an earthshattering victory for Florida Democrats and humiliating defeat for Donald Trump.”

    “Donald Trump’s own neighbors just sent a crystal clear message: They are furious and ready for change,” DNC chair Ken Martin emphasized in a statement. “If Democrats can win in Trump’s own backyard, we can win anywhere. From now until November, Democrats are all gas and no brakes as we compete across every corner of Florida and the nation.”

    The Republican National Committee (RNC), in commenting on the results, noted that special elections are not always the best barometer of things to come.

    “A low-turnout state House special election is a snapshot of local quirks, candidate dynamics, and turnout math — not some grand verdict.” RNC Senior Adviser Danielle Alvarez said in a statement.

    In Florida’s other state House special election, the AP reports that Republican Hilary Holley defeated Democrat Edwin Perez, in the race to replace GOP state Rep. Josie Tomkow. The district covers parts of Polk County, in the central part of the state.

    At the time this story posted, the state Senate special election between Tomkow and Democrat Brian Nathan was too close to call. Tomkow and Nathan were running to succeed Republican Jay Collins, who resigned from the seat in August to become the state’s lieutenant governor.

    The district includes much of Democrat-leaning Tampa as well as the more GOP-leaning Northwest Hillsborough suburbs.

    The Justice Department’s investigation of a $2.5 billion renovation project at the Federal Reserve didn’t find any evidence of a crime, a federal prosecutor privately conceded under questioning by a skeptical judge earlier this month, according to a transcript of the sealed hearing.

    That admission by Assistant U.S. Attorney Andrew Massucco came during a March 3 hearing that was closed to the public, the transcript shows. Eight days later, Chief Judge James Boasberg quashed government subpoenas issued to the Federal Reserve, dealing a severe blow to the government’s investigation.

    In his March 11 ruling, Boasberg said the government had produced “essentially zero evidence” to suspect Fed Chair Jerome Powell of a crime. The judge, who was nominated to the bench by Democratic President Barack Obama, also described prosecutors’ justification for the subpoenas as “thin and unsubstantiated.”

    During the earlier hearing, Boasberg asked the prosecutor from U.S. Attorney Jeanine Pirro’s office to specify any evidence of fraud or criminal misconduct related to Powell’s testimony about the renovation project or the construction work itself.

    “So what false statements did (Powell) make before Congress?” the judge asked Massucco, according to the transcript.

    “Well, we don’t know is my first answer,” replied Massucco, chief of the criminal division for Pirro’s Washington office. “However, there are certain areas that he addressed that caused concern.”

    “Okay,” the judge continued. “And then what evidence is there of fraud or criminal misconduct in relation to the renovations?”

    “Again, we do not know at this time. However, there are 1.2 billion reasons for us to look into it,” Massucco said, referring to the amount of the project’s cost overruns.

    The Washington Post was the first to report on the details of the hearing from the transcript.

    The investigation has delayed Senate consideration of Kevin Warsh, President Trump’s pick to replace Powell when his term ends May 15. Powell can remain as chair past that date if no replacement has been approved.

    “A mountain of evidence suggests that the Government served these subpoenas on the Board to pressure its Chair into voting for lower interest rates or resigning,” the judge wrote.

    Massucco said during the sealed hearing that there is no evidence that prosecutors’ motive for the grand jury subpoenas “is anything other than trying to find the truth of the matter.”

    “And we have a right to do that,” he added.

    Robert Hur, an attorney who represented the Federal Reserve board of governors at the March 3 hearing, said the subpoenas are part of a pressure campaign to support Mr. Trump’s push for lower interest rates.

    “He clearly has very strong political motives to try to get lower interest rates, but because of the safeguards that have been erected by Congress around the Federal Reserve’s independence when it comes to setting monetary policy, he can’t get it,” Hur told the judge.

    Pirro, a former Fox News host who was Mr. Trump’s pick to lead the nation’s largest U.S. Attorney’s office, derided Boasberg as an “activist judge” and claimed he had “neutered the grand jury’s ability to investigate crime.” She vowed to appeal his decision.

    “This is wrong and it is without legal authority,” she said at a news conference earlier this month.

    A Fed spokesperson declined to comment Tuesday.

    The investigation by Pirro’s office centered on brief testimony last June by Powell before the Senate Banking Committee, when he was asked about cost overruns on the Fed’s extensive building renovations. The most recent estimates from the Fed suggest the current estimated cost of $2.5 billion is about $600 million higher than a 2022 estimate of $1.9 billion.

    In his ruling, Boasberg said the Justice Department rejected his offer to let the government submit further evidence against Powell directly to him, so that they wouldn’t have to tip their hand to the Fed or Powell.

    “The Court is thus left with no credible reason to think that the Government is investigating suspicious facts as opposed to targeting a disfavored official,” the judge wrote.

    WASHINGTON, March 24 (Reuters) – The Trump administration has agreed to a settlement that will bar three federal agencies from pressuring social media companies to remove ​or suppress speech, ending a high-profile lawsuit that reached the U.S. Supreme ‌Court when Trump’s predecessor Joe Biden was president.

    The settlement, opens new tab, filed on Tuesday in a federal court in Louisiana, resolves a lawsuit brought by Missouri, Louisiana and several individual plaintiffs who alleged that ​the Democratic Biden administration unlawfully coerced major social media platforms into censoring ​posts about topics including COVID-19 and the 2020 presidential election.
