Texas sheriff says 7th body could be tied to shipping container deaths, as ICE opens human smuggling probe

    May 11, 2026 7:13 PM EDT / CBS News

A man who was found dead Monday by the railroad tracks southwest of San Antonio, Texas, is believed to be connected to the six people who likely died of heat stroke inside a shipping container near the Mexico border, according to authorities.

The body of the seventh person was located nearly 150 miles north of a Union Pacific rail yard in Laredo, where the six bodies were discovered on Sunday afternoon, Bexar County Sheriff Javier Salazar said Monday. U.S. Immigration and Customs Enforcement told CBS News in a statement that the agency is investigating the deaths inside the boxcar as a potential human smuggling incident.

Salazar said investigators found the seventh person after there was an alert that one of the containers had been opened at some point over the weekend near the location.

In this image taken from video footage provided by KGNS, Union Pacific train cars are stationed at a rail yard in Laredo, Texas, Sunday, May 10, 2026. (KGNS via AP) AP

“On these trains, there is a censor on some of the containers that alerts whenever a container’s opened,” Salazar told reporters. “Once those bodies were found in Laredo, they came back to this location here and started patrolling up and down the railroad tracks until such time that they found him.” Salazar said the container cannot be opened from the inside.

The sheriff said the train that contained the body found Monday was from Del Rio and had split up near San Antonio, with one half going to Laredo and the other to Houston, suggesting it’s possible there might have been more people in the container at some point.

“At this point, we don’t know if it was opened to let people that made it out successfully or they just opened it to dump the body,” Salazar said.

The person found Monday was identified as a man carrying Mexican identification, according to the sheriff.

Salazar said San Antonio police received a report Saturday from a relative of one of the people inside the container. The relative, who lives in another state, told police in a phone call that they received a message saying “it was getting very, very hot and they were having some physical trouble as a result of it,” Salazar said.

The sheriff said the person who sent the message is believed to be among the six who were found dead.

In this image taken from video footage provided by KGNS, Union Pacific signage is displayed at a rail yard in Laredo, Texas, Sunday, May 10, 2026. AP

Webb County Medical Examiner Dr. Corinne Stern, who is conducting autopsies, said she believes the individuals originated from Mexico and Honduras. An autopsy completed for a 29-year-old Mexican woman revealed she died of hyperthermia, or heat stroke.

“I’ve ruled that an accidental death,” Stern said. “I believe that the remaining individuals probably all succumbed to heat stroke as well, but their exams are not completed at this time, so I will not rule on their cause and manner yet.”

Temperatures reached 97 degrees in Laredo on Sunday afternoon, which means it probably felt hotter than 100 degrees in the boxcar, according to CBS affiliate KENS-TV.

Union Pacific said in a statement Sunday that it was “saddened by this incident and is working closely with law enforcement to investigate.”

No one would have predicted it.

But you could have made a lot of money if you did.

With uncharacteristic dispatch, the United States Senate unanimously voted to ban senators and staff from playing in the prediction markets.

“This is a national security risk,” said Senate Minority Leader Chuck Schumer, D-N.Y. “The very possibility that a member’s vote could be influenced by a bet is reason enough to slam the door shut.”

SENATE QUIETLY BANS LAWMAKERS FROM BETTING ON PREDICTION MARKETS

You can’t predict the future. But now in the Senate, you can’t even bet on it.

    Especially real world events.

Like if the stock market might crash. The fate of the economy. War. Terrorism.

Or who would wear what gown at the Met Gala.

SEN DAVE MCCORMICK: PREDICTION MARKETS ARE BOOMING. WASHINGTON MUST CATCH UP

The biggest concern on Capitol Hill is potential wagering on the fate of legislation. Or the confirmation of nominees. There’s bipartisan concern that speculation in the prediction markets could tilt political outcomes.

“Engaging in any way in a prediction market or trying to place bets where we might have inside information deteriorates the confidence that our constituents have in us,” said Sen. Bernie Moreno, R-Ohio.

Moreno pushed to change the rules for senators. Sen. Alex Padilla, D-Calif., amended Moreno’s proposal to include Senate aides.

This only applies to the Senate. For now. The House is playing catch up.

“Any place where your role in Congress has a potential for individual benefit, I think needs to be tightly controlled,” said Rep. Rob Wittman, R-Va., when asked about prospects for a similar measure in the House.

Keep in mind that under the Constitution, the House and Senate can make their own rules.

Senate Minority Leader Chuck Schumer, D-N.Y., has said “we must never allow Congress to turn into a casino.”(Graeme Sloan/Bloomberg via Getty Images)

The Senate’s maneuver comes just weeks after the Feds busted a U.S. special forces solider who had access to classified information – and then bet on the capture of former Venezuelan leader Nicolás Maduro.

Virginia U.S. Senate candidate Mark Moran placed a wager that he would run for office. Moran later made money on his own proposition after he jumped into the race.

“Our constituents have to know that our only guiding light is what’s best for our state. What’s best for the people of our states. And what’s best for the United States of America,” said Moreno.

“We must never allow Congress to turn into a casino,” said Schumer. “Just the possibility that Members could have their votes influence because of betting is a reason enough to prohibit members from meddling in the prediction markets.”

But Schumer wants prediction market prohibitions extended to the executive branch. The New York Democrat argues that the Trump Administration “shows such a troubling affinity to corruption and self-dealing.”

SENATE PASSES MEASURE BANNING LAWMAKERS FROM PREDICTION BETS

This brings us to something else from which many Congressional Democrats want to exclude the executive branch: trading stocks.

But here’s the problem. Congress has paid lip service to imposing its own ban for lawmakers and aides to stock trades. But neither the House nor Senate ever implemented an across-the-board prohibition.

It’s a stalled issue. And has been so for years.

“Send me a bill that bans insider trading by Members of Congress and I will sign it tomorrow,” instructed former President Obama during his State of the Union speech in January 2012.

“Let’s also ensure that Members of Congress cannot corruptly profit from using insider information,” proclaimed President Trump during his State of the Union message in February.

Well, it’s nearly mid-2026 and Congress still isn’t all the way there.

President Donald Trump expressed a desire to “ensure that Members of Congress cannot corruptly profit from using insider information” at his State of the Union address.(Jabin Botsford/Getty Images)

Late Rep. Louise Slaughter, D-N.Y., and former Rep. Brian Baird, D-Wash., were the most ardent advocates of a Congressional stock trading ban – dating back to 2006. Former House Majority Leader Tom DeLay, R-Texas, made hundreds of stock trades in 1999 and 2000. That caught Baird’s attention.

“If there is a way to make a profit on that, somebody has probably already figured out a way to do it,” said Baird, “And it’s not illegal.”

Congress finally passed the STOCK Act in 2012. It stands for “Stop Trading On Congressional Knowledge.” There was concern that lawmakers are privy to financial, economic and political intelligence. Therefore, they could buy or sell stocks on information which bordered on “insider trading.”

But the STOCK Act didn’t prohibit lawmakers from playing on Wall Street. It just required additional financial disclosures about when lawmakers and aides traded stocks.

TRUMP TAKES JAB AT PELOSI BY NAME OVER HISTORY OF CONTROVERSIAL STOCK TRADING

President Obama’s 2012 entreaty certainly helped goad lawmakers into approving the STOCK Act a few days later. But it wasn’t a ban on “insider trading” as the former president suggested. This just entailed additional transparency.

The stalemate over stock trades baffles some lawmakers.

“I don’t know why it’s been such a challenge in the House,” said Rep. James Walkinshaw, D-Va. “I think any Member saying that they should be able to trade stocks is flat out wrong. I think it degrades trust in the institution. Even for those members who are not trading on inside information.”

House Administration Committee Chairman Brian Steil, R-Wis., has a bill to curb stock trades by lawmakers.

“If you want a day trade, go to Wall Street. Come to Washington to lead this country,” said Steil.

“If you want a day trade, go to Wall Street,” House Administration Committee Chairman Brian Steil, R-Wis., said.(Jim Vondruska/Getty Images)

But that bill is marooned. It partly goes back to the Democrats’ push to extend any Congressional stock trading ban to the executive branch. That’s something many Republicans are reluctant to do.

“There is zero justification and rationale for allowing a president of any party or a vice president of any party, to be able to engage in stock trading while they have the awesome power of the presidency, vice presidency and executive branch in their hands,” said House Minority Leader Hakeem Jeffries, D-N.Y.

Rep. Yassamin Ansari, D-Ariz., believes the stock trade issue is evolving. She doubts that voters will put up with market activity by her colleagues much longer.

“We know there are many colleagues who do still trade stocks. I think the American public is much more informed on this topic now. And this is very unpopular. So I do think the tide is changing and it will become untenable for any member to to be supportive of it,” said Ansari. “I think more people have more information. So what a Member of Congress was able to get away with even five years ago just is not possible today.”

Like many things when it comes to ethics in politics, it’s not necessarily impropriety. But the perception of impropriety. The public holds Congress in low esteem to start with. Many voters believe the “ruling class” has special access to information which enables them to game the system for their own economic benefit. That distrust may fester as long as Congress fails to police its own.

While we can’t predict the future, people can certainly shape it. Congress has a lot of tools at its disposal to contour that future. The question is if lawmakers are bending those fortunes in their direction.

So will Congress approve a stock trading ban? The best predictor of future behavior is past behavior.

In other words, don’t bet on it.

CDC’s acting director says hantavirus is not “a five-alarm fire bell”

    May 11, 2026 / 5:28 PM EDT / CBS News

Washington — Jay Bhattacharya, the acting director of the Centers for Disease Control and Prevention, defended the federal government’s response to the deadly hantavirus outbreak, saying it doesn’t make sense to sound “a five-alarm fire bell” because the risk to the public is “much, much lower” than what we saw with the COVID-19 pandemic.

“It’s very different than COVID, and we should treat it differently than COVID,” Bhattacharya told “CBS Evening News” anchor Tony Dokoupil on Monday when asked about the lack of daily briefings on the outbreak.

Bhattacharya, who also leads the National Institutes of Health, said hantavirus “is a more deadly disease if you get it,” but added that the “epidemiological risk is very, very different” than COVID.

“Unlike COVID, the way that people get it from person to person is much, much more difficult for that to happen,” he said of the way the virus spreads.

There have been at least three deaths and 10 confirmed or suspected cases of the rare, rodent-borne illness linked to the outbreak on the Dutch cruise ship MV Hondius, which had been sailing the Atlantic Ocean.

Eighteen American passengers who were aboard the ship returned to the U.S. on Monday and are being monitored at medical facilities in Nebraska and Georgia.

According to health officials, the hantavirus outbreak identified on the cruise ship is the Andes strain of the virus, which can spread between people but requires prolonged close contact with someone who is ill.

Bhattacharya said the U.S. has been tracking the outbreak for several weeks and is collaborating with state and local health departments, as well as the World Health Organization and foreign governments, on the response.

On communicating the potential danger to the public, Bhattacharya said the CDC does not want to cause unnecessary panic.

“The key thing is that we should be keeping the public aware of when there’s actually threats to them, not causing the public to panic, not speculating about things that haven’t happened, or potentially could in some universe happen,” he said. “And being very, very clear about what we know and don’t know, and also by responding appropriately when there is a risk, just as we’ve done.”

Senate Minority Leader Chuck Schumer criticized the Trump administration this week over last year’s cuts to the CDC’s Vessel Sanitation Program, which investigates outbreaks and conducts health inspections on cruise ships. Schumer, a Democrat from New York, called the decision “incompetence.”

“The very CDC inspectors and port health workers we need to track this virus, the people whose entire job is to keep deadly diseases off cruise ships and out of our country, Donald Trump fired them. This White House will tell you the risk to Americans is low. How do they know? They have made it impossible to find out,” Schumer said in a statement Sunday.

Bhattacharya told CBS News that in his two and half months in the role leading the CDC, he has seen “no gap at all in the group that manages outbreaks.” Bhattacharya said the inspection team has done an “incredible job.”

Bhattacharya also said the U.S. is prepared for any potential disease outbreaks during the upcoming World Cup, which is being jointly hosted by the U.S., Mexico and Canada in June and July.

“Of course, any time so many people are traveling, there’s always the possibility of various outbreaks or whatnot to happen,” he said. “But the risk is not any different than it is in other World Cups that we’ve managed properly. And the United States has systems in place to make sure that if something happens that we respond appropriately.”

Democratic Strategist to Republicans on Redistricting: “You’re cheating.”

    7:18

Democratic officials in Virginia asked the US Supreme Court on Monday to reinstate a congressional map that would benefit their party ahead of this year’s midterm elections, the latest map drawing appeal to reach the high court amid a flurry of mid-decade redistricting.

The emergency appeal follows a decision from the state Supreme Court last week that voided Democrats’ attempt to redraw Virginia’s US House map via an April referendum in a way that would help Democrats pick up four additional seates. The Democrats are asking the US Supreme Court to effectively put that order on hold for this year’s midterm election.

The decision, the officials said, was “deeply mistaken” and had “profound practical importance to the nation.”

The US Supreme Court is already deeply enmeshed in a flood of redistricting taking place in states across the country as both parties seek to eke an advantage out of House boundaries in the fall election. Several southern states have moved to redraw their maps following a blockbuster decision in late April that severely weakened the scope of the landmark Voting Rights Act of 1965.

The Virginia case will be handled, at least initially, by Chief Justice John Roberts, who oversees emergency appeals from Virginia and other states covered by the 4th US Circuit Court of Appeals. Roberts asked for a response in the case by Thursday evening.

Though it was not based on the Voting Rights Act decision, Virginia’s redistricting was nevertheless seen by Democrats as a way to offset the advantage Republicans have picked up from that effort. But the state’s highest court ruled that the process state officials used to create the referendum violated the state constitution.

“The irreparable harm resulting from the Supreme Court of Virginia’s decision is profound and immediate,” Democrats told the US Supreme Court on Monday. “By forcing the commonwealth to conduct its congressional elections using districts different from those adopted by the General Assembly pursuant to a constitutional amendment the people just ratified, the Supreme Court of Virginia has deprived voters, candidates, and the commonwealth of their right to the lawfully enacted congressional districts.”

The redistricting in Virginia would have given Democrats the chance to win as many as four more seats, potentially reducing the state’s GOP representation to a single district.

The emergency appeal was filed by Virginia Attorney General Jay Jones, a Democrat, as well as Democratic state lawmakers.

But the appeal is likely to be an uphill fight for the party because the state’s highest court resolved the case based on state, not federal law.

Under the state constitution, the General Assembly must vote twice before sending a proposed constitutional amendment to voters for their consideration, with a general election intervening between those votes. Republicans argued that the first vote to approve the referendum – taken in late October 2025 – did not count because early voting for the general election was well underway.

    Partisan politics at the court?

In their appeal, the Virginia Democrats said the state court misread the federal definition of “election” to include early voting. Interestingly, they have relied on a theory that the justices are considering in another case dealing with mail ballots that arrive after Election Day.

At the same time that it is reviewing the Virginia appeal, the justices have approved a request from Alabama to change its map. State officials there were given permission to use a map the state enacted in 2023 that includes only one district where Black voters have an opportunity to elect a candidate of their choice.

Related article The US Supreme Court on April 1, 2026. Al Drago/Getty Images Supreme Court allows Alabama to eliminate congressional district held by a Black Democrat 1 min read

The appeals come as some of the justices have openly debate the court’s impact on this year’s midterm election. Following the Voting Rights Act decision last month, liberal Justice Ketanji Brown Jackson traded barbs with Justice Samuel Alito over how quickly Louisiana could redraw its map. Jackson accused the court of rolling over its “principles” in pursuit of influencing the November election. Alito fired back, calling that “insulting.” The conservative justice said Jackson’s dissent raised “trivial” and “baseless” arguments.

Days later, Roberts lamented what he framed as a widespread misunderstanding of the Supreme Court’s work as political.

“People think we’re making policy decisions,” Roberts told a conference of attorneys and judges on Wednesday.

“I think they view us as truly political actors,” he said, “which I don’t think is an accurate understanding of what we do.”

President Donald Trump is eyeing oil-rich Venezuela as a potential 51st state as officials continue to court oil companies for investments in the South American country following the U.S. intervention that removed President Nicolas Maduro from power.

Trump said in a phone call with Fox News that he is motivated by the estimated $40 trillion value of oil in Venezuela, adding that he is popular with the country’s citizens.

    “Venezuela loves Trump,” Trump said.

After U.S. military officials captured Maduro in January, whom the Justice Department indicted on narco-terrorism charges, Trump said the United States would “run” the country during its transitional period and work with Venezuelan Vice President Delcy Rodriguez.

In January, Trump pledged to have the U.S. oil industry “up and and running” again in Venezuela. Major energy companies like Exxon and Conoco were expelled from the country nearly 20 years ago when former President Hugo Chavez nationalized the oil industry, leaving Chevron as the only U.S. major oil company with investments in Venezuela.

For months, Cabinet officials and White House energy advisors have held meetings with top oil executives from major companies, urging them to invest in Venezuela.

With the Trump administration now managing Venezuela’s oil sector, exports in April reached more than 1 million barrels per day, the highest level since 2018.

“As the President has said, relations between Venezuela and the United States have been extraordinary. Oil is starting to flow, and large amounts of money, unseen for many years, will soon be helping the great people of Venezuela,” a White House spokesperson told Fox News Digital. “Only President Trump can be credited for the revitalization of this newfound partnership – and the best is yet to come!”

The spokesperson did not provide details about what Trump’s plan to make Venezuela a part of the United States would look like.

Trump’s interest in Venezuela’s oil has been known since Maduro’s ousting. He has argued that securing Venezuela’s oil supplies would help stabilize the country’s economy, a step he deems crucial to establishing a stable democracy.

But in March, Trump posted on Truth Social suggesting that Venezuela would instead become a state.

“Good things are happening to Venezuela lately! I wonder what this magic is all about? STATEHOOD, #51, ANYONE?” Trump posted.

For Trump to annex Venezuela and make it a state, it would require congressional approval and consent from Venezuela, which Rodriguez said would never happen.

“That would never have been considered, because if there is one thing we Venezuelan men and women have, it is that we love our independence process, we love our heroes and heroines of independence,” Rodriguez told reporters on Monday when asked about Trump’s eyes on Venezuela.

Venezuela is just the latest country Trump has threatened to annex, with the list including Greenland, Canada, Cuba and Panama.
