    The FBI on Thursday confirmed its networks were targeted by “suspicious” activities, without providing further details.

    “The FBI identified and addressed suspicious activities on FBI networks, and we have leveraged all technical capabilities to respond. We have nothing additional to provide,” the bureau said in a statement.

    The networks that were targeted in the cyber incident are known as the “digital collection system,” according to sources with knowledge of the matter.

    Documents obtained by a Freedom of Information Act by the Electronic Frontier Foundation decades ago described the FBI’s “Digital Collection Systems Network” as a suite of software that is used by the bureau to conduct a wide range of surveillance activities, from wiretaps to pen registers, which are surveillance tools that record phone numbers, IP addresses, signaling and other information, in real time.

    CBS News could not ascertain additional details, including when the incident occurred, who was behind it or whether any information was compromised.

    In 2024, state-sponsored hackers from China known as “Salt Typhoon” launched cyber assaults against commercial telecommunications companies.

    The group hit numerous major U.S. companies, including Verizon, AT&T, and Lumen Technologies, and that they also breached systems used by U.S. intelligence to conduct wiretaps, CBS News previously reported.

    That same group was also responsible for trying to tap into phones or networks used by then-former President Donald Trump, Sen. JD Vance and members of former Vice President Kamala Harris’ presidential campaign, CBS reported at the time.

    GOP Sen. Steve Daines made the last-minute decision to abruptly pull out of his Senate race to prevent Democrats from fielding a top recruit for the open Montana seat, according to two sources familiar with the matter.

    Daines was aware that if he withdrew too soon then Democrats would have a chance at fielding one of several potential Democrats — namely former Sen. Jon Tester or former Govs. Brian Schweitzer or Steve Bullock. Any of those Democrats could have put the state on the map in the midterms and likely have sucked up enormous cash, as Democrats have done in red states like Alaska and Ohio, scrambling the race for the majority in the fall.

    Instead, Daines withdrew from the race minutes before the Wednesday evening filing deadline. Kurt Alme, who was US attorney in Montana, filed to run eight minutes before the deadline. With the deadline closed, no top-tier Democrat can now jump in the race.

    While Daines taped a video recently in Montana explaining his decision not to run, he didn’t know until after Alme resigned as US attorney Wednesday afternoon that he planned to run for the seat, the sources said. Daines planned to run for a third term if Alme had passed on a bid, according to the sources.

    President Donald Trump was aware of the internal deliberations, as were Senate GOP leaders, and the president issued a Truth Social post praising Daines and endorsing Alme minutes after the filing deadline closed.

    Trump said on social media that Daines had decided to “pass the torch” to Alme.

    Democrats sharply criticized Daines and the GOP for engineering a move to anoint a successor and deny voters a chance to consider from an array of candidates, including in the primary. But it resembles a similar move made last year by Democratic Rep. Chuy Garcia in Illinois.

    The timing of the announcement quickly drew criticism from another candidate in the race, independent Seth Bodnar, who said in a statement that Daines “has so little respect for Montana Republicans that he withdrew at the last minute to coronate his handpicked successor instead of giving them a voice at the ballot box.”

    CNN reached out to Daines’ office for comment.

    Mike Lee unveils national constitutional carry bill to override ‘hostile’ state gun laws

    Sen Mike Lee’s bill would end fees, criminal penalties for eligible Americans carrying firearms in public

    FIRST ON FOX: Sen. Mike Lee, R-Utah, is pushing nationwide constitutional carry for firearms, a move that would eliminate concealed carry permits, fees and criminal penalties for people who want to carry a firearm in public.

    Lee’s National Constitutional Carry Act, first obtained by Fox News Digital, would eliminate several hurdles Americans face with concealed carry across the country.

    “The Founders established a national right to keep and bear arms, not to ask for permission from hostile local officials or risk imprisonment for crossing the wrong state line,” Lee said in a statement to Fox News Digital.

    “Many states already protect the right to carry without a permit, and it’s time to reaffirm this right for all law-abiding Americans,” he continued. “The National Constitutional Carry Act will establish nationwide permitless carry to keep America safe and her people free.”

    Currently, 29 states allow some form of constitutional carry, meaning residents can carry a concealed firearm without a permit.

    Lee’s legislation, which he plans to introduce Thursday, would eliminate concealed carry permit requirements nationwide for eligible U.S. citizens — those already legally allowed to own a firearm.

    It would also prohibit state and local governments from requiring licenses that impose fees or other conditions on public carry and would bar states from criminalizing public carry for eligible citizens.

    The bill would, however, preserve private property rights that prohibit firearms, maintain bans in security-screened locations such as government buildings and ensure that individuals who are not legally allowed to own a firearm would remain prohibited from carrying one.

    The legislation was previously introduced by Rep. Thomas Massie, R-Ky., in the House in 2024 but did not become law.

    Lee’s bill has the backing of the National Association for Gun Rights and Gun Owners of America.

    The National Association for Gun Rights lauded the bill as “the only legislation that will restore the right of all law-abiding Americans to carry a firearm in every state without having to beg for government permission.”

    Erich Pratt, senior vice president of Gun Owners of America, said, “In a time of war, Americans cannot afford to have the right to bear arms delayed by arbitrary state permitting processes,” referencing the conflict involving Iran.

    “Public safety is threatened not only by ordinary criminals but also by bad actors working for foreign adversaries, and Americans need to be armed for the security of our free state,” Pratt said.

    Tech investors sue Trump administration, accusing it of violating TikTok ban

    A pair of tech investors, with the legal backing of a former Justice Department prosecutor, have filed a civil lawsuit accusing the Trump administration of failing to enforce a law that required TikTok to either separate from its China-based owner or face a ban in the United States.

    The 33-page lawsuit, which was filed Thursday in the Washington, D.C., Circuit Court of Appeals, asked the court to declare that the administration’s multiple extensions to forestall the shutdown of TikTok last year were unlawful. President Trump instead opted multiple times to grant extensions. It also argues a deal that was cut earlier this year for new investors to take over TikTok’s U.S. operations did not comply with the law.

    The plaintiffs are ZhaoCheng Tan and Garrett Reid, who are investors in Google parent company Alphabet Inc. and Facebook parent Meta Platforms, respectively.

    They argue in their lawsuit: “Such relentless violation of the law has harmed petitioners, who have invested in companies that compete with TikTok’s American operations. When the illegal sale was announced, petitioners suffered financially. By sanctioning an unlawful deal, the government has created a legal impediment to petitioners’ financial recovery.”

    Brendan Ballou, a Justice Department prosecutor who is handling the lawsuit against the department, told CBS News his clients have “experienced a direct and very real financial harm.”

    The law, which was unanimously upheld by the Supreme Court, made it unlawful for app stores to offer updates or new downloads after the Jan. 19, 2025, deadline for China-based ByteDance to divest from TikTok. But while negotiations to divest TikTok took place, Mr. Trump issued a series of executive orders every few months directing the Justice Department not to penalize the tech companies who host TikTok on their platforms, keeping the app widely available.

    The law only allowed the president to grant a single 90-day extension if there was “evidence of significant progress” toward a deal that complied with the legislation.

    A year after the deadline, TikTok announced in January 2026 a new U.S.-based entity had been formed to take over the app’s operations for American users. The joint venture was made up mostly of investors based in the United States, with ByteDance retaining 19.9% of the company, just below the 20% cap allowed under the law.

    In their lawsuit, Tan and Reid argue the deal “facially violated the TikTok Law.”

    “First, under the deal, TikTok U.S. would not own the app’s recommendation algorithm,” the plaintiffs wrote. “Rather, ByteDance would continue to own the algorithm, which it would license to TikTok U.S. In turn, TikTok U.S. would simply ‘retrain, test, and update’ the algorithm on user data stored in the United States.”

    The law requires TikTok U.S. to have no “operational relationship” with ByteDance, including cooperation on the content recommendation algorithm.

    The suit also argued “the deal the President approved rewarded allies.” The suit said some of the investors in the new deal include firms or executives who “have close ties to the President, and have at times personally enriched him.”

    Those investors include Oracle, which was founded by billionaire Larry Ellison, whom Mr. Trump has described in the past as a “friend.” The lawsuit pointed to reports that a “$100,000-per-person” Trump fundraiser was hosted at Ellison’s home in 2020. (Larry Ellison’s son, David Ellison, is the chairman & CEO of Paramount Skydance, which is the parent company of CBS News. The Ellison Family owns a controlling interest in Paramount Skydance.)

    It also mentions TikTok investors Susquehanna International Group and General Atlantic, whose leaders have donated to pro-Trump super PACs. And it points to Abu Dhabi-based investment firm MGX, which struck a deal last year that involved buying $2 billion worth of a cryptocurrency issued by a Trump family-affiliated company.

    Ballou, the lead attorney in the case, now serves on the Washington, D.C.-based Public Integrity Project. The organization’s home page said it seeks to raise “the cost of corruption in America by suing the people, companies, and countries that seek to bribe government officials, as well as the government officials who seek to be bribed.”

    The Department of Justice said they had no further comment. Oracle declined to comment to CBS News. Susquehanna, MGX, General Atlantic and TikTok did not respond to CBS News’ request for comment.

    Spanberger once blasted gerrymandering and now backs amendment critics say could erase Virginia GOP

    Virginia Gov. Abigail Spanberger officially endorsed a Democratic-led redistricting amendment set to go before the commonwealth’s voters on April 21.

    The effort, spearheaded by Senate President L. Louise Lucas and House Speaker Don Scott Jr., is written to “restore fairness” in Virginia’s congressional representation. Critics have called that phrasing misleading, arguing the map designed by Lucas would likely would likely redraw districts in a way that removes every Republican lawmaker except Rep. Morgan Griffith.

    “I supported the formation of VA’s bipartisan redistricting commission in 2020 and that support has not changed,” Spanberger said in a video address Thursday.

    What has changed, she said, is Republican-led states’ efforts to pursue their own redistricting moves, including in Texas. Indiana Republicans voted down a proposal that may have redistricted out some Democrats, including Rep. Frank Mrvan of Indiana.

    Spanberger claimed the amendment is “temporary” and “directly in response” to actions in other states and to President Donald Trump’s reported comment that he is “entitled” to more congressional seats.

    “It preserves Virginia’s fair redistricting process into the future,” Spanberger said from Richmond.

    Incredulous Republicans piled on the Democratic governor on Thursday, noting her change in tune at least on a definitional level since McAuliffe and Youngkin-era redistricting moves.

    Ian Lovejoy of Manassas and otherwise center-right Fauquier County — one of the slew of now-former Republican delegates ousted in the November blue wave that swept Spanberger into office — cited her comments after a 2019 redistricting effort was halted by the Supreme Court.

    “This is good news for Virginia and the country. Gerrymandering is detrimental to our democracy and it weakens the individual voices that form our electorates. Opposing gerrymandering should be a bipartisan priority,” Spanberger said at the time, in a post screenshotted by Lovejoy.

    “I agree with the Governor on this one,” Lovejoy wrote in a caption accompanying the post.

    “[A]nd [I] hope everyone votes no on the illegal gerrymandering amendment — early voting starts Friday.”

    “Who could possibly vote against ‘fairness’?” asked Del. Wren Williams, R-Stuart, noting the turn of phrase in the measure.

    “This ballot language is so heavy-handed and misleading that it’s essentially fraud on the people of Virginia,” Williams said. “It frames a blatant, maximalist partisan gerrymander as an act of restoration.”

    Amid a flurry of lawsuits, the most consequential case is moving through courts in Tazewell County in the mountainous western end of the state.

    In that case, Judge Jack Hurley Jr. declared the amendment process “void ab initio” over a conflict in statutory early voting timelines and alleged abuse of the state’s special session provision. He separately barred Tazewell County from preparing for the election.

    A higher court stayed one of Hurley’s orders, allowing the referendum to move forward on April 21 while the merits of the case are decided. A top Republican lawmaker told Fox News Digital that could result in a ruling issued days after votes are cast.

    On Wednesday, another development emerged as a new Bedford County lawsuit against an abortion rights amendment could also affect the redistricting measure.

    Bedford County Supervisor Charla Bansley filed suit Tuesday, arguing the abortion initiative is invalid because the Democrat-led state legislature did not abide by a 1971 notice requirement mandating that all county clerks be notified for public inspection of the amendment three months before the 2025 election.

    A Republican source told Fox News Digital that Democrats “bet the farm” on the redistricting amendment, and that “if it fails on the notice requirement, so do their other three amendments.”

    Bansley told the Virginia Mercury that her county, along with the independent city of Lynchburg and adjacent Campbell County, never received notice of that particular amendment.

    The news sparked chatter, including in the Virginia Scope newsletter, that an unfavorable ruling for the legislature could also endanger the redistricting amendment.

    Abortion amendment sponsor Sen. Jennifer Boysko, D-Great Falls, told the Mercury the lawsuit is a “frivolous attempt” to silence voters.

    Neither Scott nor Lucas have responded to several prior inquiries about criticisms of the redistricting amendment.

    GOP leaders urge Tony Gonzales to drop reelection bid after he admitted affair with aide

    Washington — House GOP leadership called on Republican Rep. Tony Gonzales of Texas to end his campaign for reelection over a scandal stemming from his affair with a staffer who later died by suicide.

    “The Ethics Committee has announced an investigation into Congressman Tony Gonzales’s conduct, and we urge them to act expeditiously. Congressman Gonzales has said he will fully cooperate with the investigation. We have encouraged him to address these very serious allegations directly with his constituents and his colleagues. In the meantime, Leadership has asked Congressman Gonzales to withdraw from his race for re-election,” a statement from GOP leadership said Thursday.

    The statement came from House Speaker Mike Johnson of Louisiana, House Majority Leader Steve Scalise of Louisiana, Majority Whip Tom Emmer of Minnesota and GOP conference chairwoman Lisa McClain of Michigan.

    Gonzales, whose Tuesday primary advanced to a May runoff, admitted Wednesday that he had a relationship with the staffer, Regina Santos-Aviles.

    “I made a mistake, and I had a lapse in judgment, and there was a lack of faith, and I take full responsibility for those actions,” Gonzales told conservative radio host Joe Pags.

    According to a text exchange from May 2024 obtained by CBS News, Gonzales sent explicit messages to Santos-Aviles, asking her to send a “sexy pic” and what her “favorite position” is. Santos-Aviles told Gonzales: “This is going too far boss.”

    Santos-Aviles died in September 2025 after setting herself on fire.

    The House Ethics Committee said earlier Wednesday it was launching an investigation into whether Gonzales “engaged in sexual misconduct” with an employee or “discriminated unfairly by dispensing special favors or privileges.”

    It is against House rules for lawmakers to engage in relationships with any employee under their supervision. House rules also ban “unwelcome sexual advances or conduct” toward staff.

    Asked about Gonzales on Wednesday, Johnson said both the Office of Congressional Conduct and the House Ethics Committee are reviewing the matter and that leadership would allow “due process and investigations to play out.” He also said, “the voters have spoken last night.”

    McClain noted Thursday that leaders did not call on Gonzales to resign. He is facing calls from Democrats and some Republicans to step down immediately.

    “My hope is he would finish out the rest of his term,” she said at a news conference.

    The House GOP currently has a one-vote margin.

    Trump ousts Noem as frustrations build among White House officials, GOP lawmakers

    President Donald Trump said Thursday he was pushing Homeland Security Secretary Kristi Noem out of her position and would name Oklahoma Sen. Markwayne Mullin to replace her.

    Trump thanked Noem for her service, saying in his Truth Social post she “has had numerous and spectacular results (especially on the Border!)” and that she “will be moving to be Special Envoy for The Shield of the Americas, our new Security Initiative in the Western Hemisphere.”

    He said Mullin would take over the position March 31. It wasn’t immediately clear if Trump planned to nominate Mullin for the position permanently.

    Trump loves watching Mullin on TV, aides said, which played a role in the president’s decision to tap him for the position. Trump has called Mullin following combative interviews to praise him and White House staffers have often dispatched the senator to do cable news hits around big moments for the administration.

    Noem, who was tapped by Trump to helm DHS at the start of his administration, has faced growing scrutiny over her conduct in the position, including her alleged romantic relationship with her chief adviser, distribution of the windfall of cash the department has received — particularly for an expensive ad campaign that showcased her prominently — and her conflicting accounts over fatal incidents involving federal immigration agents.

    Current and former Homeland Security officials had privately questioned how much longer the secretary would remain in the post following what they perceived as a series of missteps. Those include blindsiding the White House with a decision to pause TSA precheck during the current DHS funding lapse — a decision that was reversed within hours — and her responses during two congressional hearings this week.

    Trump himself was angry with how the hearings went — particularly her assertion, which he denies, that the president was aware of her DHS ad campaign.

    Since the fatal shootings of US citizens Renee Good and Alex Pretti in Minneapolis, and Noem’s controversial responses, Trump has been asking allies about what they think of her. Those close to him believed at the time that it was largely Trump being Trump — he often asks about his team and how they are doing, particularly amid backlash.

    CNN has previously reported that some top White House officials have long been frustrated with Corey Lewandowski, Noem’s top aide and the subject of some pointed questioning during this week’s congressional hearings.

    Trump dispatched White House border czar Tom Homan to Minneapolis in January in the wake of the Good and Pretti shootings to resolve the issues on the ground there, an apparent rebuke of Noem’s handling of the situation. Homan and Noem have a long simmering feud and rarely speak, according to multiple current and former officials. White House officials maintained that the two were in lockstep with each other.

    Problems on the Hill


    GOP allies outside the administration had also grown weary of Noem — and support among GOP senators had weakened. That was evident in questions posed by Republicans during a Senate Judiciary Committee hearing this week.

    “Quality matters, not quantity, quality, and what we’ve seen is a disaster under your leadership,” GOP Sen. Thom Tillis said at the hearing.

    Republican Sen. John Kennedy confronted Noem about her agency’s advertising campaign, which, as Kennedy pointed out, often prominently showcases Noem. ProPublica reported last year that the recipient of a lucrative advertising subcontract was the husband of a former DHS spokesperson.

    While Noem argued that bids for the advertisements were properly submitted, Kennedy said his research “shows that you did not bid them out” and, in one instance, chose a company that was formed “11 days before you picked them.”

    “It troubles me, quarter-fifth to a quarter of a billion dollars in taxpayer money when we’re scratching for every penny and we’re fighting over rescission packages, I just can’t agree with Madam Secretary,” Kennedy said, later asking whether the president approved the campaign which featured her prominently.

    “Did the president know you were gonna do this?” Kennedy asked.

    “Yes,” Noem replied.

    “He did?” Kennedy pressed.

    “Uh huh, yes,” Noem said.

    In an interview with Reuters Thursday, Trump denied knowing about the campaign. “I never knew anything about it,” he said.

    Multiple other Republicans on the Senate Judiciary Committee, where Noem testified this week, wouldn’t say Thursday if they back her leadership, including Sen. Lindsey Graham, a close Trump ally.

    “Time will tell,” he repeatedly answered when asked if he has confidence in the DHS secretary and if he would vote to confirm her again if he had the chance.

    Complaints inside DHS


    Homeland Security officials were stunned by the president’s announcement Thursday afternoon, though some saw her ouster as inevitable.

    “I think it’s long overdue. She wasn’t qualified for the position from the beginning,” a Homeland Security official told CNN.

    Another Homeland Security official said Noem “paid the price,” accusing her of exploiting the role for personal gain.

    Officials in the department have been texting one another, sharing the news and trying to game out what comes next for the department. There was frequent turnover at the top of the agency during Trump’s first term.

    Within DHS, officials had expressed increasing frustration — and at times, exhaustion — over the way Noem and Lewandowski, a longtime Noem confidante who was tapped early on to serve at DHS as a special government employee, run the agency.

    “People are tired of their shit. Honestly, it’s been unreal,” one Homeland Security official told CNN.

    Lewandowski, who’s only intended to serve in his role on a temporary basis, has developed a reputation at the department of reprimanding officials, directing the firings of personnel, requesting employees be put on administrative leave, calling agency leaders “to hold them accountable,” and micro-managing — including over the massive infusion of cash the department has received to ramp up deportations.

    Noem downplayed his influence when asked by Republicans and Democrats about his role this week.

    “His role is a special government employee. And special government employees work for the White House and the administration. There are thousands of them,” Noem said, maintaining that Homeland Security officials were following rules and regulations associated with special government employees in an exchange with Republican Sen. Chuck Grassley.

    Noem was also grilled about longstanding allegations in the media that she was in a romantic relationship with Lewandowski. She called it “tabloid garbage” during a House hearing Wednesday.

    Picking a longtime ally


    Mullin was elected to the Senate in 2022 after serving five terms in the House of Representatives.

    In his tenure, Mullin has been a staunch ally of Trump and was a regular fixture in negotiations within his party, relying on his relationships across the Capitol to serve as a conduit between House and Senate Republicans. Over the summer, he was crucial in bringing Republicans together on passing the president’s landmark tax legislation, securing a deal with New York House Republicans on a state and local tax deduction.

    As the chair of the Senate Appropriations subcommittee that funds the legislative branch, Mullin has been deeply involved in helping to improve lawmaker security in a heightened threat environment. A former Mixed Martial Arts fighter, Mullin is famous on Capitol Hill for intense workouts that he used to run for House members. He is often seen bouncing a ball during a long vote series or during tense negotiations.

    In January, shortly after the killing of Pretti, Mullin told CNN he “absolutely” had confidence in Noem, though he said he hasn’t “had time” to see the viral videos of Pretti’s death.

    Mullin has been working with the White House and Senate Democrats to try and find an end to the current DHS shutdown, while arguing that he does not want Congress to pass restrictions that would inhibit agents from doing their job.

    A South Dakota return?


    Some officials and sources close to the White House had mused, before Trump announced he was sidelining her, whether Noem would try to run for the Senate in South Dakota, challenging incumbent Sen. Mike Rounds in the GOP primary. To qualify for the ballot in South Dakota, Noem would need to gather just over 2,000 signatures before the filing deadline at the end of March.

    But jumping in the race now wouldn’t give Noem much of a runway to campaign. The primary is scheduled for June 2, giving the former South Dakota governor less than three months.

    Trump has also already endorsed Rounds for Senate and an effort to paint him as an instigator of the president would prove challenging. In his endorsement last year, Trump wrote on Truth Social that Rounds was “an America First Patriot” who had his “complete and total endorsement for re-election.”

    “He will never let you down,” Trump said.

    Unlike other Republicans on the ballot this year, like Maine Sen. Susan Collins or Louisiana Sen. Bill Cassidy, Rounds voted against convicting Trump in his impeachment trial in 2021. He voted for every one of Trump’s cabinet nominees and has rarely spoken out against Trump even though he is seen in the chamber as a pragmatic and more traditional Republican.

    Rounds also voted for Trump’s signature tax package.

    There was one notable squabble between Rounds and Trump. The president did vow back in 2022 that he may never endorse Rounds again after the South Dakota Republican called the 2020 election fair.

    “I will never endorse this jerk again,” Trump said in a Truth Social post at the time.

    Washington— Department of Homeland Security Secretary Kristi Noem is out, and will be replaced by GOP Sen. Markwayne Mullin of Oklahoma, President Trump announced on Truth Social Thursday. The announcement comes amid criticism of DHS spending and as Congress has allowed the department’s funding to lapse.

    “I am pleased to announce that the Highly Respected United States Senator from the Great State of Oklahoma, Markwayne Mullin, will become the United States Secretary of Homeland Security (DHS), effective March 31, 2026,” Mr. Trump said in a post on Truth Social.

    The president said Noem “has served us well,” citing her “spectacular results” on the border. He said she will be moving to a role as special envoy for The Shield of the Americas, a new security initiative the administration will be unveiling.

    But Noem has been under fire for months, especially as Congress refused to fund the Department of Homeland Security after the fatal shootings of Renee Good and Alex Pretti amid the Minneapolis immigration crackdown.

    The final straw may come during her testimony before the Senate earlier this week, after she faced sharp criticism not only from Democrats, but also Republicans.

    In particular,GOP Sen. John Kennedy of Louisiana questioned the secretary about her decision to spend $220 million on an ad campaign aimed at reducing illegal immigration. He wanted to know “how do you square that concern for waste — which I share — with the fact that you have spent $220 million running television advertisements that feature you prominently?”

    And he pointed out that she had hired “people who had formerly done your political work back in South Dakota.” Noem told Kennedy, “That’s not correct,” and he shot back, “I think it is.”

    He went on to say that “It puts the president in a terribly awkward spot: It’s just hard for me to believe, knowing the president as I do, that you said, ‘Mr. President, here are some ads I cut and I’m going to spend $220 million running them,’ that he would have agreed to that.”

    “The president approved ahead of time you spending $220 million, running TV ads across the country in which you are featured prominently?” Kennedy asked her.

    Noem said, “Yes, sir. We went through the legal processes — did it correctly.”

    Noem said she and the president had a conversation about running the advertisements before she was sworn in and have talked about it since then. But Kennedy told CBS News that the president called him after the hearing, and said of Mr. Trump and Noem that “his recollection and her recollection are different.”

    Mr. Trump told Reuters, “I never knew anything about it.”

    At the same hearing, GOP Sen. Thom Tillis told Noem, “What we’ve seen is a disaster under your leadership, Ms. Noem. A disaster.”

    Tillis said that “what we’ve seen is innocent people getting detained” who turn out to be American citizens. He cited the “culture that’s been created here,” and he criticized Noem for the “domestic terrorist” label she used after the Good and Pretti shootings in Minneapolis.

    He also cited a letter from the DHS Officer of Inspector General with 10 instances under her leadership where investigators said they’ve been misled and unable to pursue critically important matters.

    经济学人智库高级分析师徐天辰则分析,今年设定的增长目标比较现实,也体现了从“数量为先”到“质量为先”的进一步转变。“政府目前的认知是,高增长未必是好事,因为可能会促使地方官员通过低效投资和数据注水来推高增长。”

    徐天辰认为,相比之下,提高收入水平、改善公共服务、发展人力资本、促进科技进步这些更实在的目标比GDP增速更重要。

    按照中国官方在2020年定下的目标,到2035年要实现经济总量或人均收入翻一番。据官方测算,要达到这个目标,“十五五”和“十六五”时期,GDP要实现年均4.17%增长。

    北京大学新结构经济学研究院国内智库部主任、研究员沈鸿说,中国将经济增速目标订在4.5%至5%,对准的是2035年目标,“也基本能实现这个目标了”。

    经济学人智库高级分析师徐天辰则分析,今年设定的增长目标比较现实,也体现了从“数量为先”到“质量为先”的进一步转变。“政府目前的认知是,高增长未必是好事,因为可能会促使地方官员通过低效投资和数据注水来推高增长。”

    徐天辰认为,相比之下,提高收入水平、改善公共服务、发展人力资本、促进科技进步这些更实在的目标比GDP增速更重要。

    按照中国官方在2020年定下的目标,到2035年要实现经济总量或人均收入翻一番。据官方测算,要达到这个目标,“十五五”和“十六五”时期,GDP要实现年均4.17%增长。

    北京大学新结构经济学研究院国内智库部主任、研究员沈鸿说,中国将经济增速目标订在4.5%至5%,对准的是2035年目标,“也基本能实现这个目标了”。
