    The United Nations’ nuclear watchdog chief says Iran’s enriched uranium stockpiles remain largely in place and its nuclear infrastructure — much of it buried deep underground — cannot be fully eliminated by airstrikes, underscoring the limits of military action.

    The head of the United Nations’ nuclear watchdog suggested to reporters Wednesday that Iran’s nuclear program is unlikely to be eliminated through military force, warning that ongoing U.S. and Israeli strikes cannot fully dismantle Tehran’s capabilities.

    Asked directly whether the program could be resolved militarily, International Atomic Energy Agency Director General Rafael Grossi said he did not believe it could.

    “This program is a very vast program,” Grossi said, describing a network of buildings, expertise and infrastructure built over decades. “At the end of this … the material will still be there, the enrichment capacities will be there.

    “We will have to go back to some form of negotiation.”

    Grossi emphasized he does not offer military advice, framing his comments as a technical assessment of the program’s scope.

    The nuclear inspector said the agency’s assessment is that Iran’s enriched uranium stockpile remains largely where it was prior to the strikes, with most of the material believed to be at the Isfahan nuclear complex and smaller amounts at Natanz.

    “Our assumption is that the material is … where it was,” he said.

    That reality underscores a broader challenge. Much of Iran’s most sensitive nuclear infrastructure — including storage sites for enriched uranium — is buried deep underground, making it difficult to destroy through airstrikes alone.

    While U.S. and Israeli strikes have degraded parts of Iran’s nuclear program, including above-ground facilities and support infrastructure, they have not eliminated the core components of the program.

    That assessment aligns with previous reporting on the limits of military action against Iran’s nuclear program. Analysts say highly enriched uranium stored at sites like Isfahan is believed to be kept deep underground in relatively mobile containers, making it difficult to destroy or secure without direct access to the facilities.

    “It’s not even clear the United States knows where all of the uranium is,” Kelsey Davenport, director of nonproliferation policy at the Arms Control Association, previously told Fox News Digital, noting that the mobility of storage containers raises the possibility that some material could be moved or dispersed.

    Iran possessed roughly 441 kilograms of uranium enriched to 60% as of mid-2025, enough, if further enriched, to fuel multiple nuclear weapons, according to the International Atomic Energy Agency.

    Experts estimate the final step to weapons-grade enrichment could take weeks under ideal conditions, though building a deliverable weapon would require additional time for weaponization and delivery systems.

    Grossi also pointed to continued uncertainty surrounding a newly disclosed enrichment facility near Isfahan.

    The site is believed to be a newly declared underground enrichment facility where Iran could potentially install centrifuges to produce enriched uranium. Grossi said the International Atomic Energy Agency has not yet inspected the location and does not know whether it is operational, under construction or equipped with nuclear material.

    “We know where it is … but we have not been able to go,” he said.

    Grossi said the agency has not been able to access some sites during the conflict and is relying in part on imagery to assess conditions.

    The gaps in access highlight the limits of current monitoring. Grossi acknowledged the agency lacks full visibility into some parts of Iran’s program, particularly sites it has not been able to inspect.

    Federal Reserve Chairman Jerome Powell said Wednesday he will remain at the central bank while the Department of Justice’s criminal investigation continues.

    “I have no intention of leaving the board until the investigation is fully resolved with transparency and finality,” Powell said, referring to the Federal Reserve Board of Governors, commonly known as the Fed Board.

    With the probe complicating efforts to confirm his successor, Powell said that if no replacement is in place by the end of his term as chair, he would continue serving as chair pro tempore until one is confirmed.

    “That is what the law calls for,” he said. “That’s what we’ve done on several occasions, including in my own case, and it’s what we’re going to do in this situation.”

    The federal investigation centers on Powell’s June 2025 testimony to lawmakers about the Federal Reserve’s renovation of its two historic main buildings on the National Mall, a project that has drawn scrutiny from Republicans and the Trump administration.

    On Jan. 11, Powell disclosed that the Justice Department had opened a criminal investigation into that testimony, an unusual development for a sitting Fed chair.

    In a rare video statement, Powell called the probe “unprecedented” and described it as another salvo in what he said was President Donald Trump’s pressure campaign on the central bank to cut rates. The unusually public response followed days of private consultations with advisors and stood out for a Fed chair known for his measured approach.

    Powell added that no one “wants to do a major renovation of a historic building during their term in office” and said cost overruns were driven in part by unexpected construction challenges and inflation.

    Its primary income comes from interest earned on government securities and fees charged to financial institutions.

    Powell, a Trump nominee first tapped to lead the Fed in 2017, is expected to finish his term at the end of May.

    Russia is covertly shipping oil to Cuba using deceptive shipping tactics to bypass U.S. sanctions, according to maritime intelligence reports, and as the island grapples with fuel shortages and power outages.

    One alleged delivery came amid one of Cuba’s worst energy crises and ahead of a grid collapse on March 16 which left roughly 10 million people without electricity, according to Cuban authorities and the U.S. Embassy in Cuba.

    “The Hong Kong-flagged tanker, which is not sanctioned, has AIS patterns that suggest the tanker spoofed its location and likely sailed to Cuba to discharge its cargo in early March,” Windward AI said.

    The Financial Times also reported March 18 that another Russian-flagged tanker, Anatoly Kolodkin, carrying crude oil, was expected to reach Cuba by April 4.

    “We are ready to provide all possible assistance,” Kremlin spokesman Dmitry Peskov had told reporters at a briefing on Cuba on March 17, The Moscow Times reported.

    The alleged shipments came as senior officials at the State Department told Fox News that, under existing law, there are ways for Cuban companies and citizens to purchase oil, but said the Cuban regime is making that impossible.

    The U.S. oil embargo prevents the Cuban regime from purchasing oil only, the official confirmed.

    Windward AI first identified the tanker, Sea Horse, as the key vessel in the suspected clandestine oil delivery in its report on March 18.

    The firm said the vessel was thought to have transported around 190,000 to 200,000 barrels to Cuba while engaging in behavior consistent with sanctions evasion. Although the vessel is not under sanctions, Windward analysts flagged several suspicious activities.

    These included switching off its Automatic Identification System (AIS) during a ship-to-ship transfer near Cyprus — where it likely loaded its cargo — and sailing without Western insurance, both common indicators of sanctions circumvention.

    The tanker also repeatedly altered its stated destination, initially signaling Havana before changing to “Gibraltar for orders,” a tactic often used to obscure final delivery points.

    After crossing the Atlantic, it appeared to drift while broadcasting that it was “not under command,” with analysts suggesting its AIS signals may have been manipulated to conceal its true location and activities.

    These movements strongly indicate that the vessel may have completed an unreported delivery to Cuba before resuming normal transmissions.

    Since Jan. 29, U.S. measures — effectively creating an oil blockade — have disrupted fuel shipments to the island.

    The policy shift followed major changes in Venezuela and the arrest of Nicolás Maduro, further tightening supply to Cuba and discouraging other tankers from approaching its ports.

    President Donald Trump had warned that countries supplying oil to Cuba could face tariffs, while Cuban President Miguel Díaz-Canel condemned the measures as an “economic war” and pledged continued resistance in a post shared on X.

    “The only way for Cuba to fix its energy crisis is to address the root cause of its economic failures: total government control of economic life,” a U.S. official told Fox News on March 17.

    “The regime must make significant changes, allowing for privatization and for the Cuban people to provide for themselves,” they said.

    Otherwise, another senior State Department official said Cuba’s blackouts have “sadly become common for many years in Cuba — a symptom of the failing regime’s incompetence and inability to provide even the most basic goods and services for its people.”

    “This is the tragic result of over 60 years of Communist rule. An island that was once the crown jewel of the Caribbean has plunged into extreme poverty and darkness.

    “As President Trump has said, what is left of the regime should make a deal and finally let the Cuban people be free and prosperous, with the help of the United States,” the official said.

    “Cuba right now is in very bad shape. They’re talking to Marco,” Trump told reporters March 17 before adding that “we’ll be doing something with Cuba very soon.”

    急于备考的刘同学信以为真,按对方要求付款5000元,可对方却百般拖延,始终未交付所谓的资料,还以防止真题外泄为由,多次诱导他继续转账、缴纳“保证金”2万元。刘同学最终也未能收到“考试真题”。

    报道称,接报立案后,警方成立专案组,围绕嫌疑人社交账号、转账流水等信息层层深挖,很快摸清了该诈骗团伙的组织架构和藏身窝点,将该团伙一网打尽。

    据报道,该诈骗团伙分工明确、专门针对海外留学生进行职业化诈骗。团伙成员伪装成校友接近被害人,谎称有内部考试资料,往往先以相对较低价格吸引留学生出资购买。留学生付费后,又以“保证金”等名义,索要上万元甚至十数万元的费用。一旦留学生落入圈套,交出去的钱便有去无回。

    警方介绍,该团伙还会利用网络搜索公开资料,或者通过人工智能(AI)生成假题目包装成“内部考试资料”搪塞被骗学生。被害人发现题目不符后,犯罪嫌疑人会以考题临时更换作解释,并提出可以提供代写作业服务作为补偿,以安抚被害人情绪防止其报警。民警说:“但实际上,这些犯罪嫌疑人多为初高中文化,根本不具备任何学术指导能力。”

    报道称,接报立案后,警方成立专案组,围绕嫌疑人社交账号、转账流水等信息层层深挖,很快摸清了该诈骗团伙的组织架构和藏身窝点,将该团伙一网打尽。

    据报道,该诈骗团伙分工明确、专门针对海外留学生进行职业化诈骗。团伙成员伪装成校友接近被害人,谎称有内部考试资料,往往先以相对较低价格吸引留学生出资购买。留学生付费后,又以“保证金”等名义,索要上万元甚至十数万元的费用。一旦留学生落入圈套,交出去的钱便有去无回。

    警方介绍,该团伙还会利用网络搜索公开资料,或者通过人工智能(AI)生成假题目包装成“内部考试资料”搪塞被骗学生。被害人发现题目不符后,犯罪嫌疑人会以考题临时更换作解释,并提出可以提供代写作业服务作为补偿,以安抚被害人情绪防止其报警。民警说:“但实际上,这些犯罪嫌疑人多为初高中文化,根本不具备任何学术指导能力。”

    警方说,经查,该团伙赵姓负责人抓住留学生急于通过考试的心理,又认为代写、购买内部考试资料属于灰色地带,且案件事发境外,警方难以介入,便策划了这些专门针对留学生的诈骗骗局。赵姓负责人等23名犯罪嫌疑人因涉嫌诈骗罪被浦东警方刑事拘留,案件正在进一步调查中。

    The U.S. House of Representatives passed legislation Wednesday to crack down on illegal immigrants participating in welfare fraud despite fierce objections from most Democrats.

    Lawmakers voted 231-186 to approve the Deporting Fraudsters Act, with 186 Democrats opposing the measure.

    The bill, sponsored by Rep. David Taylor, R-Ohio, would amend the Immigration and Nationality Act to explicitly define fraud as a deportable offense. Republicans said the legislation is necessary to ensure that noncitizens who steal taxpayer dollars are no longer eligible for immigration relief services or legal protections.

    “If you admit to or you’re convicted of fraudulently receiving public benefits, you are out of here on the next plane and can never return,” Rep. Tom McClintock, R-Calif., said Wednesday on the House floor.

    WALZ’S MINNESOTA MESS COULD SPARK THE TOUGHEST FRAUD REFORMS IN DECADES

    Democratic lawmakers largely opposed the GOP-authored bill, arguing that noncitizens convicted of fraud are already eligible for deportation.

    “Another week, another redundant and completely unnecessary immigration crime bill,” Rep. Jamie Raskin, D-Md., said during debate on the measure.

    Democrats also sharply criticized the measure for eroding legal immigrants’ due process rights by permitting noncitizens to be deported prior to prosecutors securing a conviction.

    “By bypassing the conviction requirement, this legislation would hand a liberal get-out-of-jail free card to immigrants who commit fraud by deporting them without going through the criminal justice system and giving their victims a day in court,” Raskin said.

    GOP lawmakers countered that there is no language in the bill that prevents noncitizens from being prosecuted for alleged fraud prior to removal from the country.

    The bill is likely dead on arrival in the Senate given widespread opposition from Democrats. Under Senate rules, most legislation must overcome a 60-vote threshold to advance to a vote on final passage.

    The vote follows heightened scrutiny from House Republicans on welfare fraud nationwide.

    The House Oversight Committee in December launched a probe into massive welfare fraud involving Minnesota’s social services programs. Federal prosecutors say as much as $9 billion in taxpayer money may have been stolen in various fraud schemes and have charged nearly 100 individuals, including many of Somali descent.

    House Republicans have also spotlighted reporting from independent journalist Nick Shirley, who has probed alleged daycare fraud in Minnesota and California.

    “We have already seen why action is needed,” Rep. Claudia Tenney, R-N.Y., said Tuesday during a House GOP leadership news conference. “Independent journalist Nick Shirley helped expose a massive fraud scheme, showing how organized and widespread these scams can become even when oversight fails.”

    Gas prices rise as oil hits $111 a barrel

    Gasoline prices in the U.S. jumped on Wednesday, as the Iran war continues to take a toll on energy infrastructure in the Middle East and slow shipping in the Strait of Hormuz.

    Drivers now pay an average of $3.84 per gallon, up from $2.92 a month ago and the highest level since September 2023, according to data from AAA.

    Diesel prices are also surging as the war constricts global oil supplies. On Tuesday, prices topped $5 a gallon for the first time since 2022. Diesel now top $6 ia gallon in California, Hawaii and Washington, according to AAA.

    Brent hits $111 a barrel

    Gas prices are rising due to the surge in crude oil, which in the U.S. accounts for 51% of the cost of a gallon of gas. A barrel of Brent crude, the international benchmark, has surged from roughly $70 per barrel just before the U.S. and Israel attacked Iran on Feb. 28 to as high as $111.45 on Wednesday afternoon, according to FactSet. The price for a barrel of benchmark U.S. crude rose to $99.24.

    Crude has soared and swung rapidly in recent weeks, due to supply chain disruptions and cuts from major producers across the Middle East. Iran on Wednesdaythreatened to attack oil and gas infrastructure in Qatar, Saudi Arabia and the United Arab Emirates after claiming that some of its gas fields and related infrastructure were targeted.

    Patrick De Haan, a petroleum expert at GasBuddy, suggested markets could shrug off concerns about escalating violence in the Persian Gulf as they wait to see if Iran follows through on its threats.

    “Will Iran follow up and what does that look like, and how the U.S. might respond — that would be baked into the price of oil,” he said.

    The White House has recently taken actions to ease energy prices. On Wednesday, President Trump issued a 60-day waiver of the Jones Act, a law that requires goods shipped between American ports to be carried on ships that are U.S.-built, -flagged and -crewed.

    But De Haan called the measure a “band-aid” solution that was unlikely to sharply reduce gas prices, saying that oil markets are more focused on the risks in the Strait of Hormuz.

    Sen. Bernie Moreno, R-Ohio, lambasted his Democratic colleagues for blaming Republicans for the partial government shutdown during a Congressional hearing on Wednesday, calling their behavior “disgusting” and “disgraceful.”

    Moreno used his allotted time during Oklahoma Republican Sen. Markwayne Mullin’s confirmation hearing for the Department of Homeland Security Secretary to focus on the close to 260,000 DHS employees, which includes Transportation Security Administration employees, who have gone without a paycheck for more than a month.

    “260,000 American citizen families who have not received a paycheck in over a month. None of those people are in charge of policy,” Moreno said. “It’s not one of those families that makes policy decisions. For the most part, that’s on the people here. There isn’t a single human being on this dais that has missed a paycheck. Every single one of us has gotten a paycheck the last 30 days and before that.”

    Moreno argued that the real victims of the government shutdown are DHS employees.

    “They’re having to tell their kids they can’t send them to dance recital because they did everything right in life except got a job with the Department of Homeland Security so that a politician can make a 30-second video online to fundraiser for the next election,” he said.

    “That’s disgusting.”

    Weeks ago, Sen. Cory Booker, D-N.J., posted a video on social media vowing to vote against funding DHS until reforms are made to the agency.

    Moreno then turned his attention toward Homeland Security & Governmental Affairs ranking member Gary Peters, D-Mich., accusing him of failing to keep his promise of keeping key agencies funded. But Peters wasn’t paying attention. Moreno called it “incredibly disrespectful” before laying in on Peters.

    “You said you’re going to fund all these agencies,” Moreno said to Peters. “Here’s one that you haven’t funded.”

    Moreno showcased a large poster board, which shared how the mission of DHS was being compromised by the government shutdown. At the top of the board was listed U.S. Citizenship and Immigration Services.

    “USCIS is near and dear to my heart,” Moreno said. “That’s how I became a US citizen. We’ve defunded the agency that allows legal immigrants into this country. That is insane. Never hear the Democrats talk about that. 3,300 employees, trying to process legal immigrants. They don’t get a paycheck.”

    He also railed against the defunding of Customs and Border Patrol and Immigration Customs and Enforcement.

    “Are you suggesting that we not fund an organization that tracks transnational organizations?” Moreno rhetorically asked Democrats of ICE funding. “Be specific. When you say you don’t want to fund ICE, I want you to say the words ‘we do not want to fund 7,000 special agents that are in charge of stopping transnational criminal organizations, drug smugglers, and human traffickers.”

    Moreno’s comments during Mullin’s Senate confirmation hearing come a day after Senate Majority Leader John Thune, R-S.D., accused Democratic leadership of holding DHS agencies “hostage” amid negotiations for appropriations.

    Illinois primaries show political power of Pritzker, limits for outside spending and more takeaways

    Illinois’ Democratic primary elections on Tuesday received a lot of attention, and not always for the candidates on the ballot. The primary for the open seat left by retiring Sen. Dick Durbin, had served as a test for Illinois Gov. JB Pritzker’s political clout ahead of a potential 2028 presidential run.

    And outside spending from pro-Israel groups and pro-crypto groups, had swarmed House primaries in the closing weeks.

    Here are five takeaways from Tuesday’s results:

    Stratton on path to make history

    Should she win her general election where she is heavily favored in the Democratic stronghold of Illinois, Lt. Gov. Juliana Stratton will become the sixth Black woman to serve in the U.S. Senate.

    A South Side Chicago native and attorney, Stratton served as a state representative for two years before becoming Pritzker’s lieutenant governor in 2018. Her win on Tuesday was bolstered by a strong showing in Chicago, and remaining competitive with her main opponent, Rep. Raja Krishnamoorthi, in more suburban and rural areas of the state.

    She framed herself as a strong fighter against the Trump administration, which was shown in her campaign’s viral adthat featured voters launching expletives at the president.

    She has pledged to push to abolish Immigration and Customs Enforcement, a message that resonated after the Trump administration’s “Operation Midway Blitz” immigration crackdown in Chicago. And in debates and on the airwaves, she’d highlight and criticize donations a Palantir executive made to Krishnamoorthi. Palantir develops software tools for ICE.

    “What people are tired of in Washington is the status quo … they’re looking for someone to go to the mat fighting for them,” she told CBS News in an interview on Monday.

    In addition to the backing from Pritzker, Stratton had endorsements from Sens. Tammy Duckworth and Elizabeth Warren. Stratton has said that if elected to the Senate, she would not support New York Sen. Chuck Schumer as leader of the Democratic caucus.

    Pritzker shows political power ahead of potential 2028 run

    At Stratton’s watch party in Chicago, Pritzker told staff and supporters that he knows the bet he made on Stratton.

    “A lot of people have suggested this was personal to me. They were right. It was,” Pritzker said Tuesday night.

    Pritzker had been tied to Stratton’s Senate campaign since day one. He appeared in several TV ads from her campaign and a pro-Stratton super PAC, Illinois Future PAC, that he funded with at least $5 million of his own money.

    And on Election Day, he was spotted alongside Stratton at the famous Manny’s Cafeteria & Delicatessen in Chicago, to make a last-minute push.

    “I’m not choosing candidates because I’ve taken a poll ahead of time and decided that I can only support a candidate that I know absolutely 100% is going to win,” Pritzker said on Tuesday, according to Politico. “When you’ve got somebody that is hyper-qualified for the job, that’s who I’m supporting.”

    But his backing of Stratton had risks. Stratton had lagged in polling for months in the race as her main opponent, Krishnamoorthi, had a massive fundraising arsenal and put up TV advertisements since last July.

    The Chair of the Congressional Black Caucus, which had backed a third candidate, Rep. Robin Kelly, also showed frustrations with the governor’s involvement. “Quite frankly, [Pritzker’s] behavior in this race won’t soon be forgotten by any of us,” Rep. Yvette Clarke told Punchbowl News. Clarke put out a statement on Wednesday congratulating Stratton, and said it was a moment “that calls for unity.”

    Pritzker, who is up for reelection in November for a rare third term as Illinois governor, has said he is not considering a 2028 campaign for president at this moment. But Stratton’s win is a force of political power for the governor, as he gets a close political partner in the Senate.

    “It’s no secret that Black women are the backbone of the Democratic party, and if you are part of their ascendant leadership, that’s a big win for a white male who may want to run for President,” said Democratic operative Hyma Moore.

    “Whatever he does, I can say if that’s what he decides to do, he would be wonderful at it,” Stratton told reporters on Wednesday. “I think he’d make a great president.”

    Outside spending from AIPAC, crypto and AI sees mixed return on investment

    Pro-Israel, cryptocurrency and artificial intelligence committees contributed over $52.7 million dollars in outside spending for the Senate primary and several House Democratic primaries in the Chicagoland area. And they saw mixed results.

    The pro-crypto Fairshake PAC spent about $10 million against Stratton, in hopes of a Krishnamoorthi win, according to Federal Election Committee filings. Their preferred candidate in Illinois’ 2nd, 8th and 13th District won, while they lost in the 7th District.

    “We are just getting started in our nationwide fight for American innovation,” said Fairshake PAC spokesperson Geoff Vetter.

    The pro-artificial intelligence Think Big PAC had spent about over $1 million to back 8th District winner Melissa Bean, and about the same amount to Jesse Jackson Jr.’s failed comeback attempt in Illinois’ 2nd district.

    But the American Israel Political Action Committee (AIPAC) was the largest spender. They spent over $21 million across four Chicagoland races, propping up committees with broad names that didn’t have obvious ties to AIPAC or mentioning Israel in any of the advertisements they funded.

    They saw an even split in Tuesday night’s House results. Their preferred candidate won in the 2nd and 7th districts and lost in the 8th and 9th district. The group claimed a broader victory Tuesday night, noting that “half a dozen anti-Israel candidates” had lost their primaries and indicated that they’re ready to spend more in future 2026 primaries.

    AIPAC had been a rallying cry in the 9th District in particular, the race they spent over $7 million. The eventual winner, Evanston Mayor Daniel Biss, had campaigned against the group’s involvement, showing the shifting politics of pro-Israel stances in the Democratic party.

    Biss, the grandson of a Holocaust survivor, supports a two-state solution and said the “oppression of the Palestinian people is an unacceptable stain on the world and the Jewish people as well.”

    “AIPAC found out the hard way. The 9th district is not for sale,” Biss said Tuesday night.

    “This victory belongs to J-Street,” he added, referencing a liberal pro-Israel outside group that backed Biss.

    Progressive candidates fall short

    Further-left progressives felt emboldened after New York City Mayor Zohran Mamdani’s 2025 victory, and Analilia Mejia in New Jersey’s 11th District special election primary earlier this year. But in primaries Tuesday night where candidates with similar platforms ran, they’ve fallen short.

    Kat Abughazaleh, a 26-year-old Palestinian American journalist who ran in the Illinois’ 9th District but had only moved to Chicagoland last year, lost to Biss by just over 3 points. Junaid Ahmed, a tech businessman, lost to Bean in Illinois’ 8th District by 5 points. Illinois state Sen. Robert Peters, who had backing from the progressive Working Families Party, placed third in the Illinois’ 2nd District.

    While all three had run to the left of their main opponents on immigration and Israel, the topic of affordability had been center to their campaign messaging, similar to Mamdani in New York.

    But despite involvement from the Congressional Progressive Caucus and the Justice Democrats group, which backed Abughazaleh and Ahmed, as well as endorsements from Sen. Bernie Sanders of Vermont, the left-wing of the Democratic party still left Illinois relatively empty handed.

    High turnout

    Turnout for the state’s Senate primary is the highest since former President Barack Obama’s Democratic Senate primary in 2004, with over 1.1 million votes cast so far. Voters in Chicago and its suburbs in Cook County also set the record for early voting, surpassing the previous record of 106,252 early ballots cast for the 2018 primaries, the last time President Trump was in office during a midterm election season.
