Republicans’ warning for President Donald Trump is growing louder with the Department of Homeland Security set to shut down in just days: Don’t feel public pressure to relent on an issue central to his campaign.

Even as the White House has engaged with Democrats over reforms to DHS, a growing chorus of members have urged Trump and his team to play hardball and instead fight for GOP priorities, like cracking down on so-called sanctuary cities in exchange for any Democratic demands on federal immigration enforcement.

One such appeal came from Missouri Republican Sen. Eric Schmitt, who golfed and watched the Superbowl with the president over the weekend. Schmitt’s view was the president didn’t need to yield to the other party’s demands, even with that critical funding deadline bearing down on Capitol Hill.

“We should not be, in any way, shape or form kneecapping ICE,” Schmitt told CNN. “President Trump ran on this issue. So again, I think this is a home game for us, and if the Democrats want to continue down this road, it’s just a loser for them.”

Bolstering Republicans’ resolve if that Trump’s signature policy bill last summer injected DHS with billions for immigration enforcement – enough, they argue, to cover operations for months, if not years, to come. The impact of a shutdown instead would be felt primarily by other program like FEMA and TSA — something they say would make it harder for Democrats to defend their position in a prolonged stalemate.

“I don’t know why we are entertaining policy initiatives on funding bills. If you want to have a debate and they want to put forth this stupid 20-point plan in legislation, let’s have the debate. They’ll lose,” Schmitt challenged. (Democrats have sent the White House a series of demands from requiring the use of body cameras for agents to reining in roving patrols.)

Speaker Mike Johnson told reporters Wednesday evening that the White House plans to soon send over new details to Democrats in their ongoing negotiations but it remains unclear if a deal can come together before funding for DHS expires Friday.

“I was at the White House 90 minutes ago, talking about that very thing. The White House is sending over a few terms — I don’t know if you’d call it a counteroffer — but they’re in negotiations with Senate Democrats,” Johnson said about the status of the talks.

“We’ll see how the Democrats receive that,” he said, though did not offer any details.

After the death of Alex Pretti, the window for a negotiation over the contentious and thorny issue of immigration enforcement tactics appeared to open in Congress, a rare but serious opportunity for lawmakers to find a middle ground on an issue that has befuddled lawmakers for decades. But after two weeks of fraught talks, stalled negotiations and public blaming, both sides appear to be recalcitrant, retreating to their long-held views on the issue.

The White House had pushed Republicans to fund the rest of the government while negotiating DHS funding separately, but conservatives are newly emboldened that the president can easily weather a partial shutdown with little political cost while blaming Democrats for being soft on immigration enforcement.

“I’ve made clear, I’m not gonna support anything that I think is detrimental to law enforcement,” Sen. Josh Hawley, a Republican from Missouri, recently told reporters on Capitol Hill.

Sen. Bernie Moreno said, in his view, “they [Democrats] can take the DHS appropriations bill or they can shut down FEMA, Coast Guard, TSA, Secret Service and CISA. That’s up to them.”

“I wouldn’t offer anything. That’s my point of view,” the Ohio Republican added.

Many Democrats, meanwhile, initially interpreted GOP comments about concerns over ICE tactics as a tacit recognition that the administration may have gone too far in its efforts to ramp up deportations in major cities around the country.

And many in the party see the death of Pretti and Renee Nicole Good at the hands of federal agents in Minneapolis as a moment of reckoning requiring them to force significant reforms to US Customs and Immigration Enforcement, even if it risks another prolonged shutdown just months after a historic shutdown yielded little in terms of concessions from the administration.

“It’s really important that Secretary Noem not allow a band of untrained officers – I’m gonna use that term loosely – to terrorize our communities,” Sen. Jacky Rosen, a Democrat from Nevada, said.

Negotiations with the White House are ongoing. Sen. Markwayne Mullin of Oklahoma, a close ally of the president’s, told reporters Wednesday night that GOP leaders had offered Democrats a four-week continuing resolution to keep talks going.

However, Senate Minority Leader Chuck Schumer is signaling his members are unlikely to back even a short-term spending bill to fund the agency while talks continue because such little progress has been made.

“We’re 3 days away from a DHS shutdown and Republicans have not gotten serious about negotiating a solution that reins in ICE and stops the violence. Democrats will not support a CR to extend the status quo,” Schumer posted on X Wednesday.

Republican leaders have suggested they may send members home Thursday for a regularly scheduled week-long recess if a deal to keep DHS funded remains too far out of reach, leaving funds to lapse.

Majority Leader John Thune, for his part, has tried for to maintain the talks are moving in the right direction. But plenty more in his party are skeptical, accusing their opponents of using the funding fight to demonstrate to their liberal base that they’re standing up to Trump’s deportation raids.

“They’re clamoring for a government shutdown,” House Majority Leader Steve Scalise told reporters Tuesday, while another top Republican, Rep. Lisa McClain, said she’s “furious with the Democrats who are so desperate to satisfy their activist base that they would rather shut down FEMA, TSA and even the Coast Guard.”

Even if leaders and the White House were able to get to reach a compromise,it’s not clear that either party would fully accept it given just how polarizing the issue of Trump’s immigration enforcement has become.

“If they make a deal, it’s going to be hard to get the Democrats and the Republicans to vote for it,” Louisiana Sen. John Kennedy said. “I think if you gave Chuck everything he wanted today, he couldn’t deliver the votes from Dems and the Republicans are gonna want a crackdown on sanctuary cities.”

President Donald Trump is threatening to back election challengers against the six House Republicans who joined Democrats in voting to reverse his tariffs on Canada.

The president sent out an ominous warning to GOP lawmakers in the House and Senate just before his agenda suffered a blow on Capitol Hill Wednesday evening.

“Any Republican, in the House or the Senate, that votes against TARIFFS will seriously suffer the consequences come Election time, and that includes Primaries!” Trump posted on Truth Social.

He argued that the trade deficit was reduced significantly while U.S. financial markets hit significant high points because of his tariff policies.

“In addition, TARIFFS have given us Great National Security because the mere mention of the word has Countries agreeing to our strongest wishes,” Trump continued.

“TARIFFS have given us Economic and National Security, and no Republican should be responsible for destroying this privilege.”

Democrats successfully got a vote on a measure to reverse Trump’s national emergency at the northern border using a mechanism for forcing votes over the objections of House majority leadership called a privileged resolution.

The six Republicans who voted in favor of the measure were Reps. Dan Newhouse, R-Wash.; Kevin Kiley, R-Calif.; Don Bacon, R-Neb.; Jeff Hurd, R-Colo.; and Brian Fitzpatrick, R-Pa.

One Democrat, Rep. Jared Golden, D-Maine, voted with the majority of Republicans on the matter. It passed 219-211.

It’s not clear how much impact Trump’s threat will have, however.

Neither Newhouse nor Bacon is running for re-election in the 2026 midterms, and Trump is already endorsing a primary challenger against Massie.

Kiley, whose district was heavily altered by California Democrats’ new congressional map, has not yet said whether he will run for re-election or where he will do it.

He told Fox News Digital when asked for a response to Trump, “This was a resolution regarding the emergency declared by the president over fentanyl from Canada. Congress has an obligation under the National Emergencies Act to evaluate every six months if the emergency still exists. Canada has now significantly cracked down on fentanyl, so there’s no basis to extend the emergency another six months.”

Fitzpatrick and Hurd are both well-liked incumbents in their districts, which are top targets for Democrats come November.

Hurd told Fox News Digital his constituents were “directly affected by these policies.”

“Today’s vote is grounded first and foremost in the Constitution. Article I gives Congress the authority to regulate commerce with foreign nations and to levy tariffs. Over time, Congress has delegated limited authority to the executive branch, particularly in matters involving national emergencies. But those delegations were never intended to serve as a permanent vehicle for sweeping, long-term trade policy,” he added.

“If we normalize broad emergency trade powers today, we should expect that a future president — of either party — will rely on the same authority in ways many of us would strongly oppose. Institutional consistency matters. The Constitution does not shift depending on who occupies the White House. My responsibility is to defend the separation of powers regardless of political convenience.”

Trump signed an executive order in February 2025, enacting an additional 25% tariff on most goods from Canada and Mexico. Energy from Canada was subject to an additional 15% tariff.

At the time, the White House said it was punishment for those countries’ unwillingness to do more to stop the flow of illegal immigrants and illicit drugs into the U.S.

Opponents of Trump’s tariff strategy have criticized his moves against Canada in particular, arguing it was unjustly harming one of the closest allies and trading partners of the U.S. to the detriment of Americans.

But Republicans who voted against the legislation pointed out that Trump said the fentanyl crisis was the reason for issuing the emergency in the first place, adding the drug was still killing Americans.

The legislation now heads to the Senate, where Republicans have voted to rebuke Trump’s tariff strategy in the past despite similar warnings from the president.

Trump says governors from both parties are invited to White House events, except 2 Democrats

President Trump said Wednesday that nearly all governors are welcome at the White House for a formal meeting and dinner next week, though the Democratic governors of Maryland and Colorado are still being excluded.

The White House was initially going to exclude Democratic governors from a formal, typically bipartisan business meeting on Feb. 20 during the annual National Governors Association (NGA) conference, according to the NGA and a source familiar with the White House’s planning.

And two Democratic governors, Wes Moore of Maryland and Jared Polis of Colorado, said they were informed by the NGA last Friday they would not be invited to a separate dinner at the White House on Feb. 21 with the president, the governors and their spouses.

But after talks between the White House and Oklahoma Gov. Kevin Stitt, a Republican who chairs the NGA, the organization and the president said Wednesday that governors from both parties are welcome to both the meeting and the dinner. Democratic governors began receiving invitations on Wednesday evening to the business meeting, though the NGA did not receive updates about the White House dinner.

Gov. Stitt informed governors of all 55 states and territories on Wednesday that all are invited to the formal meeting on Feb. 20.

“He was very clear in his communications with me that this is a National Governors Association’s event, and he looks forward to hosting you and hearing from governors across the country. President Trump said this was always his intention, and we have addressed the misunderstanding in scheduling,” Stitt wrote in a message to governors obtained by CBS News.

In a Wednesday afternoon Truth Social post after Stitt’s message was sent, Mr. Trump wrote that Moore and Polis are still excluded. He suggested there was a misunderstanding between him and Stitt.

“The invitations were sent to ALL Governors, other than two, who I feel are not worthy of being there,” Trump wrote, adding that he “even invited” two of his political foes, Illinois Gov. JB Pritzker and California Gov. Gavin Newsom. “So, as usual with him, Stitt got it WRONG! The Invitations were sent out to all other Governors, Democrat and Republican.”

Moore still received an invite on Wednesday to the formal meeting, according to a source familiar with the matter.

It is unclear if Polis received an invitation to that meeting as well. A spokesperson for the Colorado governor said “no matter what events Colorado is or isn’t invited to, Governor Polis will continue to focus on working with his fellow governors and anyone who wants to help make people’s lives better.” CBS News has reached out to the White House.

The NGA said it was informed by the White House on Feb. 5 that only Republican governors would be invited to the formal business meeting. Because of these exclusions, the NGA said the following day that it would not facilitate that meeting or put it on the group’s official schedule. Stitt reiterated that in a letter to governors on Monday, and defended Moore as “an exceptional vice chair” for the NGA.

After reports of Democratic governors being excluded from the meeting, nearly every Democratic governor put out a joint statement Tuesday that indicated they wouldn’t attend any White House events, including the dinner, out of solidarity with Moore and Polis.

In his Wednesday post, Mr. Trump cited a disagreement over the imprisonment of former Colorado county election clerk Tina Peters as the reason for not inviting Polis. The president has pushed Polis for months to grant clemency to Peters, who is serving a nine-year sentence on multiple state charges related to unauthorized access to voting machines.

And Mr. Trump called Moore “foul mouthed” and claimed he had embellished receiving military medals, though Moore has said it was an honest mistake on a White House fellowship application in 2006. He has since received a Bronze Star for his deployment to Afghanistan.

The president also criticized Stitt, calling him a “RINO,” or Republican in name only. Stitt had backed Mr. Trump’s former opponent, Florida Gov. Ron DeSantis, during the 2024 Republican presidential primaries.

Moore called the decision not to invite him “another example of blatant disrespect and a snub to the spirit of bipartisan federal-state partnership” in a statement earlier this week.

A Polis spokesperson called it a “disappointing decision for a traditionally bipartisan event between Governors and whomever occupies the White House.”

Governors from both parties attended a White House meeting and dinner during last year’s conference. The meeting drew attention for a verbal scuffle between Mr. Trump and Maine Democratic Gov. Janet Mills, in which the president pressed Mills on the issue of transgender women in sports, and Mills responded: “We’ll see you in court.”

In a vote that GOP leaders fought hard to avoid, a half dozen Republicans sent a blunt message to President [Donald Trump] that they do not support the tariff regime that he has made the centerpiece of his second term.

Six Republicans joined with Democrats in the vote to effectively repeal the president’s tariffs on Canada, the culmination of months of consternation in the GOP over the president’s trade war that has quietly rattled even some of his staunchest loyalists in Congress.

The vote provoked a threat from Trump, who took to Truth Social to warn of consequences for any Republican who votes against his tariffs, including primary challenges.

But it won’t be the last tough tariffs vote for Trump: Democrats have successfully unlocked a procedural power to force more votes, including on the president’s tariffs on Mexico and his so-called “liberation day” tariffs in the coming weeks.

It’s a rare instance of GOP defections at a time when Trump still maintains a strong grip over the party — even with [Congress’ narrow margins]. But in recent days, Speaker Mike Johnson and Trump’s legislative team failed to convince enough in their party to block the Democratic-led vote.

Speaker Mike Johnson claimed President Donald Trump was “not upset” with House Republicans who have voted to curb his executive authority on tariffs. “He’s not upset. I just left the White House. He understands what’s going on. It’s not going to affect or change his policy. He can veto these things if they come to it,” he told CNN.

But moments later the president posted on Truth Social.

“Any Republican, in the House or the Senate, that votes against TARIFFS will seriously suffer the consequences come Election time, and that includes Primaries!” Trump wrote in part.

The six Republicans who voted with Democrats in the bid to cancel the tariffs were: Reps. Thomas Massie, Don Bacon, Kevin Kiley, Jeff Hurd, Brian Fitzpatrick and Dan Newhouse.

Hurd told CNN that farmers and steel manufacturers in his district have been impacted by the tariffs, and “at the end of the day, I looked at the Constitution, I looked at what was in the best interest of my district, and I took the vote. It’s not easy, but it’s the right thing and I stand by it.”

Pressed on if he’s worried about Trump’s wrath, Hurd responded, “I do the right thing, and what the consequences are, we’ll have to see.”

Newhouse, who is retiring from his Washington seat after this term, told CNN he was also looking out for his constituents’ interests, noting the close trade relationship his state has with Canada.

He said “absolutely” Trump’s tariffs have hurt his state because prices have gone up on “fertilizer, equipment, a lot of the inputs and agricultural producers or farmers need.”

Earlier Wednesday, Bacon suggested that as many as 30 Republicans could join him in blocking the tariffs. But as pressure from GOP leadership offices and the White House escalated, the final number was far lower than many Republicans had been expecting.

The Senate has already passed a similar measure to cancel Trump’s tariffs on Canada, which — unlike most measures — can be passed with a simple majority rather than 60 votes.

But even if the Senate does agree to this same House measure, Trump would still have the power to veto it. The House did not secure enough votes — which requires two-thirds of the chamber — to protect a veto override.

Speaker Johnson later Wednesday evening downplayed the vote as a “fruitless exercise,” even while he said he was “disappointed” in the result.

“I’m disappointed in the vote, but the president has veto power, and there’s not a two-thirds majority in both chambers to override the veto, so it’s not going to change the policy in the end anyway,” he told reporters.

He declined to comment on the president’s Truth Social post threatening Republicans who vote to repeal tariffs.

For some Republicans, the vote was not only a chance to push back on Trump’s tariffs, but to reassert some of Congress’ authority that has been diminished in recent months.

Bacon, an outspoken Nebraskan who is retiring this term, told CNN that he’s a free-trade Republican who opposes this kind of intervention. But he also believes it’s Congress’ duty to make the call on tariffs, not the White House.

“He needs to know that we’re not a rubberstamp,” Bacon said of his reasons for supporting the measure. And he said he’s spoken with many Republicans who agree but have been reticent to speak out.

“From my vantage point, people feel like they’re in between a rock or a hard place because they don’t want to get on the bad side of the president,” Bacon said.

Washington — The House voted on Wednesday to overturn President Trump’s tariffs on Canada after six Republicans sided with nearly all Democrats to rebuke one pillar of the president’s trade agenda.

The Democratic measure to roll back the levies passed in a 219 to 211 vote.

However, the resolution’s passage is largely symbolic, since it could be vetoed by the president if it clears the Senate, and it did not pass the House with a veto-proof majority. The upper chamber voted twice last year to block Mr. Trump from imposing tariffs on Canada, with four Republicans joining Democrats to approve the measures.

Its passage comes after GOP Reps. Kevin Kiley of California, Thomas Massie of Kentucky and Don Bacon of Nebraska voted with Democrats on Tuesday to sink a procedural vote that would have barred lawmakers from overturning the president’s sweeping tariffs through July. For months, House GOP leaders have blocked lawmakers from forcing votes on Mr. Trump’s tariff authority, but the ban on challenging the levies expired in January.

Republican Reps. Dan Newhouse of Washington, Brian Fitzpatrick of Pennsylvania, Jeff Hurd of Colorado, Kiley, Massie and Bacon broke with the president in Wednesday’s vote on an issue that could have political ramifications in the November midterm elections. Poll after poll has shown that Americans largely disapprove of the sweeping tariffs.

House Speaker Mike Johnson, a Louisiana Republican, could only afford one defection with his paper-thin majority.

“This is life with a small majority,” Johnson told reporters Tuesday night.

Rep. Jared Golden of Maine was the sole Democrat to oppose the measure.

Moments before the vote wrapped up, Mr. Trump pushed Republicans not to break with him on tariffs,warning thatany lawmaker who votes against his tariff policies “will seriously suffer the consequences come Election time, and that includes Primaries!”

“TARIFFS have given us Economic and National Security, and no Republican should be responsible for destroying this privilege,” he said in a Truth Social post.

Mr. Trump’s warning stands in contrast to comments Johnson made to reporters minutes before the vote. When asked if Mr. Trump would be upset with Republicans who voted against tariffs, Johnson said he had just come from an event at the White House and Mr. Trump was “not upset.”

“He understands what’s going on. It’s not going to affect or change his policy. He can veto these things if they come to him,” Johnson said.

The measure, introduced by Democratic Rep. Gregory Meeks of New York, would terminate the national emergency declared by Mr. Trump last year to justify tariffs on Canada. Mr. Trump accused Canada of failing to address illegal migration and drug trafficking. Since then, Mr. Trump has continued to threaten additional tariffs against Canada as relations between the two allies sour.

The president has also threatened or imposed higher tariffs on dozens of other countries to resolve what he views as unfair trade practices. Democrats could soon force votes challenging tariffs on other countries.

In November, the Supreme Court appeared skeptical of Mr. Trump’s authority to unilaterally impose tariffs and its decision in the dispute could come any day.

Johnson has argued that Congress shouldn’t intervene in the process or challenge Mr. Trump’s economic strategy.

“The tariffs have been a tool that the president has used very effectively to level the playing field and put America back on top, and I think it’s wrong for Congress to step in the middle of that. Also, remember, this is pending at the U.S. Supreme Court,” Johnson said in an interview Wednesday on Fox Business. “So, I just think we need to pause Congress’s consideration of this and not get in the way of the president and what he’s trying to achieve.”

During floor debate on Wednesday, Democrats maintained that Mr. Trump’s trade war has been disastrous for Americans and questioned why Republicans have ceded congressional authority to the White House.

“Will you vote to lower the cost of living for the American families, or will you keep prices high out of loyalty to one person, Donald J. Trump?” Meeks asked.

Republicans accused Democrats of downplaying the fentanyl crisis and argued tariffs have been an effective strategy to get countries to act in favor of U.S. priorities.

“This is Democrats trying to ignore that there is a fentanyl crisis,” Republican Rep. Brian Mast of Florida said. “Tariffs get more attention than strongly worded letters, and millions of Americans’ lives are being saved because President Trump has declared this national emergency and is actively forcing our neighbors, like Canada, to act.”
